Mochovce Unit 4 is in staged commissioning, not confirmed commercial operation at full output. Slovenské elektrárne began raising power at 15:33 local time on 21 September 2026, and the operator warned nearby residents that steam-generator safety-valve tests could be loud. A claim that the unit was still drawing 17.7 MW from the grid roughly three weeks later has not been confirmed by an operator, regulator or grid-operator record.

What Mochovce 4 is commissioning

Mochovce 4 (MO34) is a 471-megawatt-electric VVER-440/V213 pressurized-water reactor at the Mochovce nuclear power plant in Slovakia. Slovenské elektrárne operates the unit. At sustained full output, the Slovak Nuclear Regulatory Authority estimates it could cover approximately 13% of Slovakia’s electricity consumption, although that figure describes installed capacity and national consumption rather than a guaranteed continuous production level.

Date or milestone What happened
29 June 2026 The first fuel assembly was loaded, according to the Nuclear Regulatory Authority of the Slovak Republic.
6 August 2026, 22:10 local time Criticality was reached. The American Nuclear Society reported minimum controlled power 21 minutes later.
21 September 2026, 15:33 local time Slovenské elektrárne began the power-start-up phase and started increasing reactor output in test steps.
2 October 2026 The operator issued a public notice about possible noise from steam-generator safety-valve testing.
Later commissioning stage A 144-hour full-power proof run is required before the final energy-start-up stage can be accepted.

These milestones describe commissioning: a controlled sequence of tests and regulatory decisions, rather than a single switch that changes the reactor from construction to normal service.

Why the safety-valve tests can be so loud

Steam generators transfer heat from the reactor’s primary system to the secondary steam system that drives the turbine. Their safety valves provide a pressure-relief path by discharging steam. During power ascension, engineers test whether those valves operate as designed and whether the wider reactor, turbine, generator and protection systems respond correctly.

In its 2 October notice, Slovenské elektrárne said the tests could be accompanied by loud noise and described them as a standard part of power start-up. The operator also said comparable inspections occur when Slovak nuclear units return from refuelling and maintenance outages. Its wording was: “As part of the power start-up phase and the gradual increase in reactor power, tests are currently also being performed on the safety valves used to discharge steam from the steam generators.”

A loud release during a scheduled test is therefore not, by itself, evidence of an emergency or an uncontrolled release. The notice concerns audible steam discharge while the valves are being checked; it does not announce a safety incident.

How the reactor reaches the grid

MO34’s output is raised through defined test levels. At about 20% power, the steam supply should be sufficient to synchronize the turbine-generator with Slovakia’s electricity system and send the first megawatt-hours to the grid. Synchronization is an important milestone, but it is not the same as reaching the unit’s 471 MW installed electrical capacity.

  1. Fuel loading and reactor start-up: Fuel is loaded, the reactor is brought to criticality and operators establish a controlled low-power state.
  2. Low-power checks: Instrumentation, control systems and safety functions are checked before substantial heat and steam production.
  3. Power ascension: Output is increased step by step while engineers evaluate the reactor, steam systems, turbine, generator and protective systems.
  4. Grid synchronization: Around 20% power, the turbine-generator can be connected to the Slovak grid and begin delivering electricity.
  5. Higher-power testing: Further increases require review of measurements, operating procedures and documentation.
  6. Proof run and approval: The final energy-start-up stage includes a 144-hour proof run at full power. The regulator must evaluate the test results and documentation before the commissioning process is complete.

The 21 September start time marks the beginning of the power-start-up phase, not a claim that the reactor immediately produced 471 MW or had already completed grid synchronization.

Is Mochovce 4 operating at full power?

That has not been established by the information available here. The unit was still moving through staged tests, and completion requires the 144-hour full-power proof run plus regulatory evaluation. A reactor can be critical, producing steam, synchronized to the grid or exporting electricity while remaining well below its rated output; those are different commissioning states.

What the 17.7 MW figure does—and does not—show

The claim that MO34 was drawing 17.7 MW from the grid about three weeks after power ascension began remains unresolved. No primary record from Slovenské elektrárne, the Nuclear Regulatory Authority of the Slovak Republic or the grid operator cited here verifies that number, its date, or what was being measured.

“Drawing 17.7 MW” could describe electricity imported for plant auxiliaries during testing, a momentary operating value, a gross-versus-net accounting figure, or a reading taken before the unit was exporting more power than it consumed. It cannot be treated as proof that the reactor was limited to 17.7 MW of reactor output, nor as proof that it had reached full power. Confirming the claim would require a dated operating statement and a clear definition of whether the measurement refers to gross generation, net export or auxiliary consumption.

What residents and electricity users should watch next

  • Further operator notices about steam discharge or other tests, including their expected timing and location.
  • A formal announcement of turbine-generator synchronization and first electricity delivered to the grid.
  • Published power-ascension results showing progress through the defined test levels.
  • Completion of the 144-hour full-power proof run.
  • The regulator’s decision on the test documentation and final energy-start-up approval.

Until those milestones are reported, the clearest description is that Mochovce 4 is a 471 MW reactor in active, staged commissioning. The safety-valve noise is an expected consequence of testing steam-discharge equipment, while the specific 17.7 MW grid-import figure should remain unconfirmed.
