There is no defensible provider-wide winner among Microsoft Azure, AWS and Google Cloud. The right choice emerges only when you compare the same workload, in the same geography, with the same resilience, licensing, support and usage assumptions. Vendor calculators can estimate that scenario, but none proves a universal cheapest cloud.
Start with the workload, not the brand
A cloud comparison is useful only after you describe what you will run. A provider may look inexpensive or technically strong in the abstract yet fail a required service, region, compliance control or operating constraint. Write a workload brief before opening a pricing calculator.

Inventory the applications and dependencies
- List every application, batch job, API, database, file store, queue, analytics pipeline and identity dependency.
- Record compute characteristics: operating system, processor architecture, average and peak CPU, memory, accelerator needs, instance count and uptime.
- Record storage type, capacity, growth, input/output activity, retention, backup and archive requirements.
- Measure inbound and outbound network traffic, inter-region traffic, latency targets and connections to offices, customers or other clouds.
- Identify software licenses that can be reused, must be purchased, or are tied to a particular operating system or agreement.
Write the constraints that can eliminate a provider
Capture target users and their locations, data-residency rules, encryption and key-management requirements, recovery-point objective (RPO), recovery-time objective (RTO), audit obligations, support coverage, procurement rules and the team’s experience. Region selection affects latency, service availability and legal or operational requirements, so a region that is cheap on paper is not necessarily usable.

Separate mandatory requirements from preferences
Mark each requirement as mandatory, scored or optional. A mandatory requirement such as a specific jurisdiction or recovery objective should be a gate: remove any provider that cannot meet it before you compare scores or prices. Preferences such as a familiar console can influence the final choice, but should not conceal a failed compliance or resilience requirement.

Map comparable services, then test equivalence
Google Cloud publishes a table mapping generally available Google Cloud services to similar or comparable AWS and Azure offerings. The table, last updated December 3, 2024, is a useful starting index rather than evidence that the products have identical features, limits, prices or regional availability.
| Capability to compare | Questions to ask in each cloud | What makes the comparison fair |
|---|---|---|
| Compute | Which instance families, processors, accelerators, autoscaling controls and host-maintenance options meet the measured workload? | Match vCPU or equivalent capacity, memory, operating system, utilization and uptime. |
| Storage | Which object, block and file tiers provide the required durability, performance, lifecycle rules and replication? | Include capacity, operations, requests, retrieval, replication and deletion charges. |
| Databases | Is the engine compatible? Which backup, failover, read-scaling and maintenance controls are included? | Compare the same engine version, capacity model, storage, replicas, backups and retention. |
| Networking | What connectivity, load balancing, private access, DNS, firewall and transfer options are required? | Model ingress, egress, inter-zone and inter-region traffic with identical volumes. |
| Analytics and AI | Can the service meet data formats, pipeline, query, model, governance and latency requirements? | Price the complete pipeline, not just the most visible processing component. |
| Identity and security | Can identities, roles, keys, secrets, logging and policy controls integrate with your directory and audit process? | Include licenses, log retention, security services and staff effort. |
Use a product map as a shortlist, not a decision
For each mapped pair, open the current product documentation and record the exact edition, limits, supported regions, service-level terms, migration path and pricing unit. Two services may both be described as managed databases while differing in engine compatibility, extensions, maintenance windows, scaling behavior or backup recovery. A similar name is not functional equivalence.
Validate the difficult edges
- Choose a representative workload test or documented acceptance criterion.
- Check the required feature in the exact region and service tier you would deploy.
- Confirm quotas, maximum object sizes, throughput limits, API compatibility and supported versions.
- Ask how upgrades, failover, maintenance and support escalation work.
- Record every exception so a low headline price cannot hide engineering work.
Geography is an architecture decision
A provider’s global footprint is not a single pool of interchangeable capacity. Select a candidate region for each workload before comparing totals.

AWS defines a Region as a separate geographic area and Availability Zones as isolated locations within a Region. AWS advises considering the services and features required, latency to users, and regulatory or operational constraints when selecting a Region. Apply the same discipline to Azure and Google Cloud: verify that every required managed service is offered in the chosen location, not merely that the provider has a nearby data center.

