Your cost and rights depend on the application, what each person or device does, whether access is assigned to a named user or tenant, and whether a user needs one application or several. Microsoft also separates implementation guidance from support: a partner normally leads delivery, while Microsoft support plans add product assistance, billing routes, advisory services, or escalation depending on the plan.
Use the current Microsoft Dynamics 365 Licensing Guide and binding Product Terms for the exact application, agreement, geography, and purchase channel. The March 2026 guide and Microsoft’s implementation and support documentation are useful for planning, but informational pages do not replace the legal licensing terms in your agreement.

How is Dynamics 365 licensed?
Microsoft uses several licensing patterns across Dynamics 365. The first decision is not the number of employees; it is the work each person, device, or service must perform. A sales representative who edits records, a manager who only reads dashboards, a warehouse operator on a shared terminal, and an integration that needs tenant-wide access can require different rights.

Microsoft’s plain-language licensing overview distinguishes full users from light users. Full users need feature-rich business-application functionality and generally take an application subscription. Light users may read data, consume reports, or complete limited tasks where the product terms allow it. The permitted action matters more than a job title: calling someone an “occasional user” does not make every operation a light-user operation.

Full, light, device, and tenant access
Map the actual workflow before selecting a plan. Record creation, editing, approvals, posting transactions, advanced planning, administration, and configuration commonly require more rights than viewing a report. For a shared shop-floor or warehouse terminal, test whether a device model is available for the exact application. For an integration, check whether a tenant-level entitlement, service license, API capacity, or add-on is required. Do not assume that a named-user subscription can be shared, or that a tenant license grants unlimited access to every employee.
How base and attach licensing works
Base and attach is a conditional combination, not a discount that applies to any two products. The user must have a qualifying base license, and every attach license must be permitted for that base and assigned to the same user. Eligibility can differ by application, product family, agreement, and licensing program. A user who needs two applications should therefore be checked against the current Licensing Guide and Product Terms rather than a generic chart or an old quote.
- List every Dynamics 365 application and environment the person will use.
- Describe the person’s actions in each application, including create, edit, approve, post, administer, and read-only work.
- Decide whether access is genuinely named-user, shared-device, or tenant-level.
- For multi-application users, identify a qualifying base and test each proposed attach against the current guide.
- Check Team Members or other limited-use rights against the exact tasks, not merely the user count.
- Review storage, API, transaction, or other capacity and add-on requirements.
- Confirm the result against binding Product Terms and your agreement before ordering.
What does Dynamics 365 cost?
There is no responsible single price for a cross-application partner FAQ. Dynamics 365 contains multiple applications, license models, purchasing routes, currencies, markets, and agreement types. A price can also change when a user moves from a limited-use right to a full application, when a base-plus-attach combination is available, or when capacity and add-ons are needed.

How should you choose a Dynamics 365 implementation partner?
Microsoft’s current implementation framework is called Success by Design. It is organized into five stages and is intended for project leaders, project managers, architects, administrators, and business stakeholders. The online material addresses business processes, governance, training, change management, architecture, environments, testing, extensions, and operational readiness.

Compare partners on product and industry experience, not just a logo or a low initial estimate. Ask for references from projects with similar applications, countries, integrations, data volumes, regulatory demands, and user populations. A partner that knows one Dynamics 365 application may not have the architecture or migration experience needed for another.
Questions to put in the statement of work
- Which business processes are in scope, and what is explicitly excluded?
- Who owns data cleansing, mapping, migration validation, and reconciliation?
- Which integrations are included, who supplies interface specifications, and how are failures monitored?
- What constitutes a change request, and how are time and price impacts approved?
- How many test cycles, user-acceptance participants, and defect-fix rounds are planned?
- What training, role-based materials, communications, and adoption measures are included?
- Who operates the environment after go-live, handles Microsoft cases, and owns security or release decisions?
Microsoft says its Success by Design guidance reflects knowledge from thousands of implementations. That is Microsoft’s description of the guide’s experience base, not an independently audited success rate. Use the framework to expose missing work, then make the partner contract specific about deliverables, assumptions, acceptance criteria, and post-launch responsibility.

Can your project use FastTrack?
FastTrack is not automatic with a Dynamics 365 purchase. For eligible new deployments, Microsoft requires minimum annual spend across Dynamics 365 licenses for qualifying applications and a qualified implementation partner. The partner must be a Solutions Partner for Business Applications with at least two eligible customer deployments, and it must complete Success by Design training and a knowledge check before the project starts. Microsoft’s eligibility details were updated July 29, 2026, so confirm the current thresholds and application list before relying on the service.

