Microsoft Copilot access depends on where you use it, which account is signed in, your subscription or assigned license, organization policy, and current service capacity. The standalone Windows app can be available with a personal Microsoft account or a work or school account, while Copilot inside Word, Excel, PowerPoint, and OneNote has separate eligibility rules.
Use the product-specific checks below to identify the entitlement you should have, fix missing or invalid access, and distinguish a licensing problem from temporary capacity limits or the 2026 app migration.

Copilot is not one single entitlement
“Copilot” refers to several experiences. The standalone Copilot app on Windows is accessed separately from Copilot features embedded in Microsoft 365 applications. A personal Microsoft account, a Microsoft 365 work or school account, a qualifying subscription, an administrator-assigned license, and an organization policy can each change what appears.

Availability can also change without any action on your part. Microsoft describes standard access for some work and school users as capacity-dependent, so slower responses or temporary restrictions do not automatically indicate a broken installation. Product names, plan labels, and migration behavior are changing, so treat the labels shown in your account as the current authority.

How to open the Copilot app in Windows
Install or find the app
New Windows 11 PCs may include the Copilot app. If it is absent, open Microsoft Store, search for the Copilot app, and install it. The Windows guidance describes this app as a separate access route from Copilot buttons inside Microsoft 365 programs.
Sign in with the account that should receive access
Launch Copilot and sign in with either a personal Microsoft account or your Microsoft 365 work or school account. Personal sign-in can provide chat history, image creation, longer conversations, voice interactions, and other features described by Microsoft for Windows access. The exact feature set can vary by account, region, age eligibility, and service availability.
Use the keyboard shortcut
Press the Copilot key on a supported keyboard or press Windows+C to open the app. To change what the shortcut does, open Account > Settings > Copilot Keyboard Shortcuts inside Copilot. If the key opens another experience, check this setting before reinstalling the app.

Seeing the standalone app does not prove that Copilot will appear in Word, Excel, PowerPoint, or OneNote. Microsoft separates app access by account type, subscription or license, and organizational controls.
Work or school accounts
Sign in to Microsoft 365 with the organization account that is supposed to have Copilot. Microsoft’s license guidance uses labels such as Copilot Chat (Basic), M365 Copilot (Basic), and M365 Copilot (Premium). These labels indicate whether an add-on license is present and which applications support direct Copilot access. Your organization may also restrict features through administrator policy, even when the account appears otherwise eligible.

If you believe a work or school license was assigned but the Copilot icon is missing, run the Copilot license troubleshooter in Get Help. If the troubleshooter cannot resolve the mismatch, ask your Microsoft 365 administrator to verify the assigned license and policy for your account.
Personal subscriptions
Microsoft’s cited guidance describes qualifying Microsoft 365 Personal, Family, and Premium subscriptions as routes to Copilot features in the desktop applications. The subscription owner is the person who receives the AI entitlement. In Family and Premium plans, the AI features in Word, Excel, PowerPoint, Outlook, and Designer cannot be shared with other people on the plan, and Microsoft says only the personal subscription owner can use Copilot in desktop apps.

Select the account that owns the subscription before checking the application again.
Excel has an additional file requirement
Copilot in Excel requires AutoSave to be enabled and the workbook to be saved to OneDrive. It does not work with an unsaved file. Save the workbook to OneDrive, turn on AutoSave, and then retry from the licensed account.
Age and regional eligibility
Age requirements for AI features can vary by region. A user may otherwise qualify for AI credits or a subscription and still be blocked from a particular Copilot feature because of local age rules. If access differs between accounts or family members, check the account’s birth-date and region settings as well as the product entitlement.

Standard access versus priority access
For the work or school Copilot Chat experience covered by Microsoft’s service-access guidance, users without a Copilot license may receive standard access. Microsoft states:

Standard access can mean longer response times or temporary restrictions during periods of high demand. It is a capacity policy, not proof that your account is misconfigured.
A Copilot license provides priority access intended to deliver faster responses and more consistent availability. Priority access is not an unlimited guarantee: Microsoft still makes it subject to service availability. In this Copilot Chat context, Microsoft says voice features are currently limited to priority access.

