Microsoft Office licensing at a glance
Microsoft sells the current Office experience through three materially different models. Microsoft 365 licenses a user and keeps the desktop apps current while the subscription remains active. Office Home 2024 and Office Home & Business 2024 license a fixed release through a one-time purchase. Office LTSC 2024 is also a fixed release, but it is a commercial volume-licensing product designed for controlled deployments rather than ordinary home purchases.

How Microsoft 365 licensing works
A subscription tied to a person
Microsoft 365 uses user-based licensing. Depending on the plan, the licensed person can install the desktop applications on PCs, Macs, tablets, and phones within the plan’s device limits. This is different from a device license: the entitlement follows the user rather than permanently attaching to one computer.
#1 Best Overall
- Classic Office Apps | Includes classic desktop versions of Word, Excel, PowerPoint, and OneNote for creating documents, spreadsheets, and presentations with ease.
- Install on a Single Device | Install classic desktop Office Apps for use on a single Windows laptop, Windows desktop, MacBook, or iMac.
- Ideal for One Person | With a one-time purchase of Microsoft Office 2024, you can create, organize, and get things done.
- Consider Upgrading to Microsoft 365 | Get premium benefits with a Microsoft 365 subscription, including ongoing updates, advanced security, and access to premium versions of Word, Excel, PowerPoint, Outlook, and more, plus 1TB cloud storage per person and multi-device support for Windows, Mac, iPhone, iPad, and Android.
The subscription includes the latest versions of Word, Excel, PowerPoint, OneNote, and, where the plan provides it, Outlook and Access. Microsoft also bundles services such as OneDrive storage, web applications, and support. Business plans can add cloud-backed collaboration, security, compliance, and administration capabilities; the exact services depend on the plan you select.
Continuous features and servicing
Microsoft 365 Apps continues receiving security fixes, quality improvements, and new features. There is no separate major-release purchase to stay current: the subscription is the upgrade path. That continuing change is useful when you need the newest file formats, productivity functions, or collaboration features, but it also means administrators must test and manage a moving release.
Internet and offline use
Internet access is required for initial activation and for periodic subscription checks. After activation, the desktop apps can be used offline for a period, but a subscription that cannot complete its required checks will eventually enter a reduced-functionality state until the account is validated again. Organizations that need a permanently disconnected workstation should evaluate LTSC instead of assuming Microsoft 365 is an offline license.

What a one-time Office 2024 purchase includes
Office Home 2024
Office Home 2024 provides the classic desktop versions of Word, Excel, PowerPoint, and OneNote for one PC or Mac. It is a one-time purchase: you buy that release once and keep using the included applications on the licensed computer. The apps do not turn into a subscription, and the release does not automatically advance to the next major version.

- [Ideal for One Person] — With a one-time purchase of Microsoft Office Home & Business 2024, you can create, organize, and get things done.
- [Classic Office Apps] — Includes Word, Excel, PowerPoint, Outlook and OneNote.
- [Desktop Only & Customer Support] — To install and use on one PC or Mac, on desktop only. Microsoft 365 has your back with readily available technical support through chat or phone.
Office Home & Business 2024
Office Home & Business 2024 includes the Home applications and adds Outlook for home or small-business use. This edition is intended for people who need a traditional desktop mail and calendar client but do not want a recurring Microsoft 365 plan.
What is not included
Microsoft states that Office 2024 does not include the services that come with a Microsoft 365 subscription. That means the purchase should not be treated as a bundle of Exchange Online, SharePoint Online, OneDrive storage, or other subscription cloud entitlements. You can still use separate services or web accounts where available, but they are not granted by the Office 2024 suite license.
Updates and future releases
Office 2024 is a fixed release. It receives the servicing Microsoft provides for that product, but it does not receive the stream of new features delivered to Microsoft 365. When a later major release is published, Microsoft says there is no included upgrade option; moving to it requires a new purchase.

A one-time license is not the same as a promise that every setup step works without a connection. Activation and account requirements can vary by edition and deployment method, so check the current Microsoft installation instructions before buying for a disconnected computer. Once legitimately installed and activated, the defining difference is that continued use is not billed as a monthly or annual subscription.

When Office 2024 is the better fit
- You need Word, Excel, PowerPoint, OneNote, or Outlook on one primary PC or Mac.
- You prefer a known, stable feature set and do not need new functions as they release.
- You do not need Microsoft 365 cloud storage or hosted collaboration included in the license.
- You would rather make one purchase than maintain a recurring subscription.
What Office LTSC 2024 is—and is not
Designed for restricted environments
Office LTSC 2024 is Microsoft’s current on-premises commercial release for organizations using volume licensing. Microsoft positions LTSC for highly regulated or restricted environments that cannot accept feature updates, including process-control and specialty systems and some disconnected networks.
Examples include a production workstation validated against a specific software build, a medical or laboratory system with a controlled change process, or a network that cannot connect to Microsoft cloud services. The deciding factor is operational control, not simply wanting to pay once.
Volume licensing and deployment
LTSC is acquired through commercial volume-licensing channels rather than the normal consumer checkout flow. Its licensing is generally device-based, with one licensed device per license. IT teams can use controlled deployment and volume activation, maintain installation images, and stage updates through their own change-management process.
Because licensing terms, agreement eligibility, and activation options depend on the organization and region, a legitimate Microsoft volume-licensing agreement or verified licensing reseller is essential. A marketplace key advertised as “LTSC” is not proof that the buyer has the rights or support associated with a volume license.

