NetApp announced Keystone Sovereign on September 29, 2026, as a storage-as-a-service option for qualified European Economic Area customers. The company says initial pilots are planned for Germany and France. Its proposed controls reach beyond where data is stored to include support, operational access, and telemetry—but the announcement is not a third-party certification or a guarantee of general availability.

What NetApp announced

NetApp describes Keystone Sovereign as a service for qualified European Economic Area customers. Its September 29, 2026 announcement groups the planned controls into several areas:

As an Amazon Associate I earn from qualifying purchases.

  • Data residency: European-based handling of relevant customer data, logs, backups, and telemetry where applicable.
  • Support: European-based support and escalation paths.
  • Operational control: European-controlled access and management processes.
  • Visibility: Documentation of telemetry, monitoring, and data flows.
  • Contractual and legal structures: Arrangements intended to reinforce sovereignty expectations.

The product-update page describes the EEA customer scope and four feature groups; the press release additionally mentions contractual and legal structures. NetApp says initial pilots are planned for Germany and France, with additional countries planned. It also cautions that future plans and unreleased offerings may change and are not guarantees of availability, functionality, pricing, or timing. The announcement does not establish pricing, final service terms, or a general launch date.

NetApp Vice President and General Manager of Keystone Ivan Iannaccone said: “Data sovereignty has become a strategic requirement as organizations move beyond asking where data resides to demanding greater control over the technical and operational conditions that govern it.” That is the company’s rationale for the announcement, not independent evidence that the service meets a particular buyer’s requirements.

What data sovereignty means beyond location

The European Commission defines technology sovereignty as: “Tech sovereignty is Europe’s ability to act independently in the digital world by developing and controlling key technologies, data, and infrastructure, while reducing reliance on non-EU providers.” The definition covers control and dependency as well as geography.

NetApp’s own sovereignty page presents sovereignty as a spectrum and describes external key management and work with local sovereign cloud providers as parts of its approach. This is NetApp’s positioning, not a legal standard. Its Field CTO for AI & Cyber Security, Adam Gale, puts the company’s view this way: “Sovereignty isn’t static or a switch that can be toggled. Regulations change, cyber threats evolve, and business priorities shift. The future lies in understanding the spectrum and finding the balance point that’s just right for your organization.”

For an infrastructure buyer, the practical question is not only where the primary data sits. It is also who can reach the data and metadata, where telemetry and support are handled, which legal jurisdictions apply, and how much visibility and control the customer has over the service.

Does EU law require business data to stay in one country?

No general rule requires every organization to keep all business data in a single EU country or even all data inside the EU. EU guidance says non-personal data can generally be stored or processed in data centres or cloud services anywhere in the EU, subject to exceptional national restrictions justified by public security. Mixed datasets containing personal and non-personal information generally remain subject to GDPR rules. Requirements can also arise from particular laws, contracts, sector rules, national exceptions, or an organization’s own risk choices; their effect depends on the situation. See the EU’s guidance on data location and cloud switching.

The same EU guidance says switching and moving data out of cloud services will be completely free from January 2027. That is a future-dated change in the cited guidance, so organizations planning a move should confirm the rule’s current status and exact scope when making procurement decisions.

How the Commission’s cloud procurement frames sovereignty

The European Commission’s April 2026 cloud procurement shows why sovereignty assessments can extend well beyond physical data location. The Commission set out eight objectives spanning strategic, legal, operational, and environmental considerations, as well as supply-chain transparency, technological openness, security, and compliance with EU law. It awarded four contracts in parallel to diversify provision and improve resilience.

For broader policy context, the Commission’s technology-sovereignty page cites CERRE’s estimate that over 80% of key digital products, services, infrastructure, and intellectual property come from outside Europe. The figure is CERRE’s, as cited by the Commission, not an estimate originated by the Commission. The page also describes a policy package adopted on June 3, 2026, covering proposals and strategies related to chips, cloud and AI development, open source, energy, and digital infrastructure. That policy context does not certify any individual vendor service.

What to compare when choosing sovereign storage or cloud

Use the same questions for every shortlisted service. A sovereignty label alone does not answer them:

  • Data and backups: Where are primary data, replicas, backups, logs, and recovery copies stored and processed? Which data categories are covered?
  • Telemetry and metadata: What is collected, where does it flow, who can view it, and how is it documented?
  • Privileged access: Who can administer the service or access customer data, from which locations, and under what approval, logging, and oversight controls?
  • Support and escalation: Where are support staff based, and can support workflows expose data or metadata across borders?
  • Legal control: Which entities operate the service, which jurisdictions may apply, and what do the contract and service terms say about access and control?
  • Supply chain and openness: Can the provider disclose important dependencies, and how much flexibility does the architecture offer?
  • Security and compliance evidence: Which controls are independently assessed, for which service components and scope, and what evidence can the buyer review?
  • Portability and exit: How can data and workloads be moved, what assistance is available, and what costs or technical constraints apply?
  • Commercial commitments: What availability, functionality, price, and service commitments are actually in the contract?

These questions combine the Commission’s stated procurement dimensions with the operational controls NetApp says Keystone Sovereign is intended to provide. They turn a broad policy goal into contract and architecture checks that can be evaluated against the buyer’s own obligations.

A separate NetApp example: Google Distributed Cloud air-gapped

NetApp announced a separate four-year enterprise agreement with Google Cloud in April 2026 to expand NetApp storage deployments within Google Distributed Cloud air-gapped, delivered by World Wide Technology. The release names NetApp AFF, StorageGRID, and Trident, and describes local data storage, encryption-key management, private cloud, and air-gapped or disconnected environments. This is a distinct deployment example; the announcement does not establish that it is the same service as Keystone Sovereign. Details are in the NetApp announcement.