Why you do not see Copilot in an application
First identify whether the missing feature is the standalone app or an in-app command. Then follow this sequence so that an account problem is not confused with an installation or capacity problem.
- Confirm the signed-in identity. Open the account menu in the app or Microsoft 365 and note the full email address. For a personal subscription, it must be the subscription owner. For an organization file, use the work or school account that owns or is authorized to access the file.
- Inspect the entitlement label. In Microsoft 365, look for the Copilot label associated with the account. Work or school labels can distinguish basic chat access from an add-on license and its supported apps.
- Check organization controls. An administrator can limit Copilot even when a license exists. Ask the administrator to confirm both the license assignment and the policy that enables the relevant application.
- Verify the app and file conditions. In Excel, enable AutoSave and save the workbook to OneDrive. In other apps, make sure you are using a supported account and a current signed-in session.
- Run Microsoft’s troubleshooter. Open Get Help and run the Copilot license troubleshooter when you believe the account should be eligible but the icon or commands are absent.
- Allow for capacity limits. If the feature appears intermittently or responds slowly, compare the behavior at another time. Standard work or school access can be restricted during high demand.
Fixing a Copilot license validation error
A validation error usually means the application cannot match the current session, file location, and entitlement. Work through these checks in order:
- Sign out and sign back in with the account that owns the Copilot subscription or has the organization license.
- For a work or school document, switch from a personal account to the organization account before reopening Copilot.
- If the file is stored by a third-party service, copy or move it to OneDrive or SharePoint and try again. Microsoft identifies unsupported or externally hosted storage as a possible cause of validation failures.
- When using Microsoft 365 in a browser, review the browser’s third-party-cookie setting. Blocking third-party cookies can prevent license validation; the exact control differs by browser.
- Run the Copilot license or connectivity troubleshooter in Get Help if the error persists.
Do not treat an error on one file as proof that the subscription is invalid. Testing a file saved in the storage location supported for the account separates a file-location problem from an entitlement problem.

For standard work or school access, Microsoft’s capacity model is the first check. High demand can produce longer responses or temporary restrictions, while a licensed account receives priority access but still depends on the service being available. Wait and retry before changing licenses or reinstalling the app if the feature normally appears and the account label is correct.
If the service fails across several sessions, run the connectivity troubleshooter in Get Help. It checks firewall rules and other possible connection blockers. A local firewall, network filter, or sign-in state can prevent connection even when Microsoft’s service is operating normally.
Recovering missing chats and content after the 2026 app update
Microsoft’s September 2026 guidance says personal Copilot content may still be moving during the updated-app migration. Missing history is not necessarily deletion. Use the same sign-in method you used previously—Microsoft, Google, or Apple—because changing the method can open a different account. Then:
- Check that the intended personal account is selected, not a work or school account.
- Restart the Copilot app or refresh the Copilot web page.
- Follow any migration message shown inside the app.
- Allow additional time and check again later if migration is still in progress.
- Report the problem from inside the app if the content remains missing after these steps.
Personal Copilot files that you share or generate in the app are stored in OneDrive. Check the OneDrive associated with the same personal account rather than a different Microsoft 365 identity.
Group Chat threads and content do not carry forward after August 18, 2026, according to the migration guidance. That page also contains apparent date-typing errors in statements about Podcasts and Deep Research, so verify the current retirement guidance before relying on those particular dates.
Getting help and escalating the problem
Personal account
Open Get Help, search for Copilot, and run the available license and connectivity diagnostics. When offered, use the in-app contact option after diagnostics so the support request includes the relevant account and connection checks.
Work or school account
Start with the organization’s Microsoft 365 administrator. The administrator can verify the assigned license, app eligibility, policy restrictions, and whether the organization has standard or priority access. Include the exact account used, application name, file location, error text, and time of occurrence.
Information to record before contacting support
- Whether the problem affects the standalone app, a specific Microsoft 365 app, or both.
- The account type: personal, work, or school.
- The Copilot label or subscription shown for that account.
- The Windows or browser app and whether the problem occurs on another device.
- Whether the file is saved to OneDrive, SharePoint, or another location.
- Whether the issue is missing controls, a validation error, slow responses, or migrated content that has not appeared.
A practical access checklist
Use this short decision path whenever Copilot seems unavailable:
- Standalone Windows app missing: install it from Microsoft Store, then sign in with the intended personal or work/school account.
- Microsoft 365 icon missing: inspect the account’s Copilot label, subscription or assigned license, and organization policy.
- Personal Family or Premium plan: use the subscription owner’s account; other members cannot use the owner’s desktop-app AI entitlement.
- Excel command unavailable: enable AutoSave and save the workbook to OneDrive.
- License validation error: match the account to the file, use OneDrive or SharePoint for the test file, and review third-party-cookie settings in the web app.
- Slow or intermittent responses: consider standard-access capacity limits before assuming a fault.
- Old personal chats missing: use the original sign-in method, select the correct account, restart or refresh, and allow migration time.
- Still blocked: run Get Help diagnostics; work or school users should involve their administrator.
Keeping expectations current
Microsoft’s license page was last updated in April 2026, its license-error guidance in February 2026, and its updated-app troubleshooting guidance in September 2026. Plan names, feature availability, service capacity, and migration behavior can change. Microsoft’s subscription FAQ also describes an email notice at least 30 days before renewal for the plan changes covered there. Recheck the current account labels and Microsoft Support guidance when a purchase, renewal, or organization-wide rollout depends on Copilot access.
