The release said the Environment Agency would normally expect overall reservoir storage to be 74.3% at that time of year, while most reservoirs were below half full. Ardingly Reservoir in West Sussex was reported at 23% on 28 September, and Wimbleball Reservoir in Somerset at 21%.
How full are England’s reservoirs?
The 2 October release from the Department for Environment, Food & Rural Affairs, the Environment Agency and Water Minister Emma Hardy said England’s overall reservoir storage would be expected to be 74.3% at that point in the year. It did not give a single contemporaneous national storage percentage in that statement. Instead, it said most reservoirs were below half full and highlighted two examples:

The release described most reservoirs as notably or exceptionally low. These are classifications against historic levels for the time of year, not simple labels for whether a reservoir is below half capacity. The weekly report describes the historical comparison but does not publish numeric cutoffs for either category.

The Environment Agency’s weekly drought report was updated on 5 October 2026, but the figures in it cover 21–27 August. It recorded England’s reservoir storage at 59.8% on 25 August, down 2.7 percentage points that week and 18.2% below the average for that date. It also listed nine major reservoirs as exceptionally low for that reporting period.

Those numbers should not be presented as England’s reservoir levels in October. A report’s update date and the date of the underlying measurement can differ, so the measurement date matters when comparing figures.
What drove the low reservoir levels?
The 2 October release said September was the sixth month in 2026 with below-average rainfall. Rainfall averaged 65% of the national average, with regional figures of 52% in the east, 57% in the south east, 59% in central England and 69% in the south west.

According to the release, cooler temperatures had reduced demand, but water use remained higher than expected for the time of year. It warned that storage was expected to keep declining through the rest of 2026 without major interventions.

What officials said they were doing
The government and Environment Agency said they were scrutinising water-company drought plans, monitoring conditions and processing drought permit applications. Hardy said water companies must conserve remaining supplies, fix leaks, reduce demand and progress contingency plans. She also said further disruption to customer supplies would be unacceptable.

Environment Agency Chief Executive Philip Duffy said: “As the national drought group heard this week, continued below average rainfall means we all need to use water wisely. The drought is far from over.”
The release also set out longer-term plans: a strengthened Water Bill and continued work on supply resilience, including nine new reservoirs by 2050, desalination plants and water transfers. These were announced plans, not completed infrastructure.

How severe was the drought in the late-August report?
The weekly report’s late-August picture was severe: it classified 71% of England by land area as in drought, said roughly 30 million people were under water-use restrictions and recorded 266 drought-related incidents since the start of 2026. These figures describe the report’s August situation; they do not establish the position on 2 October.
