Microscan is reportedly planning a subsea cable landing station (CLS) at Alibaug, about 95 km from Mumbai, with an investment of approximately ₹350 crore (₹3.5 billion). The Economic Times reported the proposal on 7 October 2026, but the available evidence describes a planned project rather than a completed, approved or operating facility.

What Microscan has proposed

The reported project is a coastal facility where submarine communications cables would connect with terrestrial telecom networks. According to The Economic Times, Microscan intends to invest around ₹350 crore in an Alibaug CLS serving hyperscalers, telecom carriers and cable owners.

The report names Henox IT and Data Centers, Singapore-based Datawave and an unnamed London-based global subsea telecom operator as parties with which Microscan was discussing cable landings. Those discussions are reported negotiations, not evidence of signed landing agreements, financing commitments or construction contracts.

Why Alibaug is being considered

Reducing concentration at Versova

The Economic Times attributed the decongestion argument to Microscan founder and managing director Sandeep Donde. Donde said 15 of India’s 17 international cables land along a six-kilometre stretch at Versova. A separate landing location could give cable owners and network operators another entry point around Mumbai, although the report does not quantify the resilience or capacity that an Alibaug site would add.

Connecting to Mumbai-area infrastructure

The proposed gateway would, according to the report, connect directly to Microscan’s underground fibre network linking more than 45 data centres, exchanges and financial markets in and around Mumbai. The same report describes Microscan as a Mumbai-based private fibre and digital-infrastructure provider with more than 1,800 km of fibre across Mumbai, Pune and other parts of Maharashtra, plus a presence in Goa.

Microscan’s businesses reportedly include ultra-low-latency financial networks, enterprise connectivity, broadband, cloud and cybersecurity. The company also launched Security Operations Centre as a Service on the Tuesday of the report, but that adjacent service does not establish anything about the Alibaug station’s readiness or timetable.

How a cable landing station works

A CLS is the shore-side transition point between an undersea cable and land networks. Submarine cable equipment terminates at the station, where operators can connect the cable to terrestrial backhaul, data centres, exchanges and carrier networks. The value of a site depends not only on the beach landing but also on protected power, cable-management equipment, security, diverse terrestrial routes and access to customers.

TRAI’s 19 June 2023 recommendations describe two categories: a main CLS and CLS points of presence. The regulator also addressed licensing, security obligations, domestic submarine cables, repair vessels, cable depots and terrestrial connectivity between landing stations. TRAI stated: “Domestic and international submarine cables can terminate at the same CLS but with each cable having its own separate network element/equipment.” These are framework recommendations, not project-specific approval for Microscan.

India’s wider cable and data-centre context

A Press Information Bureau release dated 18 March 2026 reported that India’s data-centre capacity had grown from 375 MW in 2020 to more than 1,500 MW through 2025. Its city table recorded the following dated capacities:

The same release said four submarine cable systems were under commissioning and three were under planning. Its planning list included the Wyasa Cable System for Chennai, Indian Ocean Cable for Raigad in Maharashtra and the WABAN Cable System for Mumbai. The release did not associate those systems with Microscan, and Raigad should not be treated as a synonym for the reported Alibaug project.

What is known—and what is not

Question Evidence available
Planned investment About ₹350 crore, as reported by The Economic Times
Location Alibaug, approximately 95 km from Mumbai, according to the report
Target users Hyperscalers, telecom carriers and cable owners
Named counterparties Reported discussions with Henox IT and Data Centers, Datawave and an unnamed London-based operator
Operational status Not established; the available report describes a plan
Project approvals or licences Not established in the available sources
Construction start, completion date or cable capacity Not stated

What operators should watch next

  • Formal cable agreements: Discussions would need to become disclosed landing or capacity contracts before customer demand can be treated as committed.
  • Regulatory approvals: A project-specific licence, security clearances and other permissions would clarify whether the proposal has moved beyond planning.
  • Physical development: Construction, shore-end work, station equipment and terrestrial-route deployment would demonstrate progress toward operations.
  • Network diversity: Operators will need verified route separation from existing Versova infrastructure rather than assuming geographic distance alone creates resilience.
  • Backhaul availability: The commercial case depends on confirmed connections to Mumbai-area data centres, exchanges and financial networks, not only on the coastal landing point.

Bottom line for readers

Microscan’s reported Alibaug initiative is a ₹350-crore proposal intended to provide another Mumbai-region entry point for international submarine cables and feed the company’s Maharashtra fibre network. It could support India’s expanding data-centre and connectivity market if the discussions become contracts and the required approvals and construction follow. As of the 7 October 2026 report, however, it should be described as planned—not as an operational cable landing station.
