Microsoft’s October 7, 2026 Windows and Surface event is expected to center on PCs that run more artificial-intelligence work locally instead of sending every request to a data center. The program is scheduled for 10 a.m. PT (1 p.m. ET) in San Francisco, although Microsoft has not published the final product list. The most likely announcements are the Surface Laptop Ultra and Surface RTX Spark Dev Box.
What Microsoft has confirmed about the event
Windows Central reports that Microsoft announced a Windows and Surface event for October 7, 2026, in San Francisco. The event is scheduled to begin at 10 a.m. Pacific time, or 1 p.m. Eastern time. Microsoft’s description calls it a “conversation on how local AI will shape the next chapter of the PC.”
That wording establishes the theme, not a complete launch slate. Final configurations, prices, release dates and regional availability for new hardware were not included in the pre-event information.
Which Surface products are most likely
Surface Laptop Ultra
In its June 16 Devices Blog announcement, Microsoft said it would deliver the “Surface Laptop Ultra, our most powerful Surface Laptop ever, built for developers and creative professionals pushing their work further,” according to Brett Ostrum, Microsoft’s corporate vice president for Surface.

Microsoft has not confirmed the Laptop Ultra’s processor, graphics configuration, display options, weight, battery rating, price or shipping date. Treat any online specification or price before the event as unconfirmed.
Surface RTX Spark Dev Box
Microsoft also introduced Surface RTX Spark Dev Box, a Surface hardware category aimed at AI developers who need sustained local compute. Microsoft’s Build 2026 materials describe up to one petaflop of AI compute and 128 GB of unified memory, with the ability to run models of up to 120 billion parameters locally.
Microsoft positions the system for long-running training jobs, agentic AI pipelines and local model fine-tuning. Planned availability is later in 2026 in the United States through Microsoft.com, subject to regulatory authorization. It should not be treated as commercially available until Microsoft confirms that sale and authorization.

What “local AI” means on a PC
Local AI means that at least part of an AI workload runs on the computer’s own processor, neural-processing unit (NPU) or graphics processor, rather than being sent entirely to a remote cloud service. A task can also use a hybrid path: a small or private step on the device followed by a larger cloud operation.
Microsoft’s September 23 product announcement for Snapdragon X2 Plus-powered Surface Pro 12-inch and Surface Laptop 13-inch systems says supported AI experiences can use “the device, the cloud, or both.” Keeping suitable data on the PC can reduce round-trip delay and limit what leaves the device, while cloud execution remains useful for larger models and services that require an internet connection.
Copilot+ PC requirements
Microsoft Support defines a Copilot+ PC as a Windows 11 computer with an NPU capable of more than 40 trillion operations per second (TOPS). Listed local or on-device experiences include Recall, Cocreator, Live Captions, Windows Studio Effects and automatic super resolution. Microsoft notes that availability varies by device, software version and region.

Microsoft’s reported Snapdragon X2 Plus results
For the Surface Pro 12-inch and Surface Laptop 13-inch announced on September 23, Microsoft reports up to 95% faster on-device AI inferencing than the prior generation, up to 18% more efficient battery performance and more than 60% faster graphics. These are Microsoft’s own claims, and the announcement does not establish that every workload or configuration will achieve those maximums.
Surface mobile PCs versus RTX Spark systems
These products target different jobs. A Surface Laptop or Pro is designed to be carried, used on battery and run Windows productivity and creative applications. RTX Spark is aimed at developers who value sustained model execution and memory capacity over notebook portability.

Peak throughput alone is not enough to compare these systems. Sustained performance depends on cooling, memory bandwidth, power limits, software runtimes and the length of the workload. Microsoft’s October 7 configurations and independent testing will be needed to establish how the products behave during extended sessions.

Final Laptop Ultra specifications
- Processor, NPU and GPU architecture
- Memory and storage options
- Display size, resolution and refresh rate
- Weight, ports, cooling design and battery claims
- Windows AI features supported at launch
RTX Spark’s practical software support
- Supported model formats, frameworks and runtimes
- Whether the 120-billion-parameter figure depends on quantization or other model adjustments
- Driver and Windows/Linux support
- Noise, power requirements and sustained performance
- U.S. price, regulatory status and delivery schedule
Cloud and offline behavior
Microsoft should clarify which Copilot+ experiences work fully offline, which require an account or internet connection, and when a task switches from on-device execution to the cloud. Those details matter as much as TOPS for buyers concerned about privacy, latency or unreliable connectivity.

Wait for the event if you need a high-end Surface
Anyone considering a premium Surface for development or creative production should wait for the October 7 announcement. The Laptop Ultra’s price, configuration and release date are not confirmed, so a buying recommendation made before those details would be speculative.
Existing Copilot+ PCs may already be sufficient
If your priority is Windows features such as Live Captions, Studio Effects, Cocreator or automatic super resolution, an existing Copilot+ PC may meet the requirement. The minimum definition is a Windows 11 system with an NPU above 40 TOPS, but individual features still depend on the device, software version and region.

Choose a developer box only for sustained local workloads
A system in the RTX Spark class makes sense when you regularly train, fine-tune or serve models locally and can trade notebook portability for memory and sustained compute. It is not a replacement for a lightweight Surface Laptop or Pro used mainly for documents, meetings and mobile development.
Current confirmed pricing and availability
Microsoft lists the Surface Pro 12-inch starting at $1,149.99 MSRP and says it will be available from October 13 in select markets. The Surface Mouse starts at $79.99. Those figures apply to the September 23 announcement and do not establish Surface Laptop Ultra pricing.
Microsoft has not published pricing for RTX Spark-powered products. U.S. availability is planned for later in 2026, subject to regulatory authorization. Regional launch details for the October event products remain to be announced.
