Mumbai Data Center Outage Checklist: How to Keep AI Services Running

An AI service can keep serving customers when its Mumbai data center fails only if the service is designed to leave that site: a geographically separate recovery environment, continuously replicated models and data, independent network routes, protected power for the equipment that remains on site, and a tested incident process. Set a recovery time objective (RTO) and recovery point objective (RPO) for every service, assign an owner and verification test to each control, and rehearse failover before an emergency.

IFSCA’s 2022 continuity guidance for covered critical systems is a useful benchmark: declare a disaster within 30 minutes, restore from a recovery site within 45 minutes, and limit data loss to a 15-minute RPO. Those figures are not a universal promise for every AI platform; your target must reflect workload, contracts, regulation, and the capacity of the alternate site.

What a Mumbai outage plan must accomplish

Start with the outcome rather than the equipment list. During a site loss, customers should reach a healthy endpoint, authenticated requests should find the required model and configuration, asynchronous jobs should not disappear, and operators should know which data may be stale. The Mumbai facility can be unavailable while the customer-facing service remains available only when these dependencies have an independent path:

  • Traffic management, DNS, certificates and rate limits
  • Identity, secrets and key-management services
  • Model registry, model weights, prompt templates and runtime configuration
  • Databases, vector indexes, object storage and customer state
  • Message queues, schedulers and workers
  • Observability, alerting, billing and support escalation
  • People authorized to declare an incident and change traffic

Map each dependency to a recovery location, replication method, owner and restore test. A “backup” that has never been restored, or a second site that shares the same carrier trench, power substation or credentials, does not provide dependable continuity.

Set service-specific RTO and RPO targets

RTO is the maximum acceptable time from a declared disaster to usable service. RPO is the maximum acceptable age of recovered data. Set them per service instead of assigning one number to the whole platform.

Service or data RTO decision RPO decision Owner and evidence
Synchronous inference API How long can requests be unavailable before a contractual or safety impact occurs? Can the service restart from the latest model and configuration, or must recent writes be present? AI-platform owner; timed regional failover test
Customer conversation or workflow state Does a delayed response cause a lost transaction? How many minutes of accepted writes may be re-entered or reconciled? Data owner; restore and checksum comparison
Training and batch jobs Can jobs pause and resume later? Can the last checkpoint be rerun? ML-operations owner; checkpoint restore test
Billing, entitlements and audit logs What is the maximum period before account access or reporting is affected? Which records require zero or near-zero loss? Security or finance owner; reconciliation report

IFSCA’s 2022 benchmark calls for disaster declaration within 30 minutes, recovery-site restoration within 45 minutes and a 15-minute RPO. Treat these as a reference point for planning, not as proof that your system can meet them. Measure elapsed time in exercises, including detection, approval, DNS or routing convergence, model loading, cache warm-up and queue recovery.

Choose active-active, warm standby or backup restore

  • Active-active: both sites serve traffic and data is replicated continuously. It can offer the shortest failover, but requires conflict handling, capacity in both sites and careful deployment controls.
  • Warm standby: the alternate site has running infrastructure and recent replicas but receives little or no customer traffic. It generally reduces cost while preserving a practical recovery time.
  • Cold restore: infrastructure and data are rebuilt after the incident. This may suit noncritical batch workloads, but it is unlikely to meet a 45-minute recovery target unless every step is automated and tested.

