That change disrupted the IP-address blocking used by internet providers, but it did not lift Brazil’s court order. Anatel restored the block, and X’s later authorized return on October 8–9 followed legal compliance—not the Cloudflare workaround.
What happened on September 18?
Brazil’s Supreme Federal Court ordered X suspended nationwide on August 30, 2024, following a dispute over court orders, content moderation and the company’s failure to maintain a required Brazilian legal representative. On September 18, users began reporting that X was reachable again.

Access was uneven. Some fixed-line and mobile users could load the site or app while others still saw a block, depending on provider, network and location. The court suspension remained in force. Reuters reported that the Supreme Federal Court said the order was still active, and Anatel described the renewed accessibility as noncompliance rather than an authorized reopening (Reuters report reproduced by UOL).
That distinction matters: “reachable” described what some networks could do, not what Brazilian law permitted.

How Cloudflare changed the blocking problem
Before the infrastructure change
An internet provider can block a service by refusing connections to destination IP addresses associated with it. In simplified form:
Brazilian user → ISP → known X IP address → X
Providers had a list of addresses believed to lead to X and could filter traffic to those destinations.
After X routed traffic through Cloudflare
X was moving relevant traffic through Cloudflare’s network, which can act as a reverse proxy or content-delivery layer. The user connects first to Cloudflare; Cloudflare then forwards the request to the service’s origin:
Brazilian user → ISP → Cloudflare IP address → X origin

- Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
- A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
That meant providers often saw Cloudflare-associated addresses instead of the addresses they had previously blocked. Cloudflare uses globally distributed IP prefixes and shared infrastructure; the same address space can serve many unrelated sites. Blocking an entire range could therefore disrupt financial services, public-sector sites and other businesses.
This does not mean Cloudflare hosted every part of X, or that it made X impossible to block. The defensible description is that X used Cloudflare as a reverse-proxy or CDN layer for relevant traffic, changing what Brazilian networks had to identify and filter. Cloudflare’s explanation of its network and a separate September 17 maintenance incident is available in its technical post (Cloudflare).

Brazilian authorities’ interpretation
Anatel treated X’s accessibility as a failure to comply with the suspension and said the platform’s conduct indicated an attempt to circumvent the order (Anatel’s September 19 statement). From that perspective, changing the network path did not excuse continued operation.
X’s explanation
X said the access resulted from a network update or transition intended to improve service in Latin America, rather than a plan to defeat the court’s block.

Cloudflare’s explanation
Cloudflare chief executive Matthew Prince told TechCrunch that X’s migration was already under way and that its timing with the Brazilian access was coincidental. He also noted that changing IP addresses could have been done without adopting Cloudflare (TechCrunch).

Those accounts cannot all be converted into a proven finding about intent. The strongest conclusion is narrower: the infrastructure transition made the existing block ineffective for many users, while public evidence does not definitively show whether X designed that transition to evade the order.
Why Brazil could not simply block Cloudflare
A nationwide ban on every Cloudflare address would risk taking unrelated services offline. X’s government-affairs team made that collateral-damage argument in comments reported by The Guardian (The Guardian). That was an advocacy position, not a finding that Cloudflare was legally immune from blocking.
The practical problem was precision. Regulators needed to distinguish X traffic from other traffic sharing the same delivery network. Possible tools include:
- Identifying X domain names and traffic patterns rather than relying only on a static IP list.
- Updating provider-level filtering rules as addresses and routes changed.
- Blocking additional X infrastructure or routes where they could be identified.
- Coordinating with carriers and Cloudflare to target the service without disabling unrelated customers.
- Using application- or domain-level controls in addition to destination-IP filtering.
These are enforcement options, not a public blueprint of exactly what Brazil used.

How Brazil reimposed the block
On September 19, Anatel said it had worked with telecom providers and Cloudflare to identify a mechanism expected to restore compliance with the court order (Anatel). The regulator did not publish every domain, route, address range or filtering rule.
The result was clear: the Cloudflare-related change did not provide a durable technical escape. A determined regulator could adapt once it understood the new arrangement, although implementation could vary by network.
Timeline: temporary access versus legal restoration
| Date | Event | What it means |
|---|---|---|
| August 30, 2024 | The Supreme Federal Court ordered X suspended nationwide. | The legal baseline for the dispute. |
| September 17, 2024 | Cloudflare documented a separate incident involving withdrawn IPv4 prefixes during maintenance. | Temporal proximity does not establish that this incident caused X’s access. |
| September 18, 2024 | Many Brazilian users reported that X was reachable. | A technical, uneven reopening—not an authorized one. |
| September 19, 2024 | Anatel said it had found a way to restore the block with providers and Cloudflare. | The workaround was not durable. |
| September 20–21, 2024 | Matthew Prince described the Cloudflare migration and timing as coincidental. | Important evidence in the disputed-intent question. |
| September 26–27, 2024 | X sought reinstatement after submitting compliance materials; the court required further steps. | Technical reachability had not satisfied the court. |
| October 8, 2024 | Justice Alexandre de Moraes authorized X’s return after conditions were met. | The legal restoration date. |
| October 9, 2024 | Anatel began notifying providers to permit access. | Operational implementation of the authorization. |
Why X returned legally in October
X’s later return was a separate event. The company submitted documents, addressed questions about its Brazilian legal representation, agreed to comply with account-blocking orders and paid outstanding fines reported at approximately R$28.6 million in total. Payment-routing issues delayed the process.
On October 8, Moraes authorized restoration. The following day, Anatel notified telecom providers to allow access (Supreme Federal Court; Anatel’s October 9 notice). Cloudflare explains the September accessibility; compliance with judicial conditions explains the authorized October reopening.
What if someone still had access after the block?
Individual access is not proof that a national order was lifted. Differences can result from:
Best Value
- Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
- Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
- Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
- MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
- Different filtering schedules among internet providers.
- Cached DNS or routing information.
- Mobile and fixed-line networks implementing rules at different times.
- An existing app session remaining active.
- Regional propagation delays.
- A VPN or alternative DNS resolver.
VPN use is a separate circumvention method and should not be confused with X’s Cloudflare-related routing change.
Could a similar workaround last?
Platforms can change CDNs, reverse proxies, IP ranges, DNS settings, hosting providers and routes. Each change can force a regulator to update its controls, but none changes the underlying legal order. Repeated attempts could invite larger fines, orders aimed at additional intermediaries, service instability, collateral blocking or renewed suspension.
The broader lesson is an enforcement race: IP blocking is fragile when a service uses shared, rapidly changing infrastructure, while precise enforcement is harder and slower. Network reachability and legal authorization are separate systems.
So, did the Cloudflare workaround last?
No. Cloudflare-associated routing made the old blocking method ineffective for many users on September 18, 2024. Anatel said it restored the block the next day. X returned later through court-authorized compliance on October 8–9, not because Cloudflare made the suspension permanent or legally unenforceable.
