N95 Respirators vs. Surgical Masks for Haze: Which Offers Better Protection?

For haze dominated by fine particles, a properly fitting, correctly worn NIOSH-approved N95 respirator offers better particle protection than a loose-fitting surgical mask. A surgical mask is not designed to seal to the face or filter smoke particles in the same way. But an N95 filters particles—not harmful gases or vapors—and it does not make smoky air safe. When possible, reduce time outdoors and exposure first.

How do N95 respirators and surgical masks compare for haze?

Factor NIOSH-approved N95 respirator Surgical mask
Intended design A particulate respirator designed to fit closely and filter particles when properly worn. EPA says NIOSH-approved N95 filters are more than 95% efficient at removing wildfire-smoke particles in the PM2.5 size fraction; this is filter efficiency, not a measure of an individual’s real-world exposure reduction or health benefit. EPA Not designed to seal to the face or use the type of filter material that filters smoke particles. CDC/NIOSH says it may provide limited or no protection from very small airborne particles. CDC/NIOSH
Fit and leakage A close seal helps direct inhaled air through the filter. Gaps allow unfiltered air in; the right size and model depend on the individual. Loose fit leaves gaps around the face, so air can bypass the material.
What it addresses Particles, including smoke particles. It does not protect against gases or vapors and does not supply oxygen. Not a substitute for a particulate respirator for protection from fine smoke particles.

WHO notes that evidence on the real-world health benefits of public respirator use is limited, including because studies have been small and information about fit has been inadequate. Filter efficiency should not be translated into a percentage reduction in illness or personal exposure. WHO

What an N95 can—and cannot—do

An N95 can reduce inhalation of particles when it is NIOSH-approved, fits the wearer, and is worn consistently as directed. Haze and wildfire smoke are mixtures, however. Because an N95 filters particles rather than harmful gases or vapors, it does not protect against every component of smoke or replace efforts to get to cleaner air.

How to choose and wear an N95 for haze

  1. Check the approval markings. Choose a two-strap particulate respirator with “NIOSH” and “N95” or “P100” printed on it. EPA recommends NIOSH-approved respirators; WHO cautions that labels alone do not prove proper testing, so check approval by a recognized authority. EPA WHO
  2. Find a model and size that seals. It should cover the nose and sit under the chin. Facial hair where the respirator contacts the skin can prevent a good seal. If air leaks, try a different model or size.
  3. Put it on according to its instructions. Position one strap above and one below the ears, and press the nosepiece with both hands if the model has one.
  4. Check the seal every time. Follow the manufacturer’s user seal-check instructions whenever putting the respirator on. A respirator that leaks is not providing the intended fit.
  5. Replace it when needed. EPA advises replacing a respirator when it becomes dirty or harder to breathe through. EPA

Reduce haze exposure before relying on a mask

EPA identifies limiting outdoor time as the most effective way to reduce wildfire-smoke exposure. If smoke is present, reduce time outdoors and strenuous activity, especially if you are at higher risk. Indoor measures such as using a portable air cleaner can also help reduce exposure. If you must go outside, a well-fitting NIOSH-approved particulate respirator can reduce exposure to smoke particles, but cannot remove all smoke hazards. EPA

Comfort, health conditions, and children

  • Heart or lung problems, or pregnancy: EPA advises consulting a clinician before using a respirator. Respirators can make breathing harder; in hot conditions or during physical activity they can also contribute to heat-related illness.
  • Symptoms while wearing one: If you have difficulty breathing, dizziness, or other symptoms, move to cleaner air and remove the respirator. Seek medical attention if symptoms are severe or persist. In hot weather or during activity, take breaks and drink water. EPA
  • Children: CDC says children age two and older can wear respirators if fit, comfort, and correct use are addressed. EPA notes that NIOSH-approved models are not available in sizes suitable for young children. Do not assume an adult respirator will fit; consider whether the child can wear it correctly without problems with comfort or vision. CDC/NIOSH EPA
