1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsA CLS score rising from 0 to 0.11 under network throttling is plausible: slower loading can reveal content that arrives after the page has laid out and pushes other elements. But the two numbers alone don’t identify what moved or prove that throttling caused the shift. A CLS of 0.11 is just above Google’s “good” threshold, not a severe score by itself.
What a CLS of 0.11 means
Cumulative Layout Shift (CLS) measures unexpected visual movement during a page visit. Google recommends a CLS of 0.1 or less at the 75th percentile of page loads, evaluated separately for mobile and desktop. Scores above 0.25 are considered poor; 0.11 falls between those thresholds and needs improvement, but is only slightly over the good boundary. Google’s CLS guidance describes the metric as a way to measure how often visual instability occurs for real users.

That threshold is a target for field performance, not a guarantee that every individual test run will land at or below 0.1. Google’s methodology also reports that its internal evaluation found shifts of 0.15 and higher were consistently perceived as disruptive, while shifts of 0.1 and lower could be noticed but were not excessively disruptive. That is Google’s internal evaluation, not an external peer-reviewed study. Google’s threshold guidance
Why throttling can reveal a shift
On a fast connection or with a warm cache, an image, font, advertisement, embed, or API-driven component may arrive before it visibly disrupts the page. A slower connection can let the initial layout appear first; when the delayed resource loads or inserts content, it may change the geometry and move visible elements. Web.dev notes that image-related movement is more apparent when an image loads slowly, such as on a slow connection. Web.dev’s CLS optimization guidance

This is a plausible explanation, not a diagnosis of the result in the title. Without the page, browser, device, viewport, cache state, network profile, and measurement tool, it is not possible to identify the cause or establish that the throttled network was the only variable.
Common sources to check
- Images and video: If the browser cannot determine media dimensions before it loads, it may have to make room afterward.
- Ads and embeds: Late content can push material below or beside it unless the layout reserves an appropriately sized slot.
- Dynamically inserted content: New elements added to normal document flow can move existing content.
- Web fonts: A font swap can alter text width, line breaks, and element height, shifting nearby content.
First establish whether you are comparing like with like
A single throttled lab run is not equivalent to field CLS. Lab tools commonly capture an initial page load, while field data such as Chrome User Experience Report (CrUX) CLS can reflect the full page lifecycle. The measures can legitimately differ. Google’s CLS guide

Before attributing a change to network speed, hold the test setup constant and change only the network profile. Compare the measurement context as well as the score:

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →| Comparison | What to keep in mind |
|---|---|
| Lab versus field | Record the tool and collection window; an initial-load lab measurement and a field metric covering the page lifecycle are not interchangeable. |
| Warm versus cold cache | Keep cache state consistent. Cached resources can arrive differently from resources fetched on a first visit. |
| Fast versus throttled network | Record the exact preset or custom latency and bandwidth settings rather than describing the test only as “slow.” |
| Mobile versus desktop | Use the same device or emulation, viewport, and relevant mobile/desktop reporting segment when comparing results. |
| Initial load versus full lifecycle | Note when the measurement begins and ends; later activity may be included in one measure but not another. |
Find the element that moved before changing code
- Repeat the comparison under controlled conditions. Keep the page, browser, viewport, device emulation, cache state, and measurement procedure fixed. Change only the network profile.
- Write down the network settings. Record the throttling preset or custom latency and bandwidth, and whether the browser cache was cleared.
- Inspect the layout-shift entries and affected elements. Use the browser’s performance tooling or the measurement tool’s trace to identify what moved and when. A final score alone does not reveal the culprit.
- Check whether the shift is tied to a delayed resource. Match the timing of the movement against image, font, ad, embed, or application-content loading.
Do not infer a specific cause from the 0.11 value. The useful finding is the element and event associated with the shift in a comparable trace.

Fix the cause by reserving space or preventing surprise movement
Give media dimensions
Set explicit width and height attributes on images, or provide an equivalent aspect ratio in CSS. This lets the browser reserve the correct space before the image bytes arrive. Apply the same principle to video and other media whose dimensions are known. Web.dev’s CLS optimization guidance
Reserve slots for late content
Give advertisements, embeds, and other asynchronously loaded content a container with a suitable size or minimum height. Avoid collapsing that reserved space when content does not arrive; otherwise the page can still move when the container changes.

Reduce font-swap movement
Choose a fallback font with metrics close to the web font, consider font metric adjustments, and load critical fonts early. The right balance depends on the page’s visual requirements and loading behavior.
Keep inserted content out of the way
Avoid adding content to the document flow without reserving a slot for it. Shifts close to qualifying user input are excluded from CLS when they occur within 500 milliseconds; this is a metric attribution rule, not a reason to let controls jump during an interaction. Design loading states so the interface remains predictable. Google’s CLS guidance

How to interpret the next result
If a controlled slow-network run produces a shift and the trace ties it to a late resource, the result points to a layout reservation or loading-order problem worth fixing. If lab and field values still differ, first check whether they cover the same device class and page lifecycle; a difference by itself does not show that either measurement is wrong. The score in the title is an observation, not enough evidence to name the cause.
