Mexican mobile virtual network operators (MVNOs) can cut prepaid costs substantially, but there is no single “cheapest” or best MVNO for every address. The right choice depends on the host network available where you live, work and travel, your phone’s LTE bands and homologation, data needs, validity and rollover rules, and whether a promotion requires auto-recharge or number porting.
The practical shortlist is Bait and other Red Compartida-based offers for low-cost prepaid service where their coverage fits; Diri for number retention, advertised double national coverage and no forced term; and Newww for port-in promotions, rollover and Mexico/US/Canada-oriented plans. Oxxo Cel, Pillofon, Telmovil, Chedraui móvil, Kolors Mobile, Flash Mobile and other registered MVNOs are worth checking in the Instituto Federal de Telecomunicaciones (IFT) tariff viewer rather than ranking from a stale price list.

What an MVNO is and why it can cost less
An MVNO sells mobile service under its own brand without operating a complete nationwide radio network. It buys wholesale access from a mobile network or shared infrastructure, then sets its own plans, billing, support and promotions. You still use a physical SIM or eSIM and the same basic cellular standards, but the commercial rules can be very different from those of the major carriers.

Mexico’s consumer regulator, Profeco, summarized the price advantage in its July 6, 2024 comparison: “Son más baratas las recargas telefónicas a través de operadores móviles virtuales.” In English, it found that phone recharges through MVNOs were cheaper. That is a finding about the compared offers and date, not a permanent guarantee that every MVNO plan beats every Telcel, AT&T or Movistar plan.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Lower wholesale costs and digital-first distribution can let an MVNO include more data for a given recharge. The trade-offs may include a smaller support operation, stricter fair-use policies, fewer roaming options, a required auto-recharge, or coverage that differs from the carrier you previously used.
How large Mexico’s MVNO market is
The IFT/Comisión Reguladora de Telecomunicaciones inventory grew from 39 MVNOs in 2024 to 58 in 2025. The list is an inventory of operators and offers available through February 21, 2025, so it should be treated as a dated snapshot. It includes Bait, Chedraui móvil, Diri, Flash Mobile, Kolors Mobile, Newww, Oxxo Cel, Pillofon, Redi Coppel, Telmovil, Vasanta, Wimo and Yobi Telecom, among others.
| What the market figure means | Reader implication |
|---|---|
| 39 operators listed in 2024 | MVNO choice was already broad before the latest expansion. |
| 58 operators listed in 2025 | More brands and tariffs exist, but availability and prices can change quickly. |
| Inventory cutoff: February 21, 2025 | Confirm that an operator is currently registered and selling the tariff you want. |
A large operator count does not mean 58 independent radio networks. Several brands may rely on the same wholesale infrastructure, so the host network and your location matter more than the logo on the recharge card.

The network question: Red Compartida and Band 28
Mexico’s 2026–2030 government connectivity plan describes Red Compartida as a wholesale 4.5G LTE network using 90 MHz of the 700 MHz Band 28. Wholesale access can support lower-cost services, and a number of MVNO offers use that model. However, “Red Compartida coverage” is not a universal coverage promise: signal, capacity and indoor performance still vary by municipality, terrain, building and handset.
Before buying, identify the host network for the specific tariff and check coverage at your home, workplace and regular travel destinations. A phone that lacks the relevant LTE bands may show weak service or fail to register even where the host network has a signal.

