Guna’s chief medical and health officer said no CHC by that name was operational in the district. The available reporting establishes an allocation in the plan—not that the money was transferred, spent or used to buy equipment.
What the 2025–26 plan listed
Hindustan Times reported on October 2, 2026, that the directorate’s category-C plan to strengthen community health centres listed Rajpur CHC as a functioning facility and assigned ₹14.62 lakh for annual upkeep and supplies. The district-wise order reportedly included an equipment list, but the news report did not reproduce the full order or specify the items. Hindustan Times’ report is the detailed account.

Guna CMHO Rajkumar Rishishwar wrote to the directorate saying no CHC by that name was operational in the district and asking how to proceed with purchases. A Hindi report by Dainik Jagran on the same date also reported the allocation and the district’s concern. Dainik Jagran’s report corroborates the central claims.
What is known—and what remains unverified
| Stage | What the reporting says | What it does not establish |
|---|---|---|
| Facility listing | Rajpur CHC was listed as functional in the 2025–26 category-C plan. | Why it was listed or who approved the entry. |
| District status | The Guna CMHO said no CHC by that name was operational in the district. | The existence or status of any facility outside the account reported by the news outlets. |
| Allocation | ₹14.62 lakh was assigned for annual upkeep and supplies, according to Hindustan Times. | Whether funds were formally transferred, cancelled, recovered or spent. |
| Purchases | The order reportedly included an equipment list, and the CMHO sought instructions about purchases. | Whether any equipment was purchased or delivered. |
| Inquiry | Senior deputy director health Nitin Patel said the department was probing how the matter happened. | Any findings, identified responsibility or final outcome. |
The distinction matters: an amount assigned in a plan is not proof of expenditure. The available reports do not establish that public money reached a supplier or that equipment was bought.

How the listing may have bypassed checks
An unnamed senior health officer told Hindustan Times that physical verification and a gap assessment are normally done before allocation, and that funds are released based on district demand. The officer alleged that the Rajpur list was prepared without district demand or field verification. This is an attributed account in a news report; the underlying written procedure and records have not been published in the coverage reviewed.
That allegation points to the checks that need documentary answers: whether Guna submitted a demand, whether anyone verified the facility on site, and which officials prepared and approved the district-wise list. The reports do not answer those questions or identify who entered Rajpur as functional.
What officials have said
Rishishwar said the district had sought guidance on the allocation so it could take further action as instructed. Patel said the matter came to his attention through the CMHO’s letter and that the department was probing how it happened. Neither report presents inquiry findings or a detailed response from the directorate.

Amulya Nidhi, convener of Jan Abhiyan Parishad, questioned the allocation in the context of existing health-service gaps. Hindustan Times reported that Madhya Pradesh had 348 CHCs, 1,442 PHCs, 52 district hospitals and 161 civil hospitals, without identifying the primary dataset behind those counts. It also cited a 2021–22 Jan Abhiyan Parishad study estimating rural shortages of 245 CHCs, 1,045 PHCs and 4,134 sub-health centres. Those are reported figures and estimates, not an audit of the Rajpur allocation or a current official shortage count.

The reports leave the central accountability questions unresolved. A fuller accounting would require the original order, the CMHO’s letter, records of any transfer or cancellation, procurement and payment documents, and the department’s inquiry findings. Until those records or findings are made public, the evidence supports saying that a non-operational facility was reportedly listed for an allocation—not that a named person created a fictitious hospital, committed fraud or misappropriated ₹14.62 lakh.