Check data location and transfer paths
Document where primary data, replicas, backups, logs and encryption keys reside. Check whether a managed service stores metadata or support information outside the selected jurisdiction. Model traffic between zones, regions, on-premises systems and users; moving data across boundaries can affect both latency and cost.
Keep the region constant in the price model
Do not compare a low-cost region in one cloud with a premium region in another unless the locations provide equivalent legal, latency and service characteristics. If different regions are unavoidable, explain the trade-off and compare the resulting user experience and resilience rather than presenting a single misleading total.
Compare resilience as a design, not a marketing number
Availability depends on the architecture you deploy and the terms of each service. A provider-level reputation cannot substitute for a failure-domain design, tested recovery process and service-specific SLA.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsUnderstand the failure domains
Decide whether the workload can tolerate a zonal failure, a regional outage, a dependency failure or a control-plane incident. Define where replicas live, how writes are ordered, how DNS or routing changes, how secrets and keys remain available, and how operators restore service. Calculate RPO and RTO for the whole application, including dependencies, rather than for a single virtual machine.

Interpret the published architecture targets
| Google Cloud deployment archetype | Target availability in its guidance | How to use the figure |
|---|---|---|
| Zonal | 99.9% | A target for a deployment contained in one zone; it is not a promise for every service. |
| Regional | 99.99% | A target for a design spanning zones in one region; verify the individual service SLA and dependencies. |
| Multi-regional or global | 99.999% | An architecture-level target in Google’s guidance, not a cross-cloud guarantee. |
These figures come from Google Cloud deployment-archetype guidance and should not be treated as contractual availability for a particular product. Microsoft’s Well-Architected guidance covers region and availability-zone deployment and warns that an SLA’s definition of availability may not match a customer’s assessment of workload health. Read each service’s current SLA, exclusions, measurement window and credit terms.
Price the recovery design
A resilient design may require idle capacity, replicas, cross-region storage, replicated keys, monitoring, duplicate connectivity and regular recovery tests. Put those components in every provider’s estimate. A single-zone design can appear cheaper while failing the stated RTO; a multi-region design can cost more but be the only one that meets the business requirement.
Build a matched cost model
Cloud pricing is a scenario calculation. Compare the same architecture, region, operating system, license treatment, usage hours, storage, data transfer, support level, commitment period and discount assumptions in all three calculators.

| Provider | Pricing and calculator details to account for | Important qualification |
|---|---|---|
| AWS | Pay-as-you-go, flat-rate, commitment-based and volume-based approaches. The calculator can model new workloads or changes, eligible discounts and purchase commitments, and region migration. | The estimate is only as comparable as its inputs and selected purchase terms. |
| Google Cloud | Pay-as-you-go rates, product- and usage-dependent pricing, free usage and committed-use discounts. The calculator accounts for location and workload. | The pricing page advertises savings of “up to 57%” for specified Compute Engine committed-use examples. This is a vendor claim for those cases, not evidence of a general or cross-provider advantage. |
| Microsoft Azure | The calculator configures products and estimates; signed-in users may apply agreement pricing. | Displayed US prices are estimates that can vary by region, agreement, purchase date, currency and usage context. |

Calculate a comparable monthly and multi-year view
- Enter the same workload quantities and architecture in each provider’s calculator.
- Choose equivalent service levels and the same geographic constraints.
- Apply either on-demand pricing everywhere or matched commitment assumptions everywhere; do not mix a one-year commitment in one estimate with on-demand pricing in another.
- Export the line items and label one-time migration costs separately from recurring run costs.
- Recalculate at low, expected and peak utilization. Autoscaling and data transfer can change the ranking.
- Show a sensitivity range for uncertain inputs such as egress, growth and utilization.
- Have finance, security and engineering review the assumptions before treating the result as a budget.
Why a single “cheapest cloud” answer fails
No workload, region, resource sizing, hours, transfer volume, licensing status, support tier or commitment assumptions are specified that could establish a numerical winner. Prices and offers change, and the same service can have different units or included allowances. A responsible comparison reports the scenario and assumptions beside every total.

Infrastructure charges are only one part of total cost. Score the work required to build, secure, monitor, upgrade and recover the system.
Skills and tooling
Existing administrators, infrastructure-as-code modules, deployment pipelines, observability systems and incident procedures can reduce migration risk in a familiar platform. Treat that advantage as an explicit labor and schedule estimate rather than an informal preference. Conversely, a new platform may offer a required capability but require training and new operational controls.

Check whether current operating-system, database or enterprise licenses can move, whether a provider-specific benefit applies, and whether an agreement requires a minimum spend. Record the legal entity, currency and renewal dates used in the estimate. Azure’s signed-in calculator can use agreement pricing; an anonymous public estimate may not reflect your contract.