Eligible engagements can include solution blueprint reviews, go-live readiness reviews, and implementation support from Microsoft engineering teams. These services supplement, rather than replace, the partner’s delivery responsibilities. Ask the partner to document which FastTrack activities are expected, which evidence Microsoft requires, and what remains outside the engagement.
If you do not qualify
Customers outside the criteria can still use Microsoft’s self-guided FastTrack resources, including training, product TechTalks, and readiness assessments for selected applications. Your partner can apply the same Success by Design stages without a Microsoft engineering engagement. Treat self-guided material as a planning aid, not as confirmation that your licensing, architecture, or cutover plan has been approved by Microsoft.
Who provides support after deployment?
Partner support and Microsoft support solve different parts of the operating model. Your partner usually understands the configured solution, customizations, integrations, data, and business process. Microsoft provides product support through routes and plans that vary by application and license. A paid Microsoft plan adds another resource; it does not remove the need for a capable partner.

Microsoft’s support FAQ says all plans include technical support, while paid plans include advisory services. It also states: No, a Microsoft paid support plan is an additional resource that can be used by both you and your partner.
That means a partner can open or work with a Microsoft case when appropriate, while your organization retains a separate route for product or billing questions.

Where to submit a case
- Standard: follow the product-specific Microsoft support route associated with your subscription.
- Professional Direct: submit through the Power Platform admin center, according to the current plan instructions.
- Unified Enterprise: use Services Hub and the contacts defined in your Unified agreement.
- Billing or subscription questions: use the licensing and product-specific billing route; the correct queue depends on the product and license.
- Configuration or custom-code issues: start with the partner that built or operates the solution, then involve Microsoft when the evidence points to a platform defect or documented service issue.
Before go-live, agree on a support matrix: who receives user reports, who decides severity, who gathers reproduction steps and logs, who opens a Microsoft case, who communicates status, and who owns the permanent fix. Without that matrix, a licensing or integration incident can bounce between organizations while production users wait.

Buying by headcount alone
Counting employees without mapping tasks often produces the wrong mix of full, light, device, and tenant rights. Build a role-and-action matrix and review it whenever a process changes.
Assuming Team Members covers ordinary work
Team Members rights apply only to designated limited-use scenarios. Validate every create, edit, approval, posting, and administrative action against the current application terms. Upgrade the role when the work exceeds those rights.
Treating an attach license as a standalone subscription
An attach requires a qualifying base assigned to the same user. Keep evidence of the base, attach eligibility, and user assignment in your license records so a renewal or audit does not rely on memory.

Leaving migration and testing vague
“Data migration” and “testing” can hide cleansing, mapping, reconciliation, performance, security, regression, and user-acceptance work. Put each activity, owner, entry criterion, exit criterion, and defect responsibility in the statement of work.
Expecting FastTrack to rescue an unprepared project
FastTrack eligibility and reviews do not transfer delivery accountability away from the customer and partner. Maintain a decision log, risk register, test evidence, training plan, and cutover rehearsal even when Microsoft engineering support is available.
Assuming a paid support plan replaces the partner
Microsoft explicitly describes paid support as an additional resource. Retain a partner with enough product, integration, and business-process knowledge to operate the configured solution, and document how that partner coordinates with Microsoft.

A practical pre-purchase and pre-go-live checklist
- Identify each Dynamics 365 application, edition, environment, and geography in scope.
- Create a role matrix showing every user’s actions, frequency, device use, integrations, and reporting needs.
- Test full, light, Team Members, device, tenant, base, and attach options against current terms.
- Ask Microsoft or your reseller to confirm capacity, add-ons, agreement conditions, renewal treatment, and billing assumptions in writing.
- Shortlist partners with relevant product, industry, migration, integration, and support references.
- Require a Success by Design-aligned plan covering governance, architecture, testing, training, readiness, and operations.
- Check FastTrack eligibility separately, including the partner’s Solutions Partner status, two eligible deployments, training, knowledge check, spend threshold, and application eligibility.
- Contract the post-go-live support matrix and Microsoft-case escalation process before configuration begins.
- Recheck the current Licensing Guide, Product Terms, support-plan terms, and partner commitments immediately before signing and before launch.
Which documents should you trust?
Start with Microsoft’s March 2026 Dynamics 365 Licensing Guide for offer detail and the Dynamics 365 licensing overview for plain-language explanations. Use the applicable Product Terms and agreement terms for legally binding rights. Use the Success by Design implementation guide for delivery planning, confirm FastTrack eligibility separately, and use the product-specific Microsoft support documentation for technical and billing routes.
Licensing pages and support plans can change during a contract term. Record the document title, edition, access date, and agreement reference used for your decision. If a reseller quote conflicts with Product Terms or your signed agreement, pause the purchase and obtain written clarification rather than assuming the cheaper interpretation is valid.
