Phone.com Basic is the lowest advertised annual-billing entry plan among the fixed-price U.S. business VoIP plans compared here. Zoom Phone’s metered plan has a lower access price, but usage charges mean it is not a like-for-like alternative to an unlimited-calling plan. Which service is cheapest for you depends on billing cadence, calling destinations and volume, team size, and the features you actually need. Prices below are provider-published snapshots accessed October 4, 2026, and may change.
How this ranking compares prices
This is a comparison of advertised U.S. business VoIP starting prices, not a ranking of residential services or every phone system available. The plans differ in billing terms, calling allowances, and included features. Annual-billing prices are monthly equivalents, not necessarily month-to-month rates. Taxes and fees can also affect the final bill.

For a fair comparison, first decide how many users need service, whether you will pay monthly or annually, which countries you call, how much metered calling you expect, and whether you need desk phones, recording, or CRM features. The ranking below reflects the published entry prices and terms, not a universal lowest-cost winner.

| Provider and plan | Published price | Calling allowance and geography | Notable included features or limits |
|---|---|---|---|
| Phone.com Basic | $15 per user per month billed annually ($180 billed annually per user); monthly billing is also described on the provider page, but its monthly price is not stated there in the cited information. | Unlimited minutes; geography is not stated in the cited plan information. | Mobile and web apps, standard voice features. IP desk-phone compatibility is listed for Plus, not Basic. Phone.com says prices are subject to taxes and fees. |
| Zoom Phone US & Canada Unlimited | $16 per user per month billed annually or $18 billed monthly. | Unlimited calling in the U.S. and Canada. | Zoom also lists a metered option at $10.50 per user per month; usage is metered, so that access price alone does not establish the total bill. |
| Ooma Office Essentials | $19.95 per user per month. | Unlimited calling in the U.S., Canada, Mexico, and Puerto Rico. | Virtual receptionist, mobile app, toll-free number, and digital fax. Applicable taxes and fees vary by locale. |
| RingCentral RingEX Essentials | $19.99 per user per month billed annually or $29.99 billed monthly. | Unlimited calls within the U.S. and Canada. | Up to 20 users; business or toll-free number, unlimited business SMS, voicemail-to-text, and team messaging. |
Prices and features in this table come from the providers’ official pages: Phone.com, Ooma, Zoom, and RingCentral. Rates are snapshots accessed October 4, 2026; verify the current terms before choosing a plan.

Quick Recap
What to check before choosing the lowest price
- Match billing cadence. Compare annual-billing equivalents with annual-billing equivalents, and monthly rates with monthly rates. Annual pricing may reduce the monthly equivalent but requires an annual payment commitment.
- Estimate metered usage. A lower access price does not guarantee a lower total bill if calls are metered.
- Match calling destinations. Ooma Essentials lists unlimited calls to Mexico and Puerto Rico as well as the U.S. and Canada; the cited Zoom and RingCentral plans specify the U.S. and Canada.
- Price the features you need. Phone.com assigns IP desk-phone compatibility to Plus, and recording, analytics, and CRM integration to Pro. Compare the tier that covers your actual requirements.
- Check tax, fee, and eligibility details. Phone.com flags taxes and fees, Ooma says they vary by locale, and RingCentral Essentials has a 20-user limit.
- Confirm included numbers and equipment separately. The cited plans identify certain numbers and features, but do not establish that any particular physical handset is included. A compatible IP desk phone is an optional requirement for some setups, not a universal condition of VoIP service.
