F5 documents BIG-IP APM as both a SAML service provider (SP) and an identity provider (IdP), which covers the two federation roles many NetScaler deployments use.
Cloudflare One can integrate with Citrix ADC as a SAML IdP, but that documentation proves interoperability—not that Cloudflare Access replaces NetScaler ADC, NetScaler Gateway, Citrix Virtual Apps and Desktops delivery, or ICA proxying end to end. Choose a replacement by mapping every required role, protocol, client flow, and availability constraint, then prove the design in a deployment-specific test.

What “NetScaler alternative” has to replace
NetScaler is often described as one product even though an installation may perform several distinct jobs: application delivery controller (ADC), reverse proxy, traffic manager, remote-access gateway, SAML service provider, SAML identity provider, or a combination of these. A platform that handles SAML sign-in may still be unsuitable for load balancing, content switching, Citrix application delivery, or ICA proxying.
The SAML function itself is an exchange between an identity provider and a service provider. NetScaler’s documentation defines SAML as “an XML-based standard for exchanging authentication and authorization between Identity Providers (IdP) and Service Providers (SPs).” Read the full NetScaler SAML authentication guide for the current-release configuration context (published September 30, 2026).

NetScaler as a SAML service provider
In the SP pattern, NetScaler receives an unauthenticated request at a traffic-management virtual server, redirects the user to an external IdP, validates the returned SAML assertion, and then allows the request to continue. The NetScaler as a SAML SP documentation describes that flow and the associated traffic-management virtual server.
NetScaler Gateway SAML settings
NetScaler Gateway configurations can include an IdP certificate, redirect URL, and signing-certificate settings. Those values are not interchangeable: the redirect target, certificate used to validate assertions, certificate used to sign requests, entity identifiers, and assertion attributes must match the federation partner’s metadata and policy.
Why role separation matters
A replacement can satisfy one role and fail another. For example, an access service might authenticate a browser session through SAML but have no documented support for the exact Citrix client, ICA proxy, virtual-server topology, or traffic-management behavior used by an existing deployment. Treat “SAML support” as one requirement in a larger workload inventory.

F5 BIG-IP APM: the strongest directly documented SAML alternative
F5’s BIG-IP Access Policy Manager is the most directly supported candidate in the available documentation for organizations replacing NetScaler’s SAML access-policy function. The BIG-IP 16.0 SAML service-provider guide, updated July 7, 2026, describes the objects needed for APM to trust an external IdP and issue an authenticated session to a protected application.

How APM is configured as a SAML SP
- Create the SP service. Define the service-provider identity and endpoint information that the external IdP will use for the application.
- Add IdP connector(s). Connect APM to the identity provider that will authenticate users. The connector carries the IdP metadata and endpoints required by the federation.
- Install or select IdP certificates. APM must be able to validate the IdP’s signed assertions. Plan certificate rollover rather than waiting for an expiration outage.
- Build an access profile. Put the SAML transaction into the access policy that controls session creation and downstream authorization.
- Attach a SAML authentication policy. Configure the policy so the user is redirected to the IdP, the response is checked, and the resulting identity is passed to the protected application.
- Test both initiation paths required by your design. A user may start at the application (SP-initiated) or at the identity provider’s portal (IdP-initiated). Do not assume that testing one path proves the other.
These steps describe the objects named in F5’s guide; they do not prove that APM reproduces every NetScaler virtual-server, Gateway, or Citrix-specific function. Confirm the exact BIG-IP release, module entitlement, supported client, and network placement before treating it as a migration target.
APM as a SAML identity provider
APM can also present itself as the IdP to external service providers. The BIG-IP 14.1 SAML IdP guide, updated July 7, 2026, covers an SSO portal design and both SP-initiated and IdP-initiated connections. This is useful when APM must federate users onward to several SaaS or internal SPs rather than merely consume assertions from a corporate IdP.
The two F5 references are version-specific. A BIG-IP 16.0 SP document and a BIG-IP 14.1 IdP document should not be read as a promise that every current release, license bundle, or appliance model exposes identical menus or capabilities. Match the documentation to the release you will deploy.
Where F5 may fit
- Organizations that need a policy engine and a documented SAML SP role in the access path.
- Designs that also require the platform to act as a SAML IdP for downstream service providers.
- Teams prepared to validate application delivery, remote access, and Citrix-specific behavior separately from federation.
Cloudflare One and Cloudflare Access: an adjacent federation option
Cloudflare’s Citrix ADC SAML integration documentation treats Citrix ADC (formerly Citrix NetScaler ADC) as a SAML identity provider. That makes Cloudflare relevant when the architecture is centered on cloud-delivered access and federation with an existing ADC.
The AuthN-request detail to verify
The integration guide notes that Cloudflare Access sends the IdP address in place of the Service Provider ID in its authentication request. This is a vendor-specific behavior that must be checked against your federation configuration. Compare the value Cloudflare sends with the entity ID, audience, and request-handling rules configured on the ADC and any intermediate identity service.