Pre-outage checklist: controls, owners and verification

Put the following controls in a runbook with a named primary and deputy. “Checked” should mean that an operator has evidence, not that a contract or dashboard exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Control What to configure Owner Verification step
Dependency map Record every model, data store, queue, identity provider, secret, certificate, DNS zone, payment path and escalation contact. Platform architect Trace a sample request from DNS to response and mark each dependency’s recovery location.
Alternate capacity Reserve compute, accelerator, storage and network capacity outside Mumbai for the peak failover load. Capacity manager Run a load test at the planned failover capacity and record latency and error rate.
Model artifacts Replicate signed model weights, tokenizer files, prompt templates, safety policies and runtime images. ML-operations lead Restore into an isolated environment; compare hashes and run a known-answer test set.
Customer data Replicate transactional data, object files, vector indexes and metadata with an explicit consistency policy. Data-platform lead Restore a sample tenant and reconcile row counts, checksums and latest-write timestamps.
Queues and schedulers Replicate messages or persist them in a durable, independently recoverable store; define duplicate-job handling. Service owner Fail a worker, recover it and confirm that each message is processed once or safely deduplicated.
Secrets and identity Maintain an independently reachable identity service, key material, break-glass credentials and certificate renewal. Security lead Authenticate a test request from the alternate site with Mumbai unavailable.
Traffic failover Prepare health checks, routing policy, DNS TTLs, certificates, rate limits and a manual override. Network lead Block Mumbai traffic in a controlled exercise and verify convergence from multiple networks.
Observability Keep logs, metrics, traces, alerts and dashboards outside the failed site, with retained incident history. Reliability lead Open the incident dashboard while the primary site is isolated.
People and communications Define incident commander, facilities, network, AI platform, security and communications roles; maintain a contact tree and notification criteria. Operations director Page the roster during a drill and record acknowledgement times and substitutions.

Microsoft’s datacenter continuity program describes site-specific plans with roles, contacts, notification criteria, escalation steps, restoration procedures and scheduled tests. Use that structure even if your platform is much smaller.

Replicate the AI service, not just the database

A model file alone cannot recreate a production inference service. Replicate the complete serving contract:

  • Weights and runtime: model files, tokenizer, inference engine version, GPU drivers, container image and hardware-specific settings.
  • Behavioral configuration: system prompts, tool definitions, safety filters, routing rules, temperature limits, context limits and feature flags.
  • State: tenant settings, conversation history, retrieval documents, vector indexes, quotas and entitlements.
  • Delivery state: queue offsets, scheduled jobs, idempotency keys and webhook status.
  • Security state: certificates, key references, access policies and audit configuration.

Use automatic replication for fast-changing state where the business can tolerate the consistency model. Use versioned off-site backups for immutable artifacts and for recovery from corruption or accidental deletion. Microsoft identifies automatic replication, off-site backups, restoration procedures, alternate processing sites and automatic restoration of customer services as resilience controls; implement the equivalent controls for each dependency.

Protect against bad replication

Replication can copy an erroneous deployment, deleted records or poisoned data. Keep point-in-time recovery, immutable backup versions and a clean-room restore path. Sign model artifacts, record the producing build and compare checksums between sites. During failover, freeze risky deployments and preserve logs so that the recovery team can distinguish a site failure from an application change.

Power checklist for the Mumbai facility and edge equipment

Power protection has two jobs: keep the local service alive through a short disturbance and provide time for an orderly transfer or failover. It cannot make a single Mumbai site disaster-proof.

  • Measure usable UPS watt-hours at the real load, not the nameplate rating. Include servers, storage, network devices, cooling controls and security equipment that must remain online.
  • Confirm UPS topology, battery age, replacement interval, remote monitoring, maintenance bypass and generator compatibility.
  • Verify generator fuel autonomy, automatic transfer, scheduled start tests and refuelling arrangements.
  • Use dual power feeds for equipment with dual inputs and test each feed independently.
  • Separate power distribution units and document which rack devices depend on each breaker or feed.
  • Keep a shutdown order for noncritical equipment so battery runtime is reserved for control-plane and networking functions.

NTT Mumbai 7 publishes a local high-availability pattern with 25.6 MW of critical IT load, 24 generators rated at 2,500 kVA each and N+N UPS systems. NTT Mumbai BSE lists dual power feeds. These are facility specifications, not a guarantee for every tenant, but they illustrate the redundancy patterns to ask a colocation or hosting provider to document. Maharashtra’s 2025 policy publication describes Tier III as 99.982% uptime, no more than 1.6 hours of downtime per year, N+1 fault tolerance and at least 72-hour power-outage protection. Confirm which edition, service boundary and contractual SLA apply before relying on those figures.

