NASA never exceeded SpaceX Crew Dragon’s rated capacity or crammed astronauts into an unsafe capsule. Instead, it launched Crew-9 with two astronauts and two intentionally empty seats, then used those seats to bring Boeing Starliner test astronauts Butch Wilmore and Suni Williams home after NASA rejected a crewed Starliner re-entry.
The unusual workaround followed helium leaks, reaction-control-thruster anomalies and, according to a later NASA investigation, a loss of six-degrees-of-freedom control during Starliner’s 2024 test flight. Starliner returned autonomously; Wilmore and Williams returned aboard Dragon on March 18, 2025.

Why NASA rejected a crewed Starliner return
Propulsion warnings appeared before docking
During rendezvous, engineers identified multiple helium leaks in Starliner’s propulsion system and problems with several reaction-control thrusters. The spacecraft still reached the station, but reaching the ISS and being certified to carry people through atmospheric re-entry are different decisions. NASA’s docking report describes the early anomalies.

Station operations were not the same as re-entry
While docked, Starliner could remain attached to the ISS while teams gathered data, ran ground tests and planned contingencies. A crewed return would require the propulsion and flight-control systems to perform a high-energy undocking, atmospheric entry and landing under conditions that offered less margin for error. NASA said it lacked sufficient certainty and expert concurrence to meet human-spaceflight safety requirements, rather than claiming that failure was certain.
That distinction explains the decision: NASA accepted continued station operations while refusing to certify the same vehicle for a crewed trip home. The agency ordered Starliner to depart and land autonomously on September 6, 2024. Operationally, the uncrewed flight completed an undocking, re-entry and landing. As a crewed test, however, it did not complete its intended end-to-end objective of carrying its astronauts safely home.
What the “clown car” plan actually was
“Clown car” was headline rhetoric, not NASA terminology. Crew Dragon is designed for four people. NASA used that existing capacity by changing the manifest rather than launching a special rescue vehicle.

- Wilmore and Williams were reassigned from a short Starliner test to the station’s Expedition 71/72 complement.
- Crew-9’s planned four-person launch was reduced to two: NASA’s Nick Hague and Roscosmos cosmonaut Aleksandr Gorbunov.
- The two unused seats were reserved for Wilmore and Williams’ return.
- NASA and SpaceX adjusted seating, cargo, personal belongings and Dragon-specific spacesuits for the reassigned crew.
- Crew-9 launched on September 28, 2024, arrived the next day and returned four people on March 18, 2025.
NASA’s Commercial Crew update describes the manifest change and equipment planning. The spacecraft was configured for four returning occupants; there is no cited NASA evidence that it was overloaded.
Were the astronauts really “stranded”?
“Stranded” is understandable shorthand, but it can imply an uncontrolled emergency. After NASA ruled out a crewed Starliner return, Wilmore and Williams had no approved ride home on that spacecraft and had to wait for a safe Dragon opportunity. They remained aboard a functioning ISS with supplies, medical support and emergency-return arrangements. NASA’s Starliner FAQ describes that contingency context.
The delay lasted because Crew-9 had to launch, dock, complete a normal station handover and reach its scheduled rotation point. Wilmore and Williams continued station work during the extended mission before joining Hague and Gorbunov for the return.

What investigators later found
A control-loss event, not just a stuck thruster
NASA’s 2026 report focused on the loss of six-degrees-of-freedom control during the Crew Flight Test. Six degrees of freedom means controlling translation along three axes and rotation around three axes. The investigation described an unexpected departure from controlled spacecraft flight and concluded that the event met NASA’s criteria for a Type A mishap.

When the classification happened
NASA’s Office of Inspector General reported that the agency did not formally classify the Crew Flight Test failures as a Type A mishap until February 2026. That timing is an oversight finding, not evidence that NASA concealed the problems. The Inspector General’s report also examined broader management issues.

What the episode says about NASA and Boeing
The Inspector General identified problems beyond individual hardware faults:
- NASA was overconfident in Boeing’s design and heritage systems.
- Program schedules were unrealistic.
- NASA did not make full use of contractual data rights that could have strengthened oversight.
- Shifting or accelerating SpaceX missions created additional costs.
- Workforce constraints could make future Commercial Crew oversight harder.
The report questioned $127.9 million in Boeing payments, in addition to $43 million questioned in an earlier report, because the relevant Starliner mission remained uncertain. “Questioned” means the Inspector General sought clarification or challenged the basis for those amounts; it does not by itself establish that every payment was finally disallowed or that Boeing was paid for no work.
What happens to Starliner now?
Starliner has not been officially canceled. NASA’s public launch schedule lists Starliner-1 as an uncrewed cargo mission with its launch status “Under Review.” A future crewed flight would require corrective actions, certification work and resolution of the investigation’s findings before NASA could treat the vehicle as ready for routine crew rotation.

NASA still has a strategic reason to preserve two U.S. crew-transport providers while the ISS remains in operation. Dragon is the proven crew-return option in this episode; Starliner’s future depends on whether Boeing and NASA can demonstrate that the propulsion, control and program-management problems have been fixed to the agency’s human-spaceflight standards.
Bottom line: an unusual manifest, not an unsafe overcrowding stunt
NASA’s solution was a planned four-seat Dragon that launched with two people so two seats would remain available for Wilmore and Williams. The astronauts did not avoid a return journey; they avoided returning on Starliner. The deeper failure was that Starliner could reach the ISS but could not earn NASA’s confidence for a crewed re-entry, a concern later elevated by NASA’s Type A mishap finding.
