Model-Based Testing: What It Is and How It Works

Model-based testing derives test sequences and expected-result checks from a model of system behavior. Here’s how the workflow works, when it helps, and what to evaluate.

Model-based testing (MBT) uses a model of a system’s expected behavior to derive tests. A model describes relevant states, inputs, actions, rules, and expected responses; test-generation tools use it to create sequences that exercise the system and checks—often called an oracle—that compare actual results with expected behavior. MBT is a family of techniques, not one diagram, language, or product, and using it does not automatically the entire testing process.

What model-based testing means

In MBT, the model is the basis for designing or generating tests. It represents behavior important to the test objective, rather than necessarily describing every detail of the implementation. Depending on the system and tool, a model might be a state machine, behavioral rules, or another suitable representation.

A generated test can include both instructions for driving the system under test (SUT) through a behavior and expected-result checks. Those checks form the test oracle: they determine whether observed behavior conforms to what the model says should happen. As Sergio Mera put it in a 2013 Microsoft Learn article, “Model-based testing is about automatically generating test procedures from models.”

Automation is common, but MBT does not mean that every project activity—from requirements clarification to reviewing failures—is automated. The model, selection criteria, test environment, adapters, and interpretation of results still require engineering judgment.

How MBT works, from requirements to results

  1. Set the objective. Identify requirements and decide what the tests need to establish. Resolve unclear or conflicting expected behavior before encoding it in a model.
  2. Build a testable model. Represent the states, actions, inputs, rules, and expected responses relevant to that objective. Keep the model focused enough to review and maintain.
  3. Choose what to cover. Specify test-selection criteria, such as which model elements or paths to exercise. A model may describe many possible behaviors; selection bounds the generated suite and makes its purpose explicit.
  4. Generate testware. A tool produces abstract tests or executable testware. The output may need adaptation to connect it to the SUT and the project’s test environment.
  5. Run the tests. Depending on the tool and approach, tests may be generated in advance and run from a saved repository, or generated and executed on the fly.
  6. Check and improve. Compare observed behavior with the model’s expected behavior, inspect coverage and failures, and revise the model and tests as requirements or implementation change.

The exact model language, generation algorithm, selection technique, and integration differ by tool. ISO/IEC/IEEE 29119-8 says, “The implementation of the generation algorithm is tool dependent and therefore is out of the scope for this document.”

Where MBT is a good fit—and where it may not be

Consider it when behavior has many paths or interactions

MBT is especially plausible when behavior is stateful, reactive, distributed, asynchronous, or nondeterministic, or when methods have complex parameters. A large or effectively unbounded state space, with multiple possible ways to cover requirements, can also signal that a model may help organize test selection. These are fit heuristics, not guarantees that MBT will be cost-effective.

Making expected behavior explicit can expose ambiguity or contradictions in requirements. When a system changes, regenerating tests from a revised model may also be easier to manage than individually revising a large set of hand-written cases.

Account for the investment

Modeling adds work before the first generated test. Teams may need to learn a modeling approach, change processes, build adapters, and maintain the model as requirements and implementation evolve. For a small or simple project, those costs may outweigh the benefits. Microsoft cautions against applying MBT blindly.

Do not treat a high generated-test count or model coverage figure as proof that the system is fully tested. Results depend on the accuracy and scope of the model and on the selection criteria: unmodeled behavior and unselected paths are not made safe merely by generating tests.

What the standards and examples establish

ISO/IEC/IEEE 29119-8

As of October 3, 2026, ISO’s listing identifies ISO/IEC/IEEE 29119-8, Edition 1, as in the final publication process / under publication. Its stated scope is requirements and guidance for applying MBT within the ISO/IEC/IEEE 29119-2 test process, including definitions and links to test documentation. The listing says the standard assumes automated test execution and describes automated testware generation; it leaves generation algorithms and tool selection outside its scope. It is stated to apply across development lifecycle models. Check the ISO listing for current publication status, which can change.

ETSI’s historical work

ETSI describes MBT use in information and communication technology, information technology, embedded systems, and medical systems. Its account of the 2012 STF 442 initiative reports four commercial tools used across three case studies to generate twelve models with tests for standards-related IMS and ITS work. This is a dated account of those case studies, not a current comparison or ranking of vendors. ETSI also provides a guide covering model creation, test generation and selection, and review of models and generated tests: The ETSI Approach — Model-Based Testing.

A Microsoft project example

A 2013 Microsoft article describes Blueline protocol-compliance work involving hundreds of protocols and approximately 250 person-years of testing. In that project, it reports that the MBT approach saved 50 person-years, around 40% of effort compared with a traditional approach. How to evaluate an MBT approach or tool

There is no single required tool or generation method. Compare candidates against your system and workflow rather than assuming that a tool’s ability to generate many tests makes it the best fit.

  • Model language and expressiveness: Can the model express the states, rules, timing, and interactions your test objective requires?
  • Selection and coverage: Which selection criteria and coverage measures are supported, and can the team explain what the resulting suite does and does not exercise?
  • Generated tests and oracle: Are test sequences readable and reviewable? How are expected results represented and checked?
  • Generation and execution: Does the workflow use saved tests, on-the-fly generation, or both? How does it connect to the SUT and existing test frameworks?
  • Review and maintenance: Can the team inspect and update models as requirements change?
  • Adoption effort: What learning, process changes, adapters, and deployment work are necessary?

The reviewed institutional sources do not establish a current product-level basis for ranking named MBT tools. Evaluate tools against these criteria in your own environment.

A learning route: ISTQB CT-MBT

The ISTQB Certified Tester Model-Based Tester (CT-MBT) page describes an advanced MBT approach for testers, analysts, managers, developers, and architects. The stated prerequisite is the Certified Tester Foundation Level certificate. Topics include MBT activities and artifacts, modeling and model languages, test-selection criteria, implementation and execution, adaptation, and deployment evaluation.

The page lists an exam structure of 40 questions, 26 required to pass, and 60 minutes, with 25% additional time for candidates taking the exam in a non-native language. Exam arrangements and providers can change; verify current details on the ISTQB CT-MBT page.