Network and traffic failover

Two circuits from the same carrier, building entrance or metro duct are one failure domain. Ask providers to identify physically diverse entrances, carrier meet-me rooms, upstream paths and maintenance windows.

Minimum network controls

  • Use independent carriers or genuinely independent upstream paths; document the physical route where the provider can disclose it.
  • Prepare a dual-WAN or equivalent failover gateway with automatic health checks and a manual override.
  • Test throughput, VPN support, management access and detection time at the expected failover load.
  • Keep DNS, certificates and routing controls available outside Mumbai. Set TTLs that support your measured convergence time without creating excessive resolver load.
  • Monitor packet loss, latency, BGP or tunnel state and application health separately; a live link can still have a broken path to the model service.

NTT Mumbai 7 lists four distinct fiber paths, while NTT Mumbai BSE describes redundant carrier meet-me rooms. Use these as examples of questions for a facility review, not as assumptions about your own connectivity.

Incident procedure when Mumbai is unavailable

  1. Protect people. Follow facilities and safety procedures first. Do not send staff into a hazardous area to restore a service.
  2. Declare the incident. Use the pre-agreed threshold, record the declaration time and start the RTO and RPO clocks. If evidence is incomplete, declare early and downgrade later.
  3. Open the bridge. Assign an incident commander, facilities lead, network lead, AI-platform lead, security lead and communications lead. Name deputies immediately.
  4. Freeze risky changes. Stop nonessential deployments, schema changes and credential rotation. Preserve logs, telemetry, configuration and change state in the independent observability system.
  5. Establish scope. Separate a power failure, network isolation, storage corruption, security event and regional disaster. The recovery action and evidence requirements differ.
  6. Fail traffic. Route to the alternate site using the tested mechanism. Confirm DNS or gateway convergence, certificates, authentication, rate limits and health checks from outside Mumbai.
  7. Validate the AI path. Load the intended model version, run known-answer and safety tests, check retrieval indexes, and verify queue consumers before opening all traffic.
  8. Reconcile data. Identify writes after the last replicated point, replay safe events, quarantine conflicts and record any customer-visible loss against the RPO.
  9. Communicate. Publish what is affected, what is operating, the next checkpoint and any degraded behavior. Do not promise a restoration time that the incident commander has not measured.
  10. Track thresholds. Escalate when detection, declaration, restoration or data age threatens the agreed RTO or RPO. Capture timestamps for every transition.

Graceful degradation for limited alternate capacity

If the recovery site cannot run the full Mumbai workload, preserve the functions with the highest safety, contractual or revenue impact. Queue noncritical batch jobs, reduce concurrency, apply per-tenant quotas, route simple requests to a smaller model and temporarily disable expensive tools or long-context features. Return an explicit retry or queued status rather than silently dropping work. Keep authentication, abuse controls, audit logging and customer-data protections at full strength; degraded performance is preferable to an untraceable or unsafe response.

Recovery and return to Mumbai

  1. Prove the site is healthy: validate power quality, cooling, environmental alarms, network paths, storage integrity and security controls.
  2. Compare state: check model and configuration hashes, database checksums, queue offsets and replication lag between sites.
  3. Reconcile writes: resolve conflicts with an approved procedure; do not overwrite newer customer data merely to make replicas identical.
  4. Warm gradually: send a small percentage of traffic to Mumbai, watch error rate, latency, saturation and data consistency, then increase in stages.
  5. Keep the alternate site warm: retain capacity and monitoring until the primary site has passed an agreed stability window.
  6. Close the incident: hold a blameless review, assign corrective actions, update the runbook and retest every failed control.

