Microsoft is pursuing two complementary answers to an AI memory crunch: Azure infrastructure that can assign pooled memory to whichever workload needs it, and Maia accelerators designed to keep more data close to computation. The strategy treats memory as a schedulable system resource rather than a fixed accessory to one CPU or GPU.
What “memory that moves to the workload” means
In a conventional server, memory is attached to a particular processor or accelerator. If that workload is lightly used, its memory can remain idle while another server runs short. Microsoft’s pathfinding team is investigating a composable architecture in which memory capacity is placed in a shared pool and assigned to workloads on demand.

Samir Rajadnya, a Microsoft principal architect, described the shift in a SiliconANGLE report published October 14, 2026: “The original idea was everything is locked behind a CPU or a GPU. Memory was a servant to the CPU or GPU. Now memory is looked at as another very important resource.” In this model, a scheduler could add capacity to a model, reclaim it when the job ends, and redirect it elsewhere instead of leaving it stranded behind an underused processor.

Microsoft says memory should be treated as a system problem, not merely a component-supply problem. AI inference must keep model weights, longer context windows and key-value (KV) caches near compute. Agentic workloads add repeated generation, retrieval, tool calls and persistent state, increasing both the amount of data and the time it must remain available.

That creates two kinds of waste. Capacity can sit unused because it is attached to the wrong machine, and valuable energy can be spent moving data between memory and compute. Microsoft’s stated goal is “useful yield”: more useful intelligence from the silicon, memory, networking and power already installed, rather than simply buying more raw capacity.
How composable memory would work in Azure
A composable design separates memory capacity from an individual server and exposes it as a resource that infrastructure software can allocate. A workload requesting a larger model or a longer context could receive additional memory from the pool; when demand falls, that capacity could be returned to another job.
- Measure demand: orchestration software identifies the model’s weights, KV-cache growth, context length and other memory needs.
- Allocate capacity: the platform assigns memory from a shared pool instead of requiring a permanently oversized host.
- Place data: hot data is kept as close as the workload’s performance target requires, while less active data can use a different tier.
- Reclaim and rebalance: capacity is released or moved when the workload changes, reducing stranded memory.
The idea does not make physical memory instantly mobile. A fabric, addressing model, scheduling policy and software stack must make pooled capacity visible to operating systems and applications while controlling latency, isolation and failures. Microsoft has not announced a general Azure service or customer availability date for this pathfinding work.

Maia is the concrete hardware response
Microsoft is also attacking memory pressure inside its own AI silicon. Maia 200 is already serving production workloads, including Copilot, while Maia 300 is being designed for long-context, memory-intensive and decode-heavy inference.
Published Maia figures
The following figures are Microsoft’s architectural claims, published in 2026. The cited material does not establish independent benchmarking.
| Maia detail | Microsoft-published figure | Qualification |
|---|---|---|
| HBM4 stacks | 8 | On one Maia 300 accelerator |
| Peak memory bandwidth | 18.0 TB/s | Within a 950-watt TDP |
| Accelerators per rack | 96 | Scale-up configuration |
| HBM capacity per rack | 27.6 TB | Across the published scale-up domain |
| Aggregate HBM bandwidth | 1.7 PB/s | Across that scale-up domain |
| Production deployment | Begins in 2027 | Microsoft’s stated timeline for Maia 300 |
| Maia 200 efficiency claim | Up to 1.7× more tokens per watt | Compared with leading GPU infrastructure for built-in Teams, Copilot and Cowork AI capabilities |
Where Maia reduces data movement
Maia 300 uses software-defined dataflow so the system can control where tensors and intermediate results travel. Microsoft also describes AI-assisted kernel optimization, on-die SRAM used as a software-managed scratchpad, low-precision formats that reduce memory and KV-cache requirements, and Ethernet-based scale-up networking.

Is composable memory the same as HBM?
No. HBM is a high-bandwidth memory technology physically integrated or closely attached to an accelerator package. Composable memory is a system architecture for sharing capacity among workloads. A future server could use both: local HBM for latency-sensitive data and a pooled tier for capacity that would otherwise be stranded or require a larger accelerator.
| Characteristic | Accelerator-attached memory | Composable memory pool | Maia-style integrated system |
|---|---|---|---|
| Capacity utilization | Fixed to the host or accelerator; unused space can be stranded | Designed for allocation across workloads | Capacity and dataflow are co-designed for target inference jobs |
| Bandwidth and latency | High local bandwidth; exact product values vary | Depends on the pooling fabric; Microsoft has not stated production figures | Maia 300 claims 18.0 TB/s peak HBM4 bandwidth per accelerator |
| Power per useful token | Depends on the platform and workload | Potentially improves utilization, but no Azure result has been published | Maia 200 claims up to 1.7× more tokens per watt in specified Microsoft workloads |
| Data movement | Transfers are constrained by the host’s topology | Sharing can add fabric traffic and software coordination | Software-defined dataflow, SRAM scratchpad use and kernel optimization target locality |
| Workload flexibility | Scaling often means provisioning another fixed configuration | Capacity can be reassigned as demand changes | Optimized for Microsoft’s inference stack and supported workloads |
| Software complexity | More established programming and operations model | Requires pooling, scheduling, isolation and failure handling | Requires compiler and kernel co-design |
| Deployment maturity | Widely deployed technology | Microsoft describes exploration, not a generally available Azure product | Maia 200 is in production; Maia 300 deployments are planned from 2027 |
Will Maia replace conventional GPU infrastructure?
There is no evidence in the published material that Maia will replace all other accelerators. Microsoft is building Maia for workloads it controls in Azure and says Maia 200 is already used for specific services. Maia 300’s architecture is aimed at long-context and decode-heavy inference, where memory movement and bandwidth can dominate performance. Customers running different models, frameworks or training jobs may still require other accelerator platforms.

Microsoft’s 1.7× tokens-per-watt figure is a vendor claim for named built-in capabilities, not a universal benchmark. It should not be read as a guarantee for every model, batch size, context length or software stack.

A separate 2025 Microsoft Research paper proposes Managed-Retention Memory (MRM), a memory-cell concept for foundation-model inference. The paper argues that model weights and KV cache dominate inference memory and that today’s HBM is the only technology combining the required input/output performance, energy characteristics and density.
MRM changes the retention trade-off: instead of preserving data for years, memory could be designed to retain it for hours or days. The proposed relaxation could improve throughput, energy efficiency and capacity for workloads whose data does not need permanent retention.
Best Value
MRM is adjacent to Microsoft’s composable-memory work, not proof that Azure has deployed it. Composable memory changes how existing capacity is pooled and assigned at the system level; MRM changes the underlying memory technology and its retention behavior.
What to watch as the strategy develops
- Availability: whether Microsoft turns the pathfinding work into a documented Azure service with customer controls and pricing.
- Latency guarantees: how pooled memory performs versus local HBM for long-context prefill and token-by-token decode.
- Software support: scheduler, compiler and framework changes needed to place weights and KV cache across tiers.
- Operational safeguards: isolation, encryption, multi-tenant security and recovery when a memory pool or fabric component fails.
- Independent results: third-party measurements of Maia 300 across representative models, context lengths and batch sizes.
Rani Borkar, Microsoft’s president of Azure Hardware Systems and Infrastructure, summarized the company’s measure of progress: “Our defining measure of progress must be what comes out: not only chips or tokens, but useful intelligence.” That framing explains why Microsoft is pursuing both movable capacity and more efficient data paths: AI supply pressure is now a utilization and systems-design problem as much as a chip-production problem.
