NeoNephos Foundation announced on March 18, 2026, that BWI GmbH, SUSE LLC and Fraunhofer Institute for Software and Systems Engineering ISST had joined its member community. BWI is a Premier Member, SUSE a General Member and Fraunhofer ISST an Associate Member. The three bring distinct experience in public-sector cloud operations, enterprise open-source technology and applied research to the foundation’s effort to advance open, interoperable cloud-to-edge infrastructure in Europe.

Who joined NeoNephos, and at what tier?

Organization Membership tier Area of experience Relevance to the foundation’s work
BWI GmbH Premier Digital services for the German Armed Forces and public-sector private-multi-cloud operations Operational experience with cloud architectures designed around resilience, sovereignty, interoperability and security
SUSE LLC General Enterprise open-source technology Open-source expertise and a stated commitment to collaboration and customer choice
Fraunhofer ISST Associate Applied research in smart-data ecosystems Research relevant to edge-cloud lifecycle management and adapting resource use to different environments

The tiers distinguish membership categories; they do not make the three organizations equivalent vendors. Each contributes a different kind of experience. Linux Foundation Europe’s March 18, 2026 announcement identifies the members and their roles, while NeoNephos’s member post describes Fraunhofer ISST’s Associate membership.

What NeoNephos is trying to build

NeoNephos was launched in 2025 to support the European Union’s Important Project of Common European Interest on Next Generation Cloud Infrastructure and Services (IPCEI-CIS). Its stated goal is to enable cloud and edge services to work across European providers through an open-source, federated and interoperable architecture. In practical terms, federation aims to let organizations use services across providers rather than depend on a single isolated cloud environment.

That approach is relevant to European cloud sovereignty because it emphasizes greater choice, flexibility, interoperability, resilience and control over infrastructure. The announcement presents these as goals and potential benefits of open collaboration, not as measured outcomes already achieved. It does not report adoption, performance, savings or membership-count figures.

What each new member brings

BWI: operational cloud experience in defense and public service

BWI describes itself as the primary digitalization partner for the German Armed Forces. Its work building a private multi-cloud for the Armed Forces gives the foundation an operational perspective on modular and scalable cloud architectures in a demanding public-sector setting. BWI management board chief digital officer Dr. Christian Marwitz said the aim is to meet requirements for “resilience, sovereignty, interoperability, and security” in IT systems.

SUSE: enterprise open-source expertise

SUSE brings experience delivering open-source solutions for enterprise customers. General manager Diego Akechi said joining NeoNephos reinforces the company’s commitment to open source, collaboration and trust in the EU open-source community. His statement that SUSE has pioneered open-source solutions “for over 30 years” is an attributed company quotation, rather than a statistic about NeoNephos or its work.

Fraunhofer ISST: research on data and the edge-cloud continuum

Fraunhofer ISST conducts applied research on smart-data ecosystems and contributes to work on sovereign, interoperable and sustainable software for the digital economy. Its department head Heinrich Pettenpohl described an interest in advancing lifecycle management across an edge-cloud continuum and adapting resource consumption to the requirements of different environments and use cases.

Why the membership announcement matters—and what it does not establish

The three additions broaden the kinds of expertise represented in NeoNephos: operational infrastructure experience, enterprise open-source technology and applied research. That mix is pertinent to the foundation’s goal of developing cloud-to-edge infrastructure that can work across providers. NeoNephos governing board chair Christian Neu framed the growth as momentum for open, interoperable cloud technologies that can give organizations more choice and control.

Membership itself does not demonstrate that the foundation’s architecture is deployed across Europe, that providers already interoperate through it, or that organizations have achieved specific security or cost improvements. The announcement describes direction and member contributions, not implementation results or quantified impact. NeoNephos says its membership tiers serve companies and nonprofit organizations of different sizes; current membership terms should be checked with the foundation.