How to compare recovery-site and equipment options

Decision Questions to answer Evidence to demand
Geographic independence Does the alternate site share Mumbai’s hazards, utility region, carrier route or operational team? Site locations, hazard assessment and documented failure domains
RTO and RPO Can the design meet measured targets at peak load? Timed failover and restore reports, not a marketing tier
Replication Is data synchronous, asynchronous, event-based or backup-only? Replication lag, consistency behavior and point-in-time recovery test
Capacity Can the alternate site run the required GPU, CPU, storage and network load? Reserved capacity and load-test results
Network Are carriers, entrances and upstream paths independent? Carrier diagrams, failover detection and throughput measurements
Power What autonomy exists at the actual load, and how are maintenance events handled? UPS runtime, generator test records, fuel plan and bypass procedure
Residency and compliance Where are customer records, backups and logs stored, and who can access them? Data-location statement, access controls and audit evidence
Operational ownership Who can declare, fail over, restore and communicate outside business hours? Signed roster, escalation tree and exercise attendance

For a rack or edge installation, compare UPS options by usable watt-hours, runtime at measured load, topology, battery replacement, remote monitoring, bypass and generator compatibility. Compare failover gateways by carrier independence, automatic detection time, throughput, VPN support and out-of-band management. The lowest purchase price is not the lowest continuity cost if it cannot be tested or maintained.

Governance, testing and capacity planning in India

NITI Aayog’s 2026 framework says states should assess and track seismic risk, power and network redundancy, recovery objectives and emergency operating procedures when evaluating data centers. Include those items in site selection and annual risk review, and record which assumptions changed.

India’s data-center capacity grew from about 375 MW in 2020 to around 1,500 MW in 2025, according to a 2026 Ministry of Electronics and Information Technology release. The same release reports 38,231 GPUs onboarded through 14 empanelled providers. More available capacity does not automatically mean your AI service has reserved failover capacity: obtain a written allocation, hardware profile and restoration test for the alternate site.

Exercise schedule

  • Monthly: restore a representative model, database backup and queue into an isolated environment.
  • Quarterly: test network and DNS failover, on-call paging, authentication and status communications.
  • At least annually: run a controlled Mumbai-site isolation exercise that measures the full RTO and RPO path, including customer validation and return traffic.
  • After every material change: repeat tests when model runtimes, GPU types, identity systems, schemas, carriers or recovery sites change.

Record detection time, declaration time, traffic-convergence time, model-ready time, queue recovery, data age, error rate, latency and operator actions. A failed exercise is useful only when it produces an owner, deadline and retest date.

Common failure modes and fixes

The backup exists but cannot be restored

Cause: missing keys, incompatible runtime, undocumented dependencies or insufficient alternate capacity. Fix: perform isolated restores with the same image, permissions and configuration used in production; retain the evidence and measured elapsed time.

Both “sites” fail together

Cause: shared carrier, utility, cloud region, identity provider or administrator credentials. Fix: map common-mode dependencies and remove or explicitly accept each one.

Traffic moves but requests fail

Cause: certificates, secrets, model files, vector indexes, rate limits or health checks were Mumbai-only. Fix: make those dependencies independently reachable and include a complete synthetic transaction in failover tests.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Queues duplicate or lose work

Cause: offsets were not replicated or consumers lack idempotency. Fix: persist events, define replay boundaries, use idempotency keys and reconcile the queue after recovery.

Power equipment has impressive ratings but short runtime

Cause: runtime was calculated at a lower load, batteries are aged, or cooling and network equipment were omitted. Fix: measure actual watts, test at operating temperature and reserve capacity for battery degradation.

Operators disagree about when to fail over

Cause: no declaration threshold or authority. Fix: publish objective triggers, name the incident commander and deputy, and rehearse the decision with the contact tree.

One-page operational checklist

  • RTO and RPO are written for every customer-facing and internal service.
  • A separate recovery site has tested compute, storage, network and operator access.
  • Model artifacts, prompts, configuration, customer state and queues are replicated or restorable.
  • UPS, generator, dual-feed and maintenance-bypass tests are current.
  • Independent carriers, diverse entrances and a tested WAN failover path are available.
  • Incident roles, contacts, declaration criteria and communications templates are current.
  • Failover, restore, reconciliation and return-to-primary exercises have measured results.
  • Every failed control has an owner, deadline and retest.
