Microsoft Copilot pricing and licensing: what businesses need to know in 2026

Microsoft’s business Copilot offers fall into two different categories: Copilot Chat, which eligible Microsoft 365 subscriptions can include at no extra charge for web-grounded use, and Microsoft 365 Copilot, a paid license that adds work-grounded chat and Copilot features in Microsoft 365 apps. On Microsoft’s US pricing pages checked on October 13, 2026, Copilot Business is listed at $18 per user per month with annual billing or $18.90 with monthly billing; enterprise Microsoft 365 Copilot is listed at $30 per user per month paid yearly. Both require a qualifying Microsoft 365 subscription.

The short answer: Copilot Chat is not the same as paid Microsoft 365 Copilot

Licensing confusion usually starts with the word “Copilot.” Microsoft uses it for an included chat entitlement and for paid products that can work with an organization’s Microsoft 365 data.

  • Included Copilot Chat: Eligible Microsoft 365 subscriptions can provide web-based, prompt-and-response chat at no additional license charge. It is not automatically permission to search a company’s SharePoint, OneDrive, email, calendar or meeting information.
  • Paid Microsoft 365 Copilot: A separately assigned Copilot license enables work-grounded chat and broader Copilot experiences in supported Microsoft 365 applications, subject to the user’s base subscription, apps, tenant configuration and region.

Microsoft describes the included entitlement as “an AI prompt and response experience that’s automatically included and available to organizations that have an eligible Microsoft 365 subscription.” The distinction between web-grounded and work-grounded use is the key buying decision, not simply whether an invoice contains the words “Microsoft 365.”

Current Microsoft Copilot prices for businesses

The following amounts are the prices displayed on Microsoft’s US-facing pages on October 13, 2026. They are list prices, not a guaranteed quote. Your currency, tax treatment, agreement, billing commitment, promotions and negotiated terms can change the amount charged.

Offer Price shown by Microsoft What the price means
Microsoft 365 Copilot Business $18 per user per month, paid yearly; $18.90 per user per month, paid monthly Copilot add-on for a separate qualifying Microsoft 365 plan; the page describes this offer as available for up to 300 users.
Microsoft 365 Business Premium with Copilot $32 per user per month, paid yearly A business subscription bundle that combines the Business Premium plan with Copilot. Confirm the exact apps and security features included in the current offer.
Microsoft 365 Copilot (enterprise) $30 per user per month, paid yearly Copilot add-on requiring a separate qualifying Microsoft 365 plan.
Microsoft Copilot Chat Included at no additional license cost for eligible subscriptions Web-based chat entitlement. Work-grounded capabilities and some agents require separate licensing or usage capacity.

Use Microsoft’s live pages for the final figure: business Copilot offers, Business pricing and enterprise pricing. A monthly price is not interchangeable with an annual commitment, and a bundle is not automatically equivalent to adding Copilot to an existing plan.

Choosing between an add-on, a bundle and an enterprise offer

Copilot Business as an add-on

Copilot Business is designed for organizations that already have, or will separately purchase, an eligible Microsoft 365 business subscription. You pay for the base plan and the Copilot seat. Microsoft’s US page states that the offer is for up to 300 users, so larger organizations should evaluate the enterprise offer or confirm their purchasing route with Microsoft.

Business Premium with Copilot as a bundle

The $32 annual-billing figure is for a combined Business Premium and Copilot offer, not for Copilot alone. It can make sense when users also need the Business Premium apps, identity controls and security capabilities. Compare the complete bundle with your current base SKU: replacing an existing plan can alter storage, desktop applications, device management and security entitlements.

Enterprise Microsoft 365 Copilot

The enterprise page lists $30 per user per month paid yearly and separately requires a qualifying Microsoft 365 plan. Enterprise agreements, existing commitments and regional terms can affect the transaction, so treat the displayed amount as a starting point rather than a universal quote.

What an organization must have before assigning a seat

A qualifying base subscription

Microsoft describes Copilot as an add-on to eligible Microsoft 365 plans. Check the exact product SKU, not just the product family name. Business and enterprise editions can have different eligibility rules, and Teams or no-Teams variants may differ. An organization should compare each proposed user’s assigned subscription with Microsoft’s current prerequisite list.

A work or school identity

The user needs a work or school Microsoft Entra account. A personal Microsoft account does not satisfy the organizational licensing requirement for work-grounded experiences.

Exchange Online for mailbox-based scenarios

Experiences that use email, calendar, meetings or other mailbox data require Exchange Online. A user can hold a Copilot license and still lack those experiences if the mailbox service is absent or not configured.

Supported applications and tenant configuration

Capabilities depend on the Microsoft 365 apps deployed to the user, the tenant’s configuration, supported browsers and network conditions. A license alone does not install every application or override administrative policies. Microsoft also states that Copilot is not available with device-based licensing for Microsoft 365 Apps for enterprise.

Review Microsoft’s requirements page for the current service and app prerequisites: Microsoft 365 Copilot Chat requirements.

