The Microsoft Entra administrator role you need depends on the exact operation, directory scope, and feature license. Entra roles govern directory objects such as users, groups, and applications; Azure RBAC roles govern Azure resources. Start with the least-privileged role for the task, confirm whether the assignment is tenant-wide or scoped, and then verify the feature’s licensing and cloud availability in Microsoft’s current documentation.
What Microsoft Entra admin role do I need to perform a task?
Choose an administrator role from the operation you need to perform, not from a broad job title. Microsoft’s least-privileged roles by task guide maps common operations to the smallest built-in role that can complete them. The separate built-in role permissions reference lists the permissions behind each role and is the better source when an operation has unusual requirements.

- Define the operation: for example, update a user’s license assignment, reset authentication information, edit a group, or manage an enterprise application.
- Identify the directory object: users, groups, applications, devices, authentication policies, and licensing objects can have different permissions.
- Set the scope: decide whether the administrator needs the entire directory or only an administrative unit or other supported scope.
- Check licensing: some role assignments work with the free edition, while custom roles and certain scoped or security features require premium licensing.
Microsoft describes this model as granular administration that follows least privilege: “Microsoft Entra roles allow you to grant granular permissions to your admins, abiding by the principle of least privilege.” A role that sounds broad is not necessarily broad in practice. For example, the License Administrator can read, add, remove, and update license assignments on users and groups and manage a user’s usage location, but that role does not provide subscription purchasing or general user and group administration.

They are separate role-based access-control systems. Microsoft Entra roles control directory resources, including users, groups, applications, authentication settings, and other identity data. Azure RBAC roles control Azure resources such as subscriptions, resource groups, virtual machines, storage accounts, and databases. Both use role terminology, but an Azure role does not automatically grant directory administration, and an Entra role does not automatically grant access to an Azure resource.

When an administrator needs both kinds of access, assign each system’s role independently and limit each assignment to the required scope. For example, someone who manages an application registration may need an Entra role, while someone who deploys that application’s web service may need an Azure role on a resource group.
How do built-in and custom Entra roles compare?

A custom role has two separate objects. The role definition describes the permissions. The role assignment binds that definition to an administrator and a scope. Creating a definition does not give anyone access until an assignment is made. Conversely, assigning a role without reviewing its definition can grant permissions that exceed the intended job.
Use a custom role only after checking whether a built-in role can satisfy the requirement with an acceptable scope. Record the business purpose, included actions, target scope, approver, and review date for every custom definition. Because P1 applies to each assigned user, include those users in the licensing plan rather than assuming that licensing only the role creator is sufficient.

Can I limit an administrator to one department or group of users?
Use administrative units when delegated directory administration must cover only a subset of users or groups. An administrative unit can represent a department, region, school, subsidiary, or another boundary. It can be managed in the Entra admin center, with PowerShell, or through Microsoft Graph. Assign a supported directory role over the administrative-unit scope instead of assigning the same role across the whole tenant.

Administrative-unit licensing is not a single switch. Microsoft’s administrative-unit documentation distinguishes the person administering the unit, the members placed in it, and units that use dynamic membership. Creating an administrative unit is available with Microsoft Entra ID Free, but assigning directory roles at an administrative-unit scope requires P1 for each administrative-unit administrator. Member licensing and dynamic-membership requirements follow their own rules, so verify the planned arrangement before deployment.
Administrative-unit design checks
- Decide whether membership will be assigned manually or calculated dynamically.
- Confirm that every delegated administrator has the required P1 entitlement for the scoped role assignment.
- Test what the role can see and change inside the unit and what remains outside it.
- Document how users move between departments, because membership changes can change administrative reach.
Group-based license and enterprise-application assignment can simplify operations for many users, but it does not override role permissions or feature licensing. A group can deliver an entitlement at scale; it cannot turn an unlicensed feature into a licensed one.
Do I need Entra ID P1 or P2 for a feature?
There is no universal “Free, then P1, then P2” ladder that predicts every capability. Check the exact feature, the people who receive it, the administrator’s role and scope, the cloud environment, and whether the entitlement comes from a bundle. Microsoft’s current licensing overview is the starting point, but the feature-specific documentation and your contract or SKU terms control the final decision.

Microsoft also notes that not every feature is available in every cloud. A design that works in a commercial tenant may have different availability in Azure Government or another sovereign environment. Confirm the cloud-specific availability before promising a control to users.