What the integration does not establish
The integration page does not demonstrate that Cloudflare Access replaces an ADC’s load balancing, reverse proxy, content switching, Gateway functions, Citrix Virtual Apps and Desktops delivery, or ICA proxy. It establishes a SAML interoperability pattern. If you remove NetScaler, you still need a separately validated component for every traffic-management and remote-access function that remains in scope.
When to consider this pattern
- Your principal goal is to add or change a cloud access layer while retaining a Citrix ADC federation endpoint.
- You can keep the existing ADC or another validated application-delivery component for workloads that need it.
- Your security team accepts the documented AuthN-request behavior and has tested logout, claims, and session lifetimes.
Build a requirements map before selecting a replacement
Write down the current NetScaler flows before comparing products. The following sequence prevents a SAML-capable service from being selected for an application-delivery job it was never meant to perform.
- Inventory entry points. List public hostnames, internal hostnames, mobile or desktop clients, browser-only applications, and administrative portals. Record which virtual server receives each request.
- Classify each traffic function. Mark every flow as load balancing, reverse proxy, content switching, remote access, SAML SP, SAML IdP, or a combination. A single hostname may require several of these.
- Identify application protocols. Record HTTPS behavior, WebSocket or long-lived connections, native client protocols, and any Citrix or ICA traffic. The available product documentation does not establish universal support for those protocols, so each must be tested.
- Document the federation roles. For every application, identify the SP, IdP, who initiates the request, required bindings, signing requirements, assertion encryption, logout behavior, and claims consumed by the application.
- Capture certificate dependencies. List signing, encryption, and TLS certificates, their issuing authorities, expiration dates, trust stores, and rollover procedures. Include certificates used by the IdP and by the application-delivery tier.
- Record session and authorization rules. Note idle and absolute timeouts, group or role claims, step-up authentication, device checks, and any policy that occurs after SAML authentication.
- Map availability. Draw the active/standby or load-sharing design, health checks, persistence requirements, DNS behavior, management-plane dependencies, and failure-recovery process.
- Attach evidence to every requirement. Mark whether a requirement is documented by the candidate, supported by a reference architecture, or still needs a proof of concept. Do not mark an item complete solely because the product supports SAML.
SAML details that decide whether a migration works
Entity IDs and audience values
The SP entity ID, IdP entity ID, audience restriction, and recipient or destination values must agree across both sides. A mismatch can produce a technically valid response that the receiving service rejects. Record the exact strings, including case and trailing characters, rather than relying on screenshots.
Assertion attributes and name identifiers
Map the user identifier, email address, group or role claims, and any application-specific attributes. Preserve the distinction between a login name and an immutable subject identifier. Test a normal user, a user in each required group, and a disabled or unassigned user.
Signing, encryption, and certificate rotation
Confirm whether the SP signs AuthN requests, whether the IdP signs assertions or responses, whether assertions are encrypted, and which certificate validates each signature. Build a rollover test with the new certificate installed before the old one expires. NetScaler’s documented certificate and signing settings, and F5’s IdP-certificate requirement, make this an explicit migration work item.

