A more aggressive Chinese stimulus package is unlikely for now, according to a view attributed to Bank of America Global Research economists in an Investing.com report dated 2 October 2026. The report describes targeted support for property and investment, with weaker export growth or a meaningful deterioration in public finances as possible reasons for a stronger response.
Why BofA sees no immediate need for a larger package
As reported by Investing.com, the economists said policymakers were taking initial steps to stabilize growth but appeared relatively comfortable with aggregate demand while exports remained strong. Their reported baseline is conditional, not a guarantee: weaker export growth or a material worsening in the fiscal position could prompt stronger measures.
The report does not identify the economists or link to the underlying BofA note. Its account of the analysis, estimates and policy details should therefore be read as secondary reporting, not as independently verified BofA research or official government forecasts. Investing.com’s report was syndicated on Yahoo Finance on 2 October 2026.
What the reported measures target
The package described in the report supports selected homebuyers, infrastructure investment and lending channels. Those are targeted interventions; the article characterizes them as much less comprehensive than measures announced in late 2024, but does not provide a detailed comparison.

Mortgage subsidy for some first-home buyers
The reported national subsidy applies to new first-home mortgages for properties no larger than 120 square metres and valued at no more than 1.5 million yuan. BofA estimated, as relayed by Investing.com, that 20%–25% of annual home transactions would meet the criteria and that the maximum first-year fiscal cost would be about 27 billion yuan.
The report presents the measure’s potential effect on sentiment and eligible buyers’ borrowing costs as more consequential than its direct fiscal size. That is an assessment attributed to BofA, not evidence that home sales or buyer expectations have already improved. The eligibility limits also mean this is not broad support for all households or all property purchases.

Lower-cost funding for infrastructure networks
The report says the People’s Bank of China (PBOC) cut the one-year pledged supplementary lending (PSL) rate by 25 basis points, from 1.75% to 1.50%. It describes this as following a similar cut in January. The report also says eligibility for PSL funding was widened to six infrastructure networks:
- Water
- New-type power grids
- Computing power
- Next-generation communications
- Urban underground pipelines
- Logistics
BofA reportedly estimated that spending across those newly eligible areas could reach 25 trillion yuan over five years. That figure is potential spending, not a report of committed or completed expenditure.

Expanded relending and rediscounting capacity
Investing.com also reported two increases in central-bank funding capacity. The figures below are the amounts and changes stated in that report; the quotas describe lending capacity, not proof that the funds have been drawn or translated into stronger demand.

What the figures do—and do not—show
The measures indicate targeted policy support, but announced capacity and estimated eligibility should not be confused with outcomes. The report does not establish that the mortgage subsidy has increased transactions, that the infrastructure estimate will be fully spent, or that expanded quotas have been disbursed.

- Fiscal cost versus confidence: BofA’s reported 27-billion-yuan figure is a maximum first-year cost estimate for the mortgage subsidy; the possible confidence effect is an interpretation, not a measured result.
- Eligible buyers versus the wider market: the mortgage program has reported property and buyer limits, so its reach is narrower than a general household-support measure.
- Funding capacity versus demand: the PSL expansion and relending quotas provide channels or capacity. They do not by themselves show actual spending, borrowing or stronger economic activity.
What could change the outlook
The clearest triggers named in the report are weaker export growth and a meaningful deterioration in the fiscal position. Without one of those developments, the reported BofA view is that policymakers are unlikely to move to a more aggressive stimulus package in the near term. The report does not specify a threshold for either trigger or a timetable for a policy decision.
