That is a recommendation—not a stated minimum requirement. A Microsoft implementation measured 75.5GB of peak memory at a 256K context on one specific Surface Laptop Ultra configuration, but the model needs room alongside the operating system, applications, inference software and context cache.
What Microsoft means by “more than 120GB”
In its October 7, 2026 announcement, Microsoft AI wrote: “For best performance, we recommend devices with more than 120GB of RAM.” The statement concerns local use of MAI-Code-1.1-Flash; it does not say that a computer with less memory cannot run the model or establish 120GB as a universal minimum. Why a 53GB model can use considerably more memory
MAI-Code-1.1-Flash is a coding-optimized mixture-of-experts model. Microsoft describes it as having 137 billion total parameters, with 6.8 billion active parameters. For local inference, Microsoft’s implementation uses mixed-precision quantization at approximately 3.3 bits per weight—described as 3-bit quantization in the announcement—and speculative decoding. Microsoft says the quantized on-device model is 53GB, an 80% reduction compared with its bfloat16 cloud variant. That figure describes the model, not the full memory budget while it is running.

Unified memory is not all reserved for the model
Microsoft describes Surface Laptop Ultra as using NVIDIA RTX Spark with up to 128GB of unified memory. Unified memory is a shared CPU/GPU pool, not a block reserved solely for model weights. Microsoft cautions that not all of the advertised capacity is available to the model; the system and other software use memory too. The words “up to” also matter: a product family’s maximum does not establish the configuration or available capacity of every device.
When comparing hardware, check the actual configuration and memory architecture, then account for what remains available after the operating system, applications, runtime and intended context are in use. What Microsoft’s performance results do—and do not—show
Microsoft reported that its quantized on-device implementation retained a 256K context window and achieved coding benchmark results comparable to its full-precision counterpart. In Microsoft’s October 5, 2026 benchmark testing, the results were:

These are Microsoft-published results, not independent replications. Microsoft says its testing used mixed-precision quantization at approximately 3.3 bits per weight, DFlash2 sliding-window speculative decoding and a Windows ARM64 llama.cpp CUDA runtime. It describes the throughput figures as decode results for a synthetic code-generation workload and says performance may vary with device, configuration and other factors. For example, Microsoft reported prompt-processing throughput of 923.5 tokens per second at 64K context and 769.8 tokens per second at 128K context for the implementation described in its article; those figures are not a promise of speed on other systems. Local inference does not mean every Copilot task is offline
Microsoft says GitHub Copilot can route eligible coding work to on-device inference while using cloud models for tasks that need more capability. Users can let Copilot orchestration choose between local and cloud inference, or explicitly select a local model for direct control. Microsoft states that using local inference does not make the entire session offline.
The October 7 announcement described experimental access as planned for later in October 2026. Because access and rollout timing can change, check Microsoft’s current Copilot documentation and availability before choosing hardware on the assumption that local inference is enabled for a particular account or workflow. How to decide whether your computer is a fit
Use the recommendation as a guide to headroom, not as a pass/fail rule based only on installed RAM. Before buying or upgrading a system, check:
- Memory available to inference: distinguish total system or unified memory from capacity the model can actually use after the operating system and other software.
- Your intended context and workload: the 75.5GB peak is tied to one implementation at 256K context, not every context length or coding task.
- Real behavior on the exact configuration: seek measurements for the relevant device and software, including memory pressure and responsiveness; Microsoft’s published figures are implementation-specific.
- Local versus cloud use: consider whether Copilot can route a task to the cloud, whether you need direct local control, and any applicable usage costs.
- Upgrade compatibility: do not assume adding ordinary RAM will make a system suitable. Confirm that memory is upgradeable and that the model and inference runtime support the device.
Microsoft’s October 7, 2026 Windows announcement said Surface Laptop Ultra and Surface RTX Spark Dev Box were available for preorder, with the laptop expected to begin availability October 16 and the dev box expected to ship to U.S. customers in November. It also named ASUS, Dell, HP, Lenovo, MSI and Microsoft Surface in the RTX Spark PC ecosystem, with those PCs expected to begin shipping October 16. Those were plans stated in the announcement, not confirmation of current stock, pricing or regional configurations.

Microsoft also reported other improvements for MAI-Code-1.1-Flash, including greater token efficiency and lower cost than the model launched at Microsoft Build in June, plus gains in GitHub Copilot CLI and .NET tasks.