Security and governance operations
Compare policy enforcement, identity integration, key ownership, audit-log retention, vulnerability management, network segmentation and incident response. Count the people and tools needed to operate those controls. A lower infrastructure line item is not a saving if it creates unbudgeted manual work or weakens required controls.
A practical provider-selection workflow
- Define the decision. State whether you are migrating an existing system, building a new one, adding a disaster-recovery site or selecting a long-term standard.
- Document requirements. Capture workload metrics, regions, data rules, RPO, RTO, integrations, licenses and support needs.
- Set hard gates. Remove any option that lacks a mandatory service, region, compliance condition or recovery capability.
- Create a service map. Use the published cross-provider mapping as an index, then verify current documentation, limits, features and regional availability for each product.
- Design equivalent architectures. Draw the same logical components, failure domains, backup policy, observability and security controls in each cloud.
- Run matched estimates. Use identical assumptions, purchase terms and time horizons; separate recurring charges, one-time migration and staff effort.
- Validate the riskiest claims. Conduct a proof of concept or request written confirmation for compatibility, throughput, failover behavior, quotas and support response.
- Score and decide. Let stakeholders set weights for capability, geography, resilience, cost, operating effort and strategic fit. Keep the assumptions and rejected options in the decision record.
- Plan a review date. Recheck prices, service availability, commitments and SLAs before signing and whenever the workload changes materially.
How common requirements change the answer
Microsoft-centric enterprise environment
Azure may reduce integration effort when your identity, licensing, management processes and staff expertise already align with Microsoft’s ecosystem. That is a workload-specific operating advantage, not proof that Azure is cheaper or technically superior for every application. Verify the exact agreement pricing and required regions.
Broad service choice or an established AWS estate
AWS may be practical when required services, existing automation, skills and support arrangements are already established there. Confirm that the selected Region offers every dependency and that the resilience design does not create unexpected inter-zone or inter-region transfer costs.
Data, analytics or global deployment priorities
Google Cloud can be a strong candidate when its required data and analytics services, locations and operating model fit the workload. The published 99.9%, 99.99% and 99.999% architecture targets describe deployment archetypes; they do not remove the need to verify product SLAs and recovery behavior.
Multicloud or portability requirements
Portability is not free. Standard interfaces can reduce lock-in but may sacrifice provider-native features, performance or managed operations. Price the duplicated tooling, data movement, observability and skills needed to run more than one platform. Choose multicloud for a stated requirement such as regulatory separation or resilience, not as an assumption that two clouds automatically cost less.
Pitfalls that produce misleading comparisons
- Comparing different regions. A cheaper location may fail latency, legal or service-availability requirements.
- Comparing product names instead of behavior. Similar categories can differ in engines, limits, scaling and included features.
- Mixing purchase models. On-demand, committed and volume pricing are not interchangeable.
- Omitting network transfer. Egress, inter-zone and inter-region traffic can materially change a managed architecture’s cost.
- Ignoring idle and recovery capacity. Replicas, backups and failover resources belong in the resilient design.
- Treating a calculator total as a quote. Azure labels displayed US prices as estimates; region, agreement, date, currency and usage can change them.
- Using a stale service map. Google’s mapping table was last updated December 3, 2024; verify current product details before deciding.
- Reading architecture targets as SLAs. Google’s deployment targets and any provider’s guidance do not automatically apply to every service or application.
- Leaving labor outside the model. Migration, refactoring, training, operations and recovery testing can outweigh a small infrastructure-price difference.
- Assuming a universal price winner. Without workload-specific inputs, the claim is not supportable.
Questions to resolve before signing
- Is every required service available in the selected region and edition?
- Which data, logs, backups and keys remain in the required jurisdiction?
- What exact failure scenario does the architecture survive, and what are the measured RPO and RTO?
- Which service SLA applies, how is availability measured, and what exclusions or dependencies exist?
- What quotas, support tiers, escalation paths and maintenance controls apply?
- Which discounts or commitments are contractual, and what happens if usage falls below forecast?
- How will egress, inter-zone traffic, backups and observability be monitored?
- What is the rollback plan if the proof of concept fails or a service changes?
Decision rule
Shortlist only providers that pass the workload’s service, geography, resilience and operating constraints. Then choose the option with the best documented balance of matched total cost, migration effort, skills, licensing, compliance and recovery risk. Re-run the comparison when architecture, region, utilization or contract assumptions change. The evidence supports a disciplined, workload-specific decision—not a permanent ranking of Azure, AWS or Google Cloud.