What Band 28 compatibility means
Band 28 is the 700 MHz LTE band used by Red Compartida. Lower-frequency spectrum often travels farther and penetrates buildings better than higher bands, but the phone must support the exact Mexican band configuration and carrier settings. An imported model can be unlocked and still be unsuitable.
- Check the manufacturer’s specification for LTE Band 28 (often written as B28).
- Confirm that the exact regional model, not merely the product family, supports it.
- Ask the MVNO whether voice-over-LTE (VoLTE), SMS and emergency calling are supported on that model.
- Look for IFT homologation when the operator requires it.
Best MVNO candidates by use case
The table below separates established evidence from assumptions. Current prices, data allowances and coverage are not fixed across all plans; use the live tariff for a final decision.
| Operator or group | Why consider it | Evidence and conditions | What to verify |
|---|---|---|---|
| Bait and other Red Compartida-based offers | Potentially low prepaid cost and useful urban coverage. | Included in the IFT’s 2025 MVNO inventory; Red Compartida is a wholesale 4.5G LTE network. | Host network, address-level coverage, Band 28 support, data-speed or fair-use limits and current validity. |
| Diri | Number retention, advertised “double national coverage,” auto-recharge and no forced term. | Diri’s official page presents these features; promotions have stated validity windows. | Current price, promotion end date, whether auto-recharge is optional for the desired rate, and coverage at each regular location. |
| Newww | Port-in offers, rollover and plans aimed at use in Mexico, the United States and Canada. | Conditions require an IFT-homologated compatible handset and a Newww SIM. The service supports number porting and advertises 4.5G, rollover and time-limited port-in data bonuses. | Bonus eligibility and dates, roaming allowance, handset approval, plan speed policy and SIM availability. |
| Oxxo Cel, Pillofon, Telmovil, Chedraui móvil, Kolors Mobile and Flash Mobile | Additional competition that may fit a particular budget or retail preference. | These names appear in the IFT inventory and/or Profeco’s comparison. | Live tariff, host network, recharge locations, support channels, validity and porting rules; do not assume a fixed ranking. |
How to compare tariffs without being misled by the headline price
Compare like with like. A 30-day plan with 10 GB is not cheaper than a 15-day plan with 8 GB simply because its advertised recharge amount is lower. Record the following fields for every candidate:
| Comparison field | Question to answer |
|---|---|
| Total cost | What is the recurring monthly or annual cost, including taxes, activation and required recharges? |
| High-speed data | How many GB are at full speed, and what happens after they are consumed? |
| Reduced-speed allowance | Is there continued data at a lower speed, and is the speed cap stated? |
| Validity | Does the allowance last 7, 15, 30 or another number of days? |
| Rollover | Do unused GB carry forward, for how long, and only when the next recharge is made on time? |
| Hotspot | Can you tether a laptop or tablet, and is tethering capped or excluded? |
| Roaming | Are Mexico, US and Canada use included, and are calls, texts and data treated separately? |
| Port-in bonus | Is a bonus limited to new customers, a ported number, a date window or an auto-recharge? |
| Fair-use policy | Can the operator slow, suspend or restrict heavy use, video, hotspot or long calls? |
| Support | Which phone, chat, retail and complaint channels are available, and during what hours? |
| SIM and handset | Is a physical SIM or eSIM available? Is the device unlocked, compatible and IFT-homologated? |
| Auto-recharge | Is automatic billing optional, required for the advertised price, or needed to preserve rollover? |
Use the IFT tariff viewer as the starting point
The IFT tariff viewer lets you filter by operator, price, prepaid or postpaid status, consumer eligibility, tariff status, minutes, SMS and included internet capacity. Record the tariff’s registration and effective date, then open the operator’s own terms. A viewer entry is a useful comparison record; it is not a substitute for reading the conditions attached to a promotion.
When a comparable value is not published, mark it “not stated” and contact the operator. Do not treat an omitted fair-use limit, roaming condition or rollover rule as an unlimited benefit.

Coverage: how to check the places that matter
- Write down every place where the line must work: home, work, school, commuting routes, family addresses and frequent holiday destinations.
- Identify the host network for the exact plan, not just the MVNO brand.
- Check the operator’s coverage map for each address and ask whether the display represents outdoor, indoor or estimated service.
- Ask local users about indoor reception and congestion at the times you need the phone. A map cannot show every building or peak-hour slowdown.
- If possible, test with a low-cost SIM or a refundable activation before moving your primary number.
No single published source provides an independently verified nationwide speed ranking for every Mexican MVNO. Red Compartida’s wholesale footprint can be excellent in one city and unsuitable in another, while a major carrier may remain stronger on a rural route. Treat “double coverage” or “national coverage” as an advertising claim to verify for your address, not as proof of identical service everywhere.
Phone, SIM and eSIM compatibility
Start with an unlocked phone. A device locked to another carrier can reject the SIM even when its radio bands are compatible. Check the model number in the manufacturer’s Mexican specifications and compare its LTE bands with the MVNO’s requirements.
Newww’s conditions explicitly require an IFT-homologated compatible handset and a Newww SIM for activation. Other operators may have different approval lists, so obtain written confirmation before buying a plan for an imported or unusual model. eSIM availability also differs by operator and tariff; do not infer it from the phone’s eSIM capability.
- Keep the old SIM until calls, texts and data work on the new line.
- Save the phone’s IMEI and remove any carrier lock before activation.
- Install the operator’s APN only when its instructions require it; an incorrect APN can break data while calls still work.
- After activation, test an outgoing call, incoming call, SMS, mobile data, hotspot and emergency calling.
Keeping your number when switching
Number portability is available with the candidates discussed here, and Newww’s conditions specifically describe porting support. Keep the old line active until the transfer finishes, because the operator may send a verification code or require the number to receive a message. Do not cancel the old service first: cancellation can make the number ineligible or leave you without service during the transfer.
Port-in bonuses are conditional. Read whether the bonus requires a new account, a ported number, a minimum recharge, auto-recharge or completion within a stated promotional window. Diri advertises number retention, while Newww advertises time-limited port-in data bonuses; neither statement makes every plan or date eligible.

