The U.S. Federal Communications Commission (FCC) uses a specific version of this definition for broadband data collection: a connection that lets an end user send or receive information from the internet at more than 200 kbps in at least one direction. That 200 kbps figure is a measurement rule for that context. It is not a recommended speed, and other countries and statistical agencies set their own criteria.
What the term covers
Mobile broadband is a service, not a device. A smartphone, tablet, or laptop with a cellular modem can use it, but the device is only the endpoint. The service is the wide-area connection the carrier or reseller provides over its mobile network, and it requires an active subscription that permits internet use.

The FCC describes a mobile network as one that lets providers reuse frequencies and hand off a subscriber’s data connection from one cell site to the next as the user moves. That handoff is what separates mobile broadband from a fixed line, and it is also what separates the cellular link from the local Wi-Fi link a router creates in a home or car.
The FCC definition, element by element
The FCC’s Broadband Data Collection (BDC) Help Center, in its “Mobile Broadband Subscription Definitions” page dated April 11, 2022, defines mobile wireless broadband service as service that “allows end users to receive information from and/or send information to the Internet from a mobile device and using a mobile network at information transfer rates exceeding 200 kbps in at least one direction.” Each part of that sentence does work:

- Main Features: This portable device comes with a SIM card slot and a 3200mAh battery. It can be powered externally, meaning there is no working time limit. Charging options include a computer USB port, car USB charger, and power supply
- Connect up to 10 Devices: This 4G LTE portable can connect up to 10 devices simultaneously, making it suitable for smartphones, tablets, laptops, and more. The can reach an effective distance of 10m/32.8ft
- Using Method: To use the device, simply insert the SIM card and install the battery. However, note that even if your SIM card is compatible, it may not be plug and play. You might need to disable the PIN code of the SIM card and modify the APN settings
- 4G Hotspot: With a portable mobile device, you don't need a broadband connection anymore. Simply insert a 3G or 4G SIM card and connect to a 4G network. Even if there is no 4G network available, it still offers incredibly fast internet speed for your device
- Mobile device and mobile network: both must be part of the connection. A fixed connection that is later accessed from a laptop does not meet the test.
- Above 200 kbps in one direction: the threshold applies to either download or upload, not both.
- Qualifying subscriber: the FCC counts an in-service connection only if the device and the subscription together allow access to lawful internet content of the user’s choice over that network above 200 kbps in at least one direction. Connections limited to content customized for mobile are excluded.
- Counting: when one account holds several qualifying connections, each connection is counted separately.
- Plans included: monthly plans with a specified or unlimited data amount count, whether they are bundled with voice, added to a voice plan, or used with a non-voice device. Directly billed, prepaid, and reseller-served subscribers are all included.
How the OECD measures it differently
The Organisation for Economic Co-operation and Development (OECD) publishes a separate “Mobile broadband subscriptions” indicator for cross-country comparison. It uses different criteria, so an FCC-qualifying connection and an OECD-counted subscription are not interchangeable.
| Criterion | FCC BDC definition | OECD indicator |
|---|---|---|
| Speed rule | Information transfer above 200 kbps in at least one direction | Subscriptions advertising speeds of at least 256 kbit/s |
| Connection rule | Device and subscription must permit access to lawful internet content of the user’s choice over a mobile network | Internet access via HTTP is allowed, and an IP data connection was made in the previous three months |
| SMS and MMS | Not addressed as a qualifying criterion in the cited page | Standard SMS and MMS do not qualify as an active internet data connection |
| Counting unit | Each qualifying in-service connection, counted individually | Subscriptions per 100 inhabitants |
| Plan types | Bundled, add-on, non-voice, directly billed, prepaid, and reseller-served monthly data plans | Subscriptions meeting the criteria above; the indicator page does not list plan categories |
| Source | FCC BDC Help Center, dated April 11, 2022 | OECD indicator page, accessed for this article |
Because the two systems measure different things, a country’s FCC figure cannot be compared directly with an OECD subscription rate. Use each agency’s own methodology when comparing subscription counts across countries.

Mobile broadband, Wi-Fi, and home internet
Home internet is usually a fixed line such as cable, fiber, or DSL that terminates at the house. Mobile broadband reaches the device over radio from a cell site. Wi-Fi is a local wireless link between a device and a router. Confusion arises because a Wi-Fi network can carry internet access that originally came over a mobile connection.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesIn practice, the chain looks like this: the mobile network delivers internet access to a phone or hotspot, and Wi-Fi then carries that access to nearby laptops or tablets. A Wi-Fi signal alone is not mobile broadband. If the router is not connected to a mobile network, the Wi-Fi link has no mobile service behind it.

Mobile Wi-Fi hotspot devices
The FCC describes mobile Wi-Fi devices as mobile routers with wide-area mobile broadband connections that let nearby Wi-Fi-enabled devices reach the internet. A standalone hotspot is useful for a laptop or other Wi-Fi-only device that has no cellular modem of its own. A smartphone can perform the same function through its tethering or hotspot setting.
Before buying a hotspot device, check the following:
Rank #4

- Network bands: confirm the device supports the carrier’s bands at the locations where you will use it.
- SIM or eSIM: confirm which form of subscriber identity module the device accepts, and whether your carrier activates eSIM on it.
- Plan permissions: confirm that your plan allows hotspot or tethered use, since some plans restrict it.
- Coverage: a hotspot cannot create service where the mobile network is weak or absent.
The broader U.S. broadband definition
The FCC’s broader definition of broadband internet access service appears in its December 2017 order, FCC 17-166. That order is commonly known as the Restoring Internet Freedom Order, and it replaced the 2015 Open Internet Order rather than being that order itself. It describes broadband internet access service as mass-market retail service, by wire or radio, that can send and receive data to and from all or substantially all internet endpoints. Dial-up is excluded. The definition covers fixed and mobile wireless as well as other technology platforms.
This broader definition answers a different question from the BDC threshold. It establishes that mobile wireless counts as broadband in the regulatory sense, while the 200 kbps rule determines whether a particular connection is counted in FCC data collection. Confirm the current status of any FCC rule before citing it as in force.

What the definitions do not guarantee
None of these definitions promises a particular speed, latency, or reliability. A connection above 200 kbps in one direction can still be too slow for video calls or large downloads. When you evaluate a plan, the definitional threshold is a floor for counting purposes, not a performance target. Check these points before subscribing:
- Coverage where you will use it: test or review carrier coverage maps for your home, commute, and travel locations.
- Advertised and expected speeds: compare the advertised figure with the speeds you can reasonably expect in your area.
- Data allowance: note whether the plan is unlimited, capped, or subject to slowdowns after a threshold.
- Device compatibility: confirm the phone or hotspot supports the network and identity module the plan uses.
Mobile broadband is internet access over a mobile network to a mobile device, and the FCC’s 200 kbps rule is the specific test used in its data collection. Use the regulatory definition to understand how a connection is counted, and use speed, coverage, and plan terms to decide whether it will meet your needs.