Included Copilot Chat versus paid work-grounded Copilot

Question Included Copilot Chat Paid Microsoft 365 Copilot
Is an extra Copilot license required? No, when the organization has an eligible Microsoft 365 subscription and the included entitlement is available in its region and configuration. Yes, a Copilot license must be assigned in addition to the qualifying base plan.
Primary information source Web-grounded responses. Web grounding plus work-grounded access available to the signed-in organization account, subject to permissions and configuration.
Copilot in Microsoft 365 apps Availability varies by entitlement, app and tenant. Broader supported-app experiences are part of the paid offer, provided the relevant apps are deployed and supported.
Mailbox-dependent features Require Exchange Online when the feature uses mail, calendar or meeting data. Also require Exchange Online for those workloads; the Copilot seat does not replace the mailbox service.
Agents Some agents can involve separate metered or capacity charges. Confirm agent licensing and consumption separately; an included or paid chat entitlement does not establish unlimited agent usage.

Work-grounded access follows the permissions already granted to the user. Purchasing a seat should not be treated as a way to broaden access to data that the user could not otherwise open.

How to verify eligibility before buying

  1. Inventory every user’s current SKU. Export or review the assigned Microsoft 365 subscriptions in the Microsoft 365 admin center. Record business versus enterprise edition and any Teams or no-Teams variant.
  2. Match the SKU to Microsoft’s current prerequisite list. Use the license-options documentation rather than relying on a reseller description or an invoice’s generic “Microsoft 365” label.
  3. Run the Copilot License Details diagnostic. Microsoft recommends this diagnostic to check whether a specific user meets feature requirements. Test representative users, including people with different mailbox, app and policy configurations.
  4. Confirm workload prerequisites. Verify Exchange Online for mailbox scenarios, the required Microsoft 365 applications, Entra identity, browser and network support, and tenant settings.
  5. Decide which purchase shape fits. Compare an add-on with the Business Premium bundle and, for larger organizations, the enterprise offer. Include the base subscription cost in the comparison.
  6. Buy through an approved channel. Microsoft identifies the Microsoft 365 admin center marketplace, Microsoft partners and a Microsoft account team as purchasing routes. Ask for the currency, billing term, renewal treatment, taxes and any promotion in writing.
  7. Assign a pilot group first. Apply licenses to a controlled set of users, validate the apps and data sources they expect to use, and resolve policy or provisioning issues before expanding.

Microsoft’s deployment instructions for readiness, purchasing and assignment are available in its Microsoft 365 Copilot setup guidance.

How billing and organization size affect the decision

Annual versus monthly billing

The Copilot Business page displays $18 per user per month when paid yearly and $18.90 when paid monthly. The difference reflects the billing commitment, not a different AI capability. Confirm whether your agreement permits seat reductions during the term and how additions are prorated.

Regional and contract pricing

The table uses US dollar amounts from US pages. Microsoft may publish different currencies, taxes, availability and terms elsewhere. Enterprise customers may have negotiated pricing or an existing licensing agreement that supersedes a public web price.

Small-business user limits

The Copilot Business page states an offer limit of up to 300 users. That is a product eligibility and purchasing condition, not a recommendation to license every employee. Assign seats according to the users and workflows that need work-grounded assistance, while retaining the included chat entitlement for eligible users who do not need paid features.

Agents and usage charges need a separate check

Copilot licensing does not automatically mean that every agent is unlimited or free. Microsoft’s enterprise pricing information says agents can be metered and that an Azure subscription is required for agents in the described Copilot Chat offer. Before enabling an agent, identify whether it consumes Copilot Studio capacity, Azure resources or another metered service, who owns that billing relationship and what usage controls are available.

Include agent consumption in governance and cost reviews rather than assuming it is covered by the per-user Copilot amount. The exact charge depends on the agent capability and the current commercial terms.

Common purchasing mistakes and their fixes

  • Mistake: treating included chat as work-grounded Copilot. Fix: test whether the user can use organizational data and check the assigned Copilot license; web chat alone does not establish that entitlement.
  • Mistake: buying Copilot without checking the base SKU. Fix: validate each exact subscription, including business or enterprise edition and Teams variant, before ordering.
  • Mistake: assuming a bundle and add-on are equivalent. Fix: compare the complete Business Premium feature set with the organization’s current plan and the separate Copilot price.
  • Mistake: licensing a user without Exchange Online, then expecting email or calendar summaries. Fix: provide Exchange Online for mailbox-grounded workloads or set expectations for features that do not depend on a mailbox.
  • Mistake: using device-based Microsoft 365 Apps for enterprise licensing. Fix: move affected users to a supported user-based licensing arrangement; Microsoft’s requirements guidance says Copilot is unavailable with that device-based model.
  • Mistake: budgeting only the public US list price. Fix: obtain a customer-specific quote that includes region, taxes, contract terms, billing cadence and promotions.
  • Mistake: assuming agents are covered without metering. Fix: check the agent’s capacity and Azure or Copilot Studio requirements before deployment.
  • Mistake: assigning seats before testing tenant readiness. Fix: use the License Details diagnostic and a pilot group to catch app, identity, mailbox and policy issues.

A practical buying checklist

  • Exact Microsoft 365 SKU recorded for every proposed user.
  • Business or enterprise offer selected for the organization’s size and agreement.
  • Annual or monthly billing commitment documented.
  • Currency, tax, promotion and renewal terms confirmed.
  • Work or school Entra identities available.
  • Exchange Online provisioned for mailbox-based scenarios.
  • Supported Microsoft 365 apps deployed.
  • Tenant, browser and network prerequisites reviewed.
  • Copilot License Details diagnostic passed for pilot users.
  • Agent metering, Azure requirements and capacity budgeted separately.
  • License assignment and rollout owner identified in the admin center.
