What the October update changes
KB5127648 is the October 13, 2026 security update for Windows 11 versions 24H2, 25H2 and 26H2. Microsoft’s release notes state: “After installing this update, some devices might be unable to turn on Smart App Control in the Windows Security app if it has been turned off.” The documented failure concerns re-enabling SAC, not the protection status of systems where SAC was already running.

Microsoft has not published an affected-device count or an incidence rate, so the scope among eligible PCs is not known. The company says it is working on a permanent resolution for a future release, but the checked KB5127648 documentation does not identify that release.

- Open Settings.
- Select Windows Security.
- Open App & browser control.
- Select Smart App Control settings.
- Check whether SAC is Off and the control is unavailable or grayed out.
The problem applies when SAC had been turned off before or after installing KB5127648 and Windows will not allow the feature to be enabled again. If SAC is already On, this specific regression does not remove its protection.

Why Smart App Control matters
SAC is an app-execution control in Windows 11. Microsoft describes it as a combination of Microsoft app-intelligence services and Windows code integrity. In enforcement mode, Windows allows applications recognized as safe or signed with a certificate trusted through Microsoft’s Trusted Root Program, and blocks software that does not meet those checks.
SAC is not suitable for every workflow. Some legitimate developer, corporate and other specialized applications can be incompatible with its enforcement rules, and Microsoft notes that SAC may automatically turn itself off for users whose software needs make enforcement a poor fit. Turning it off has historically meant accepting that trade-off; the October issue affects the newer ability to turn it back on without reinstalling Windows.

Why the switch can be grayed out
Microsoft announced in April 2026 that Windows 11 version 25H2 could allow SAC to be toggled from Windows Security without a reinstall. KB5127648 regresses that newer workflow for some devices. The result is a disabled-looking switch even though the operating system and Windows Security interface are otherwise functioning normally.
This is a control-state problem, not evidence that SAC is silently protecting a machine whose status says Off. Treat “already On” and “can be re-enabled” as separate questions: existing enforcement continues, while a previously disabled feature may be impossible to restore through the normal interface.

Microsoft’s home-user workaround
Microsoft documents two FeatureManagement registry overrides. Back up the registry first, and run the commands from an elevated Command Prompt (Command Prompt opened with administrator rights). Enter each command exactly as shown:

After the restart, return to Settings > Windows Security > App & browser control > Smart App Control settings and check whether the control can be enabled. These entries are a mitigation for the KB5127648 issue, not Microsoft’s final fix. Keep a record of the changes so they can be reviewed when Microsoft publishes a permanent resolution.

Enterprise option: Group Policy
On managed devices, Microsoft lists two special Group Policies in the KB5127648 documentation. Administrators should deploy and configure both policies: one restores the SAC toggle, while the other enables logging for troubleshooting. The policy-based route is intended for organizations that manage Windows settings centrally; it also provides diagnostic information that is generally more useful than changing individual machines by hand.
Use the exact policy names, deployment steps and scope controls in Microsoft’s KB5127648 guidance. Test the policies on a representative device before broad deployment, particularly where developers or line-of-business applications depend on software that SAC may reject.

What to do while waiting for a permanent fix
- Confirm that the installed update is KB5127648 and that the PC runs Windows 11 24H2, 25H2 or 26H2.
- Do not assume a grayed-out switch means SAC is enabled; verify the status shown in Smart App Control settings.
- Back up the registry before applying the local workaround and keep administrator credentials available.
- For organizations, use the policy and logging approach rather than making unrelated security changes on each endpoint.
- Monitor Microsoft’s KB5127648 release notes for the promised permanent resolution; no fix-specific release identifier has been announced in the available documentation.