Servicing without feature churn
LTSC receives security and quality updates, but Microsoft does not add new features after launch. That gives administrators a stable baseline for validation and training while still allowing security maintenance. It also means an LTSC installation can fall behind Microsoft 365 capabilities over time; stability is the trade-off for a frozen feature set.
Offline and disconnected operation
LTSC can suit disconnected deployments where updates and activation are managed on-premises. “Can work offline” does not mean “needs no administration”: an organization still has to obtain installation media through the proper channel, activate the devices, distribute security updates, and document the approved build.
When LTSC is justified
- Regulations or validation rules prohibit frequent feature changes.
- A specialized device or process-control system must remain on a tested software baseline.
- Connectivity is restricted and cloud-dependent licensing is impractical.
- Your organization already has, or can obtain, the required volume-licensing agreement and deployment expertise.
Perpetual, one-time, and subscription: the terminology clarified
“Perpetual” usually means the right to use the purchased release does not expire merely because a subscription term ended. Office 2024 is the consumer one-time-purchase example, while LTSC is the commercial fixed-release example. Neither is perpetual in the sense of receiving every future Office version: both remain tied to the release you bought.
Microsoft 365 is the opposite licensing pattern. The entitlement remains active only while the subscription is paid and valid, but the active entitlement includes the current release and its ongoing feature updates. A perpetual-style license trades recurring payments and automatic upgrades for a fixed product baseline.

Choosing the right license: a practical decision path
- List the applications and services you actually need. If you need only classic Word, Excel, PowerPoint, and OneNote on one computer, Office Home 2024 may be enough. Add Outlook through Home & Business 2024 if you need the desktop mail client. If you need hosted mail, storage, browser apps, or collaboration services included, evaluate Microsoft 365.
- Count users and devices. A Microsoft 365 user license can cover multiple devices within plan limits. Office 2024 is a license for one PC or Mac. LTSC is generally licensed per device, so a shared workstation model can produce a different count from a user-based plan.
- Decide whether features should move. Choose Microsoft 365 when staying current matters. Choose Office 2024 when a stable, fixed release is preferable. Choose LTSC only when a controlled feature baseline is an operational or regulatory requirement.
- Test connectivity and administration. Microsoft 365 requires initial activation and periodic checks. LTSC is suited to managed disconnected environments. Office 2024 should be checked against the current activation and installation requirements for the target computer.
- Calculate the long-term cost, not just the checkout price. Compare the recurring subscription period you expect to keep, the cost of cloud services you would otherwise buy separately, and the price of a future Office release if you choose a one-time purchase. Microsoft does not publish one stable global price table in the cited comparison material, so verify current regional pricing, taxes, edition, and eligibility before payment.
Deployment and buying checklist
- Confirm the exact edition: Home 2024, Home & Business 2024, Microsoft 365 plan, or LTSC 2024.
- Verify whether the license is user-based or device-based and how many installations are permitted.
- Check the supported operating system and architecture for the target PC or Mac before purchase.
- For Microsoft 365, confirm that users can sign in and that firewall or proxy rules permit activation and periodic validation.
- For LTSC, obtain the product through an eligible volume-licensing agreement and document activation, deployment, and update procedures.
- For any one-time purchase, retain the purchase receipt and account details; a cheap key without a verifiable licensing channel may not provide legitimate rights or support.
- Record the release and update policy in your asset inventory so a future administrator knows whether the device is expected to receive features, security updates only, or a separately purchased upgrade.
Common mistakes and how to avoid them
Assuming “one-time purchase” includes cloud services
Office 2024 supplies desktop applications, not the Microsoft 365 service bundle. If your workflow depends on OneDrive storage, hosted Exchange, SharePoint, or browser-based collaboration, price those services separately or choose a Microsoft 365 plan that includes them.
Treating LTSC as a cheaper home edition
LTSC is a commercial volume-licensing product. Buying a key from an unverified listing does not convert a consumer computer into a properly licensed LTSC deployment. Check the agreement, channel, activation method, and support rights.
Expecting a perpetual license to receive every new feature
Office 2024 and LTSC 2024 stay on their purchased release. If your team needs new capabilities as Microsoft ships them, the fixed-release model will require a later purchase or a move to Microsoft 365.
Ignoring the offline requirement until deployment day
Validate activation and update paths before isolating a computer. Microsoft 365 needs periodic online checks; LTSC can be managed for disconnected operation but still requires planned activation and security servicing. A written connectivity and update plan prevents an otherwise functional installation from becoming unsupported.
The bottom line for each type of buyer
Choose Microsoft 365 for current features, multi-device users, cloud storage, collaboration, and integrated services. Choose Office Home 2024 for classic desktop apps on one PC or Mac without a recurring subscription; choose Home & Business 2024 when Outlook is also required. Choose Office LTSC 2024 only when regulation, specialized equipment, strict change control, or restricted connectivity makes a fixed, volume-licensed release necessary.