Bindings, initiation, and logout
Check the HTTP-Redirect or HTTP-POST binding used for each message, then test SP-initiated and IdP-initiated sign-in where the design requires both. Test single logout separately; a successful sign-in does not prove that browser sessions, gateway sessions, and application sessions terminate together.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical proof-of-concept plan
Use a representative, non-production application and a test identity-provider tenant or realm. The goal is to prove the complete path, not merely to display a successful SAML response.
- Reproduce the current flow. Capture the existing NetScaler SP or IdP metadata, redirect behavior, claims, certificates, and session timeouts.
- Deploy the candidate in the intended topology. Place the appliance, virtual service, or cloud connector where the production design will place it. Include the planned DNS, firewall, and TLS termination path.
- Configure one SP-initiated flow. Verify redirect, request signing, assertion validation, claim mapping, authorization, and application access.
- Configure one IdP-initiated flow when required. Launch from the identity provider portal and verify that the application receives the same identity and authorization context.
- Exercise certificate rollover. Introduce the replacement signing certificate according to the candidate’s documented procedure, validate traffic, and remove the old certificate only after confirming both sides.
- Test negative cases. Use an expired certificate, wrong audience, missing group claim, unknown user, and expired session in a controlled environment. Record the error presented to the user and the diagnostic event available to administrators.
- Test the real client and protocol mix. Include native Citrix or other non-browser clients, long-lived sessions, file transfer, printing, and reconnection if those are part of the workload. A browser-only result is insufficient evidence for an ICA or virtual-desktop migration.
- Run failure and recovery tests. Remove one node, interrupt the identity provider, expire a backend, and restore service. Measure whether users receive a controlled failure and whether sessions recover as designed.
Common failure modes and corrective checks
Users loop between the application and IdP
Check the entity ID, ACS URL, redirect URL, cookie domain, and clock synchronization. Confirm that the candidate’s external URL is the one registered in the IdP and that a proxy is not rewriting the scheme or host.
The assertion is rejected
Compare the issuer, audience, destination, recipient, validity window, signature certificate, and required attributes. Verify that the candidate trusts the current IdP certificate and that the IdP is not still signing with a retired key.

Best Value
Cloudflare integration returns an unexpected request error
Start with the integration-specific behavior documented by Cloudflare: Access places the IdP address where the Service Provider ID is normally expected in the AuthN request. Compare that value with the Citrix ADC federation configuration and adjust only after confirming the expected entity identifiers.
Browser access works but the required client does not
Stop treating the migration as complete. Verify the native client’s protocol, redirect handling, certificate validation, gateway address, and reconnection behavior. The cited SAML guides do not establish support for every Citrix or ICA client flow.
Operations, support, and commercial checks
Deployment model is an architectural decision. Compare appliance, virtual, and cloud placement; management access; logging and observability; health checks; upgrade method; support lifecycle; and the skills your operations team already has. The supplied vendor pages describe SAML roles and configuration, not a cross-vendor score for these operational categories.
Obtain current SKU, licensing, support, and migration pricing from the vendor or an authorized reseller for the exact release and topology. No reliable price comparison is established by the cited documentation, so a purchase decision should not use an assumed feature bundle or an old edition name.
Decision guide
Choose F5 BIG-IP APM for a federation-first replacement investigation
Start with F5 when you need a documented SAML SP, may need APM to act as a SAML IdP, and are prepared to validate application delivery and remote-access requirements independently. Use the BIG-IP 16.0 SP guide and the BIG-IP 14.1 IdP guide as configuration references, then confirm the exact release and licensing for your deployment.
Use Cloudflare as an integration or cloud-access layer, not an assumed ADC substitute
Cloudflare’s documented Citrix ADC integration is relevant when the design keeps an ADC federation endpoint or deliberately adds a cloud access plane. It is not evidence of end-to-end replacement for NetScaler Gateway or ADC workloads. Validate the AuthN-request behavior, application protocols, and client experience in your own topology.
Retain NetScaler where the workload is not yet proven elsewhere
If a critical application depends on Citrix Virtual Apps and Desktops, ICA proxying, specialized traffic policies, or a precise high-availability design, keep the existing path until a candidate passes a workload-specific proof of concept and has an approved migration and rollback plan. SAML interoperability alone is not a safe cutover criterion.
Recommended Free Tools
Migration acceptance checklist
- Every hostname and virtual-server function has a mapped destination.
- The candidate’s SAML role—SP, IdP, or both—is documented for the exact release.
- Entity IDs, ACS URLs, issuer values, bindings, claims, and certificates are recorded and tested.
- SP-initiated, IdP-initiated, logout, timeout, and certificate-rotation paths have pass/fail evidence.
- Required browser, native-client, Citrix, and ICA flows work in the intended network topology.
- High-availability failure, identity-provider outage, backend outage, logging, and recovery procedures are tested.
- Licensing, support lifecycle, operational ownership, and rollback steps are approved.
- A production cutover window includes a reversible DNS, routing, or virtual-server change.
Bottom line
For secure SAML application delivery, F5 BIG-IP APM is the best-supported starting point among the documented candidates because its documentation covers both SAML SP and IdP roles. Cloudflare One is useful as a documented Citrix ADC federation integration, but its guide does not establish replacement of NetScaler’s ADC or Gateway capabilities. Make the final choice only after testing the exact applications, clients, protocols, certificates, availability design, supported versions, and commercial terms that your NetScaler deployment actually uses.
