Money laundering is the broader process; a money mule is a person or account used to move the proceeds. Laundering disguises criminal money so it can be used without exposing the crime that generated it. A mule may receive, forward, withdraw or convert that money for somebody else. Muling can therefore be one stage or method in a laundering operation, but the terms are not interchangeable.
The person involved might knowingly assist a criminal network, or might be deceived, coerced or exploited. That difference matters when assessing risk, giving advice and describing potential victims. The definitions below reflect guidance from US and UK authorities; criminal offences, penalties and reporting channels vary by country.

The short answer
Money laundering names an activity or process: disguising, moving or transforming criminal proceeds so their origin is harder to detect and the funds can be spent, invested or transferred. The Financial Crimes Enforcement Network (FinCEN) defines it as “disguising financial assets so they can be used without detection of the illegal activity that produced them.” See FinCEN’s definition of money laundering.
A money mule names a person or role: somebody recruited or manipulated to receive, move, withdraw or otherwise handle those proceeds for another party. The US Department of Justice describes a mule as a person who transfers illegally obtained money on behalf of another person. A mule’s bank account, cash, payment account or cryptocurrency wallet can create distance between a fraud victim and the criminal organizer.

Consequently, “money mule” and “money laundering” are related but not competing alternatives. Muling is one possible way a laundering network operates. Not every person whose account appears in a transaction has the same knowledge, intent or degree of control.
Money mule vs. money laundering at a glance
| Point of comparison | Money laundering | Money mule |
|---|---|---|
| What the term names | A process of disguising or moving criminal proceeds to obscure their origin | A person or role used to receive, move or handle proceeds for another party |
| Scope | Broad; it may involve several people, accounts and stages | Narrower; one participant or method within a wider operation |
| Typical activity | Layering transfers, converting or spending proceeds so they appear legitimate or evade detection | Receiving money, forwarding it, withdrawing cash, buying or selling cryptocurrency, or using payment services for someone else |
| Knowledge | Organizers generally seek concealment, while other participants’ awareness can vary | The person may be knowingly complicit, become aware after warnings, be unaware, or be exploited |
| What it signals to a reader | The name of the larger financial process | A warning that someone is asking you to handle funds that are not really yours |
This comparison explains the concepts; it is not a legal test for guilt. Authorities assess the facts, the person’s conduct and the law in the relevant jurisdiction. The Consumer Financial Protection Bureau’s explanation and the FBI’s money-mule guidance both distinguish the role from the wider laundering scheme.
How a mule can fit into a laundering scheme
A typical scheme starts with proceeds from fraud, theft, bribery, ransomware or another offence. The organizer then needs to move the money away from the original victim and make the trail more difficult to follow. A recruited person may provide an account, collect cash, purchase a payment instrument or convert funds into another form.

A victim may be tricked into sending a bank transfer, buying gift or prepaid cards, paying a fake invoice, or transferring cryptocurrency.
- An intermediary is recruited. The organizer approaches someone through an apparent job, social-media message, online relationship or another trust-based contact.
- The intermediary receives the funds. Money may arrive in a personal or newly opened bank account, a payment-service account, a cashier’s check, a prepaid debit card or a cryptocurrency wallet.
- The intermediary follows instructions. They may forward the funds, withdraw cash, buy cryptocurrency, send a money transfer or keep a commission.
- The network “cashes out” or layers the proceeds. Additional accounts or people may be used before the funds reach the organizer, making the path harder to reconstruct.
The FBI says mules add distance between victims and criminals. The UK National Crime Agency similarly describes networks of people or accounts used to launder funds; its overview is available at NCA Money Mules. A transfer through a mule can be only one link in the chain, not the whole laundering process.
What a money mule actually does
There is no single technical route. Official descriptions include several forms of handling money:

| Method | What the person may be asked to do | Why it creates risk |
|---|---|---|
| Bank account | Receive a transfer, then send most of it to another account or withdraw cash | Your name and account records can be associated with the suspicious transaction |
| Cashier’s check or bank draft | Deposit the instrument and forward money before the bank discovers it is fraudulent | The apparent balance may be reversed, leaving you responsible for the shortfall |
| Money-service business | Send a wire or remittance to a person or country specified by the recruiter | Transfers can be difficult to recover and may cross several jurisdictions |
| Prepaid debit card | Buy cards, disclose the codes or load funds and mail the cards | Codes can be drained immediately, and the purchase trail points to you |
| Cash withdrawal | Take out money and hand it to a courier or deposit it elsewhere | Cash removes a transaction record that investigators might otherwise use, while your withdrawal remains visible |
| Cryptocurrency | Buy, receive, sell or transfer digital assets at another person’s direction | Blockchain transfers can be irreversible, and an account or wallet may be linked to the original fraud |
The FBI, CFPB and NCA all describe variations of these methods. Cryptocurrency is not present in every mule scheme, and merely receiving money is not by itself proof that a person intended to commit a crime. The surrounding instructions, communications and knowledge are important.
How people are recruited
Fake jobs and easy-money offers
A message may advertise work as a “payment processor,” “financial agent,” “shipping assistant” or similar role. The duties are vague, the pay is unusually high for little effort, and the applicant is told to use a personal account because the company supposedly lacks a local account. An unsolicited online job offer that asks you to receive and forward funds is a major warning sign, not a normal employment procedure.

Romance and trust manipulation
An online romantic contact may say they are abroad, temporarily unable to use their own bank, or facing an urgent bill. After building trust, they ask to use your account, receive a payment or forward money to a “relative” or business partner. The FBI and CFPB specifically warn about requests from someone you have never met in person.
Social-media and peer-to-peer approaches
Recruiters can target students, new arrivals, people under financial pressure or anyone responding to an advertisement promising a commission. They may provide scripts, insist on secrecy, or claim that the transfer is legal because the recipient is being paid a fee. A request to open an account in your own name for another person is especially risky.
Can you be a money mule without knowing?
Yes. Authorities recognize at least three broad situations:
Rank #3

- [Wide Compatible] Suitable for mixer, power amplifier, microphone, effector, decoder, equalizer, electoronic organ, electric guitar, electric bass and other electronic equipments. Widely used in the installation of smart home, karaoke speaker, professional stage audio, etc
- [Easy Disassemble] Making incidental repairs quick and easy! Very nice, flexible cable
- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
- Unwitting involvement: the person believes a fake employer, partner or customer and does not understand that the funds are stolen.
- Exploitation or coercion: the person is pressured, threatened, financially controlled or manipulated by someone with power over them.
- Knowing participation: the person understands, or deliberately ignores clear warning signs, and agrees to move the money for a fee or other benefit.
These categories are not a substitute for a legal determination. Awareness can change over time, and a person who initially believed a story may become concerned when instructions become secretive or inconsistent. UK frontline guidance cautions against using “money mule” as if it were interchangeable with every victim of financial exploitation because that language can stigmatize people who were deceived or controlled. Read the UK guidance for frontline professionals for that distinction.
Warning signs that a request is unsafe
Stop before transferring anything when several of these indicators appear:
- You are promised quick money for receiving and forwarding funds, with no clear product or service to deliver.
- The sender is an unsolicited recruiter, an online contact you have never met, or someone who refuses an ordinary business verification.
- You are told to use your personal bank account, form a company or open a new account for somebody else.
- The instructions require secrecy, urgency, a foreign transfer, cash withdrawal, prepaid-card codes or cryptocurrency.
- You are offered a percentage of every transfer or told that your commission is compensation for “processing.”
- The sender asks you to return an overpayment or pay a fee before you can keep the promised money.
- The name on the payment, the supposed employer and the person giving instructions do not match.
These signs justify stopping and checking; they do not, on their own, establish that a particular person is guilty. Verify an employer independently using contact details you find yourself, not a phone number or link supplied in the message.
What to do if someone asks to use your account
- Do not move the money. Do not forward it, withdraw it, buy cryptocurrency, purchase prepaid cards or send back an “overpayment.” Do not spend funds that arrived unexpectedly.
- Stop communicating with the requester. The CFPB advises people who think they may be involved to end contact with the person asking them to move money. Preserve messages, emails, account numbers, transaction IDs and receipts instead of deleting them.
- Contact your financial institution promptly. Use the number on your card or the institution’s official website. Explain what happened, ask whether a transfer can be stopped or recalled, and follow its instructions. Do not conceal the transaction or attempt another transfer to “fix” it.
- Secure your accounts. Change passwords, enable multifactor authentication, review linked devices and payment recipients, and ask whether the bank recommends closing or changing the affected account. The CFPB specifically says changing accounts may be worth considering.
- Report through the appropriate local channel. In the United States, the FBI directs money-mule scam reports to the Internet Crime Complaint Center (IC3). Elsewhere, use the national police, fraud-reporting service or financial-intelligence contact designated in your country. Your bank can often tell you which route applies.
- Get legal or victim-support advice when needed. If police or a bank contacts you, give a truthful account and obtain advice from a qualified lawyer or recognized victim-support organization, particularly if you were threatened or exploited.
Possible consequences
Consequences depend on the jurisdiction and the evidence of a person’s conduct and intent. The FBI warns that a money mule could be prosecuted and incarcerated as part of a money-laundering conspiracy. It lists possible US federal charges including mail fraud, wire fraud, bank fraud, money laundering and aggravated identity theft. It also warns of damaged credit or financial standing, identity theft and personal liability for repaying victims’ losses. These are potential outcomes, not a prediction that every person approached will face every charge.
For a UK-specific example, the government’s action plan says money laundering is a criminal offence punishable by up to 14 years in prison and/or an unlimited fine. That maximum applies to the UK statement and should not be generalized to other countries or treated as advice about an individual case. Read the UK Money Mule and Financial Exploitation Action Plan.

