Start at account.microsoft.com/family, verify the family and device, then work through the platform-specific checks below. Some Android and retiring location features cannot be fixed because they are outside the product’s supported scope.
What “Family Safety not working” usually means
Family Safety controls are account- and device-dependent. The organizer’s settings apply only to a child account that belongs to the Microsoft family group and to a device that has been added or connected to that child. Until both relationships exist, screen-time schedules, app and web filters, and activity reports have nothing to enforce or measure.

There are two different kinds of failure. Enforcement problems mean a block, schedule, or app limit is not stopping use. Reporting problems mean the dashboard does not match what you think happened. They can have different causes: enforcement counts signed-in idle time, while usage reports do not, and an incorrect account time zone can place activity on another calendar day.
Location and driving-safety problems need separate treatment. Microsoft’s current product page says, “Location and driving safety features in Microsoft Family Safety are going away.” If you are troubleshooting one of those functions, retirement—not a missing permission or broken phone—is likely the explanation.

Check the account and device prerequisites first
- Open the organizer view. Sign in at account.microsoft.com/family with the adult organizer account.
- Confirm the child is listed. The child must appear as a member of that family group. A limit created for an account outside the group cannot be delivered.
- Confirm the device is connected. Select the child and verify that the Windows PC, Xbox, or mobile device appears as an added device. Without a connected device, activity reporting and screen-time, app, or web filters cannot operate.
- Check the signed-in identity on the device. Settings apply to the child’s Microsoft account, not merely to whoever happens to be using the hardware.
After changing membership or adding a device, allow time for the account and device to synchronize, then test with a simple limit. If the child still has unrestricted access, continue with the reset procedure rather than adding increasingly complicated schedules.
Recreate limits—the first documented fix
Microsoft’s first recommended remedy when a limit or block does not work is to remove the existing limit and add it again. This refreshes the rule associated with the child account and device.
- In the organizer dashboard, open the child’s profile.
- Choose Screen time or Apps and games, depending on the control that failed.
- Delete the affected schedule or app limit and save the change.
- Create the same rule again, selecting the correct device, days, start and end times, and allowance.
- On the child’s device, sign out and back in if the new rule does not appear after synchronization.
Only accounts in the Family Safety group can receive these limits. Recreating a rule for the wrong profile, an old Microsoft account, or a device that is no longer connected will not change behavior.

Fix Windows administrator-account conflicts
A child account configured as a Windows administrator can change or break Family Safety settings. Microsoft recommends changing that account to a standard user.
- On the Windows computer, open Settings and go to Accounts > Family (or the family and other-user area shown by your Windows build).
- Select the child’s account and change its account type from Administrator to Standard user.
- Sign in again with the child account and test the limit.
If Windows displays a Verify prompt for the child’s Microsoft account, complete that verification. Also check that the account has not expired. An unverified or expired account can prevent normal synchronization even when the family listing looks correct.
Make sure the correct person is signed in
Shared devices create a common false alarm: the organizer’s settings are working, but another user is signed in. Xbox consoles can have multiple users signed in at once, so activity attributed to the wrong profile may bypass the child’s rules. Confirm the child’s gamertag and Microsoft account before testing.
Set a console PIN or another sign-in safeguard so another user cannot switch profiles and avoid the child settings. Repeat the test after signing out every unneeded account.

Screen-time and app-limit support by platform
| Platform | What is documented as supported | Important limitation |
|---|---|---|
| Windows 10 and Windows 11 | Screen-time limits, app and game limits, web filtering, and activity reporting when the child account and device are connected. | A child with administrator rights can alter or disrupt controls; use a standard account. |
| Xbox One and Xbox Series X|S | Screen-time and related family controls for the signed-in child profile. | Multiple signed-in users can make activity appear inconsistent; use PIN protection. |
| Android | Limits for individual apps and games. | Device-wide Android screen time is not supported. |
| iPhone and iPad management | Availability for the specific control is not stated in the Microsoft guidance cited here. | Do not assume a Windows or Xbox rule transfers unchanged to iOS. |
The Android distinction matters. If you are trying to lock the entire Android device after a daily allowance, there is no Family Safety setting that can provide that behavior. App- and game-specific limits can still work when the mobile app has the required permissions.
Allow the mobile app’s required permissions
On a phone, the Family Safety app must be allowed to perform the monitoring and management functions it requests. Denied permissions can make a connected device look offline or leave reports empty.
- Open the phone’s Settings > Apps > Family Safety > Permissions (the exact label varies by Android version).
- Allow each permission the app identifies as required for the enabled feature.
- Remove battery, background-data, or automatic-start restrictions that stop the app from synchronizing, if your phone exposes those controls.
- Reopen the app, sign in with the correct Microsoft account, and check the child’s device status.
Permission changes do not add unsupported capabilities. They can restore app and game limits or reporting on a supported Android setup, but they cannot create device-wide Android enforcement.
Why activity reports can look wrong
A report mismatch does not automatically mean the limit failed. Three checks explain most discrepancies.
Activity reporting may be disabled
An eligible child can turn activity reporting off or opt out. Check the child’s profile for the reporting status and turn it back on where the account permits the organizer to do so. If the child has opted out, the dashboard cannot reconstruct the missing history.
Enforcement and reporting count time differently
Family Safety enforcement counts signed-in idle time. Usage reports do not count that idle time in the same way. A child who leaves an account signed in may therefore reach a limit even though the report shows less active use than you expected.
The account time zone may be wrong
An incorrect Microsoft account time zone can shift activity to the previous or next day. Check the account’s regional and time-zone setting before judging a daily schedule or comparing midnight totals.

When web filters or app blocks are not applying
Web and app controls depend on the same family-membership and device-connection prerequisites as screen time. Verify that the rule was created under the child’s profile, that the child is signed in on the connected device, and that the app or browser being tested is the one covered by the rule.
Test with one clearly named app or website first. If that single rule works, add other items gradually; a broad schedule with overlapping rules is harder to diagnose. If no rule works, remove and recreate it, then revisit the Windows account type and mobile permissions checks.
Location and driving-safety features are a special case
Do not spend time resetting permissions for a location function that Microsoft is retiring. The product page’s statement that location and driving safety features are “going away” means availability is being withdrawn from the service. A missing location map or driving-safety panel may therefore be expected product behavior rather than a configuration error.
Screen-time, app limits, web filters, and reporting should be troubleshot through the account and platform steps in this article; location retirement is not evidence that those controls are broken.
Use logs and support after the basic checks
If the child is in the family group, the device is connected, the limit has been recreated, the account is a standard Windows user, and permissions and sign-in are correct, collect diagnostic information before contacting Microsoft.

Include whether the failure affects one device or every device, whether a newly recreated rule appears in the organizer dashboard, and whether another user was signed in during testing. Those details distinguish an account-association problem from a platform limitation.
Quick Recap
A concise decision path
- Child missing from the family: add or restore the child account, then configure limits.
- Device missing: connect the device to the child profile before testing filters or reports.
- Rule present but ineffective: remove it and create it again.
- Windows child is an administrator: change to a standard user and complete any Verify prompt.
- Xbox activity looks wrong: check every signed-in user and enable a PIN.
- Android whole-device limit requested: unsupported; use app and game limits instead.
- Reports disagree with observed use: check opt-out status, idle-time counting, and time zone.
- Location or driving safety missing: treat it as a retiring feature, not a normal setup fault.
- Everything above is correct: send logs from the mobile app and contact Microsoft Support.
