Mexico City’s new permanent Type A licence is for automobiles and costs MXN 1,500 for new issuance, according to the city’s Finance fee page. First-time applicants without a licence previously issued in CDMX must pass an evaluation. Because official instructions differ on whether that evaluation is online or in person, check the live SEMOVI/Llave CDMX process before booking or paying.
Who can apply, and what does the new licence cover?
SEMOVI says applicants who have never held a licence issued in Mexico City must pass the relevant evaluation. Its first-time FAQ says this applies to people with an address in CDMX or the State of Mexico who lack a prior CDMX-issued licence. It also says an 18-year-old resident may apply, subject to passing the evaluation. If you hold a licence from another state but have never held one issued in CDMX, check the current portal to confirm your route.

The newly issued permanent licence authorizes driving automobiles, not motorcycles. Do not assume that an older permanent credential’s motorcycle entitlement applies to this new Type A issuance; SEMOVI treats those credentials differently. See SEMOVI’s first-time permanent-licence information.

What documents and appointment do you need?
SEMOVI’s first-time FAQ lists these items for a new user:
#1 Best Overall
- Proof of address
- Official identification
- A printed appointment
The FAQ directs applicants to SEMOVI’s appointment system for evaluation appointments, but the captured instructions do not establish a complete, confirmed 2026 sequence. Start at the SEMOVI vehicle procedures portal, sign in with Llave CDMX, and check the current service instructions for the evaluation route, appointment availability, location and required documents before attending.
How to apply
- Open the current SEMOVI service portal. Sign in with Llave CDMX and look for “Licencia permanente” under the 2026 services. The portal listing indicates the service is offered in 2026; it does not guarantee open appointment slots.
- Confirm your applicant route. If you have never held a CDMX-issued licence, follow the first-time route and verify how the evaluation is currently administered. Applicants with a prior CDMX licence should follow the route shown for their situation.
- Complete any required evaluation. Use the method and instructions currently shown by SEMOVI rather than relying on older exam details.
- Book the appointment and prepare documents. Confirm the appointment location and bring the items required for your route, including the proof of address, official identification and printed appointment listed in SEMOVI’s first-time FAQ.
- Verify the fee line before paying. Select the new-issuance fee, not a replacement or three-year licence fee, and retain the payment record and appointment details.
Is the first-time exam online or in person?
The official instructions conflict, so the current channel is not settled by the published material available here. SEMOVI’s FAQ search result describes a theoretical evaluation taken in person at a Macromódulo by appointment, and displays a program period ending in December 2025. By contrast, a December 3, 2024 announcement from ADIP and SEMOVI describes an online exam. The current portal lists the permanent licence for 2026, but that alone does not say which exam channel applies now. Check the live SEMOVI/Llave CDMX workflow before making plans.
The 2024 announcement described a test of 20 questions drawn from a pool of more than 200, a 25-minute limit, a passing score of 8.0 and up to two attempts per day. These are details from that dated announcement, not confirmed 2026 exam specifications.

| Fee item | Amount | What it covers |
|---|---|---|
| New permanent Type A licence | MXN 1,500 | New automobile licence issuance, as listed on the CDMX Finance fee page |
| Replacement of a permanent automobile-and-motorcycle licence | MXN 1,142 | Replacement fee, separately described on the Finance page; not the new-issuance fee |
| Three-year Type A private-vehicle licence | MXN 1,142 | Different, non-permanent licence category |
| Three-year A1 motorcycle licence | MXN 572 | Motorcycle licence category, not the new permanent Type A licence |
The amounts are listed by the CDMX Finance permanent-licence fee detail and its licence concepts and costs list. Check the fee line in the official process before paying, since the new-issuance, replacement and three-year fees refer to different services.
Where can you check appointments and service hours?
Use the SEMOVI portal and Llave CDMX to consult appointment information and current locations. A June 5, 2026 SEMOVI notice said permanent, Type A and Type B licence modules continued operating during an external platform disruption, and listed weekday hours of 9:00–14:00 and 15:00–17:00 and Saturday hours of 9:00–13:00. Those hours describe that dated notice, not a guarantee of current schedules. Check the SEMOVI service notice and live portal before travelling.