Why careful language matters
Calling every affected account holder a criminal can obscure how recruitment works. Someone may have trusted a fake employer, been manipulated by a romantic contact or been coerced by an abusive person. The UK Home Office’s lived-experiences research emphasizes the need to distinguish exploitation and deception from knowing participation. It also notes that evidence about whether agencies respond differently to witting and unwitting involvement remains limited.
At the same time, knowingly moving criminal funds can carry serious consequences. The useful practical distinction is not “mule equals guilty” versus “mule equals innocent,” but rather: what did the person do, what did they know, what warnings did they receive, and what pressure or control were they under?
How money laundering is broader than one mule
Laundering can involve the original criminal, recruiters, account holders, cash couriers, professional facilitators and businesses that appear legitimate. It can include placement of cash into the financial system, multiple transfers that obscure the trail, conversion into assets, and eventual spending or investment. A mule may appear in one of those stages, several stages or none at all.
This is why a person should not assume that a small commission makes the transaction harmless, and why investigators do not need every participant to perform the entire laundering process. The mule’s account or wallet can still be a critical link even when the organizer remains hidden.
Frequently asked practical questions
Is receiving money for someone else automatically money laundering?
No. Legitimate situations exist, such as receiving payment on behalf of an employer under a documented arrangement. The risk rises sharply when the source, purpose or recipient is unclear, the request is unsolicited, or you are told to forward the money quickly. Do not rely on a label supplied by the sender; verify the transaction independently and ask your financial institution before acting.
Best Value
What if the money has already arrived?
Do not withdraw or forward it. Leave it untouched if possible, contact the financial institution through an official channel, and explain that you suspect fraud or unauthorized use of your account. Keep all evidence and follow the institution’s instructions.
Does using cryptocurrency make the transfer untraceable?
No. Cryptocurrency can be one route used in mule schemes, and transfers may be difficult or impossible to reverse. Blockchain records can still provide evidence, while the exchange account, device and communications may connect a transaction to a person.
Should I confront the recruiter?
There is no need to argue or warn the person. Stop communicating, preserve the evidence and let your bank and the relevant reporting authority advise you. Continuing the conversation can expose more personal information or allow the organizer to move funds again.