Step-by-step switching checklist
- Shortlist tariffs. Use the IFT viewer to record the operator, tariff name, price, data, minutes, SMS, validity and registration status.
- Read the terms. Check fair-use, reduced-speed behavior, rollover, hotspot, roaming, auto-recharge, cancellation and promotion dates on the operator’s own page.
- Validate coverage. Check your home, work and travel addresses on the host network’s map and ask support about indoor service.
- Validate the phone. Confirm the device is unlocked, supports the host network’s bands and meets any IFT-homologation rule. Newww requires all three elements: a compatible, IFT-homologated handset and a Newww SIM.
- Choose SIM or eSIM. Buy the exact format and tariff. A SIM intended for another product may not activate the plan you selected.
- Activate and test. Insert the SIM or scan the eSIM, follow the operator’s APN instructions, and test calls, SMS, data and hotspot before porting.
- Request portability. Submit the porting request while the old line remains active, then wait for the stated completion message.
- Confirm billing. If you accepted auto-recharge, verify the amount, renewal date and payment method; disable it only after checking whether doing so removes a discount or rollover.
Common failure modes and fixes
The phone shows no service
Recheck the exact model’s bands, unlock status and SIM seating. Restart after activation and select automatic network mode. If the handset is compatible but still cannot register, ask the MVNO to verify the SIM’s provisioning and IMEI eligibility.
Data works but calls do not
Voice-over-LTE provisioning, an unsupported regional model or an incorrect network mode can cause this pattern. Enable VoLTE only if the operator supports it on your device, then request a compatibility check from support.
The advertised data bonus is missing
Confirm that the number was ported during the promotion window, the qualifying recharge was made, and auto-recharge or other eligibility conditions were met. Keep the receipt and confirmation message when opening a complaint.
Coverage is weaker than expected
Compare the actual host network with the one shown in the advertisement, then test outdoors and indoors at different times. A wholesale map is an estimate; congestion, building materials and handset antennas can reduce performance without a network fault.

When an MVNO is not the right choice
Choose a major carrier instead when you routinely travel through areas where the MVNO’s host network is weak, need a staffed retail location for urgent support, depend on a specific roaming arrangement, or use a phone that the MVNO cannot homologate. A slightly higher price can be justified by coverage, device support or predictable international service.
An MVNO is most compelling when your key locations test well, your unlocked phone supports the required bands, and the tariff’s total cost remains lower after accounting for validity, auto-recharge and any reduced-speed cap. Recheck the tariff before each renewal: Mexico’s fast-growing MVNO market means a better offer, a changed promotion or a discontinued plan may appear without changing your phone.
Frequently Asked Questions
Are Mexican MVNOs always cheaper than Telcel, AT&T or Movistar?
Profeco found MVNO recharges cheaper in its July 6, 2024 comparison, but prices and allowances change. Compare the same validity, high-speed data, roaming and fair-use terms for the date and location you need.
Recommended Free Tools
Can I use an imported unlocked phone with a Mexican MVNO?
Possibly. It must support the host network’s Mexican bands and any voice requirements, and some operators require IFT homologation. Newww explicitly requires an IFT-homologated compatible handset.
Does keeping my number require canceling my old service first?
No. Keep the old line active while portability is processed; canceling first can interrupt verification or make the number difficult to transfer.
Is Diri’s advertised double coverage the same as nationwide coverage everywhere?
No. It is an advertised feature of Diri’s service. Verify the current promotion, host network and address-level coverage for each place you use the phone.
What changed for Newww customers on June 29, 2026?
Newww’s tariff page states that Diri Telecomunicaciones became the responsible provider from that date while the Newww line, service, network and plan remained the same. Check the current tariff and terms for your account.