Which Microsoft 365 plan includes an Entra feature?
Microsoft Entra ID P1 appears as an included benefit in certain Microsoft 365 and Enterprise Mobility + Security plans, while P2 is included in certain higher-tier suites. Microsoft also sells Microsoft Entra Suite and other bundled offerings. Plan names, packaging, and entitlements can change, so match the exact tenant SKU to the current licensing page and your agreement rather than relying on a remembered plan comparison.
For a purchase or rollout decision, write down the feature first, then verify these fields:
- Feature: name the control or operation, such as Conditional Access, risk-based policy, custom role assignment, or administrative-unit delegation.
- Eligible users: identify administrators, protected users, or all users affected by the policy.
- Required role and scope: licensing for a feature does not replace the Entra role needed to configure it.
- Bundle or SKU: confirm that the tenant’s specific Microsoft 365, Enterprise Mobility + Security, or Entra plan includes the entitlement.
- Cloud and status: check regional cloud availability and whether the capability is generally available or preview.
- Contract terms: validate the final entitlement with the tenant’s current agreement before implementation.
How do MFA options differ between free and premium licensing?
Microsoft provides baseline multifactor authentication options in free offerings, but the available authentication methods, reporting, and policy controls vary by license and configuration. Security defaults provide a baseline posture for eligible tenants. More granular controls—such as targeting selected users, applications, conditions, or authentication requirements—are associated with Conditional Access and therefore require the applicable P1 entitlement. Risk-based controls require access to the P2-level Entra ID Protection capability.
Do not choose a tier from the word “MFA” alone. Specify the method and control you need: for example, whether users must use a particular method, whether administrators need detailed reporting, whether a policy should apply only to a department, or whether sign-in risk should change the requirement. Then verify that method and policy combination in the current Microsoft documentation for the tenant’s cloud.

What does the “privileged role” label mean?
Microsoft Learn’s page on privileged roles and permissions in Microsoft Entra ID is marked as a preview feature. It describes privileged roles or permissions as those that can delegate directory management, modify credential or authentication and authorization policies, or expose restricted data. Treat that classification and its behavior as preview information, not as a guarantee of general availability or an unchanged production control.
Regardless of the label, apply the same safeguards: use the least-privileged role, assign the narrowest supported scope, require strong authentication, review assignments regularly, and remove standing access that is no longer justified.
A practical workflow for assigning Entra administration
- Write the task as an action. “Update license assignments for members of the Finance group” is more useful than “give Finance admin access.”
- Find the task-specific role. Use Microsoft’s least-privileged task guide, then confirm individual permissions in the built-in reference.
- Choose built-in or custom. Prefer built-in roles when they fit. If they do not, define only the permissions required and plan P1 licensing for every assigned user.
- Select the scope. Use tenant scope only when necessary. Use an administrative unit for supported departmental delegation and verify its licensing arrangement.
- Check feature licensing. Confirm P1, P2, bundle, user, cloud, and preview conditions for the exact feature.
- Assign and test. Test a representative operation inside the intended scope and confirm that the administrator cannot perform unrelated actions.
- Review continuously. Recheck role assignments, custom definitions, administrative-unit membership, and license coverage when teams, plans, or Microsoft documentation change.
Common mistakes and how to correct them
Using an Azure role for directory administration
Symptom: an operator can manage a virtual machine but cannot edit a directory user. Correction: assign the required Microsoft Entra role separately; Azure RBAC does not grant directory permissions.

Symptom: a License Administrator is expected to buy subscriptions or manage all users. Correction: check the permission reference and assign additional roles only for the specific missing operations.
Licensing only the role designer
Symptom: a custom role exists, but assigned administrators lack the required entitlement. Correction: provide P1 for each user who receives the custom role assignment.
Comparing plans instead of capabilities
Symptom: a tenant has P1 but a risk-based policy is unavailable. Correction: distinguish ordinary Conditional Access from risk-based controls that depend on Entra ID Protection and P2-level access.
Ignoring administrative-unit membership mode
Symptom: a delegation design changes licensing or scope after users are added automatically. Correction: decide whether membership is assigned or dynamic and apply the corresponding Microsoft rules before rollout.
Treating preview metadata as a production promise
Symptom: an organization bases an audit or access guarantee on a preview privileged-role classification. Correction: label the feature as preview and validate the current behavior in the target cloud and tenant.
What to record for an audit-ready role and licensing decision
- The exact administrative action and affected object type.
- The selected Entra role, included permissions, assignment scope, and approver.
- Whether the assignment is built-in or custom, including the custom definition version.
- The users receiving the assignment and their P1 or P2 entitlement source.
- The feature-specific requirement, bundle or SKU, and cloud availability check.
- Administrative-unit membership method and the process for handling transfers.
- Test results showing permitted and denied operations, plus the next review date.
This record prevents a common failure: treating a role name, a license tier, and a scope as interchangeable. They are separate decisions that must all line up for an administrator to complete the intended task without unnecessary access.
