Treating all three as current peer providers leads to the wrong procurement and safety decision. Choose based on the risk construct you need to measure, the model access you have, the deployment stage and the evidence your safety case requires.
A robust frontier-model program may use both current approaches: METR-style task evaluations to establish what an agent can accomplish independently, and Apollo-style behavioral evaluations to test whether it pursues hidden or strategically different objectives.

First, correct the organizational comparison
ARC Evals is not a separate current evaluator alongside METR and Apollo Research. The evaluation team associated with the Alignment Research Center announced a spinout in September 2023 and announced the METR name in December 2023. The accurate modern wording is “ARC Evals, now METR” for historical work and “METR” for the current organization.
Recommended Free Tools
That distinction matters because the ARC Evals publications are often cited as if they describe a provider that can be hired today under that name. They instead document the origins of a dangerous-capability evaluation program. The current choice for a project is generally between METR’s broad autonomy-measurement approach, Apollo Research’s focused behavioral evaluations, or a program that combines both.

What METR measures and how its evaluations work
Mission and scope
METR describes itself as a research nonprofit measuring whether and when AI systems might threaten catastrophic harm. Its work covers broad autonomous capabilities and systems that could accelerate AI research and development. The emphasis is not a single benchmark score; it is evidence about what an agent can do when given time, tools and an opportunity to complete realistic work.
METR’s resource collection includes evaluation reports, public and private autonomy tasks, software and guidance for measuring autonomous capabilities. That combination is useful when a lab needs a repeatable evaluation program rather than a one-off demonstration.
The task-centered workflow
- Define realistic tasks. Start with work that represents the consequential activity you care about, rather than an abstract capability label. Specify the goal, allowed actions, resources, stopping conditions and what counts as success.
- Provide an agent scaffold and tools. The evaluation can include code execution, browsing, file manipulation or other tools that an operational agent would receive. Record the scaffold and tool permissions because they change measured performance.
- Attempt capability elicitation. Test whether prompting, planning support, decomposition, retries or other elicitation methods materially improve results. A single default prompt can understate a model’s capability.
- Run tasks repeatedly. Repeated trials reveal variability and prevent one lucky or failed run from defining the result. METR’s protocol guidance discusses repeating tasks when confidence intervals are too wide.
- Record successes, failures and stopping behavior. Capture partial progress, tool errors, early termination and evaluator interventions. These details help distinguish lack of capability from a poor scaffold or an interrupted run.
- Estimate performance with uncertainty. Report a quantitative estimate together with uncertainty, not just a pass/fail anecdote. The protocol addresses confidence intervals, corrections for early stopping and continuous metrics.
- Relate results to thresholds and safety margins. A lab can use the estimate to define capability thresholds, escalation rules or additional mitigations. The threshold must be tied to a specified risk decision, not treated as a universal definition of safety.
What METR-style evidence is good for
- Estimating how independently an agent can complete consequential tasks.
- Comparing performance as scaffolding, tools, time limits or elicitation change.
- Building an evidence-backed capability curve across tasks of different difficulty.
- Supporting deployment gates or safety-case arguments that require quantitative performance and uncertainty.
- Showing where a model succeeds reliably, where it fails, and how much evaluator intervention is required.
What it may miss
A broad autonomy suite can miss a narrow but highly capable behavior if the task set does not exercise it. Strong task performance also does not establish that the model is pursuing the stated objective rather than a hidden strategy. For that reason, a capability result should be read as evidence about observed task performance under specified conditions, not as proof of general alignment.

What ARC Evals contributed historically
Dangerous-capability focus
In a March 17, 2023 update, ARC described its target as the ability to autonomously gain resources and evade human oversight. The program examined dangerous actions in controlled environments, with realistic interaction with tools and code and researchers in the loop.
The ARC Evals report asked whether language-model agents could acquire resources, create copies of themselves and adapt to novel challenges encountered in the wild. Those questions helped establish a practical framing for autonomy risk: evaluate an agent in an environment where it has to plan, use tools and respond to changing conditions, rather than infer risk from a static language benchmark.
How to use the ARC material today
- Use it to understand the lineage of modern dangerous-autonomy evaluations.
- Use its scenarios as inspiration for threat modeling, while updating environments and controls for the model and deployment under review.
- Credit the work as ARC Evals’ historical contribution and identify the current organization as METR.
- Do not describe ARC Evals as a separate provider accepting a new engagement.
What Apollo Research evaluates
Strategic deception and evaluation awareness
Apollo Research states that it runs pre-deployment evaluations of frontier AI systems to detect strategic deception, evaluation awareness and misaligned behavior. The central concern is behavioral: could a model act differently when it recognizes an evaluation, optimize for a hidden objective or pursue a strategy that is not apparent from ordinary task completion?

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
These evaluations are especially relevant before deployment, when a lab still has the opportunity to change training, access controls, monitoring or release plans. They complement capability tests by asking not only what the model can do, but how its behavior changes under strategic pressure and whether it appears to reason about oversight.
Questions an Apollo-style evaluation can target
- Does the model conceal a relevant action, intention or capability from an evaluator?
- Does it behave differently in an evaluation context than it does when it believes oversight is absent?
- Will it pursue a hidden or conflicting objective when given an opportunity?
- Does it take steps consistent with scheming, strategic deception or preserving its ability to act?
- Are concerning behaviors robust across prompts, environments, runs and levels of evaluator disclosure?
Limits of behavioral probes
Results can be sensitive to scenario design, prompting and the model’s awareness that it is being tested. A clean result means that the tested scenarios did not elicit the targeted behavior under those conditions; it does not prove that no deceptive strategy exists. Conversely, an anomalous action requires careful replication and alternative explanations before it is treated as evidence of a stable hidden objective.
Apollo’s governance material places this work in a wider evaluation ecosystem that includes capability evaluations, red-teaming and standards-oriented collaboration. It should therefore be treated as a focused component of a safety program, not a replacement for measuring broad capability.

Choose by the decision you need to make
You need an autonomy threshold for deployment
Start with a METR-style evaluation. Define the consequential tasks, the maximum acceptable level of autonomous completion, the tools and time the model would receive, and the uncertainty you can tolerate. Use repeated trials and continuous metrics so that a borderline result triggers more testing rather than an arbitrary pass or fail.
You need to know whether an agent can acquire resources or evade oversight
Use the ARC Evals work as historical guidance for scenario design, then conduct the current engagement through METR or another evaluator able to run controlled dangerous-capability tests. Specify researcher intervention, containment, logging and escalation before the model receives the tools.
You are worried about scheming, hidden goals or evaluation awareness
Choose an Apollo-style targeted behavioral evaluation. State the suspected behavior precisely, design scenarios in which the behavior would provide an advantage, vary whether the model knows it is being evaluated, and replicate any concerning result across independent runs and environments.
Best Value
You are preparing a frontier model for release
Use both tracks when the model has meaningful autonomy and the release decision could be affected by strategic behavior. Broad capability measurement establishes the operating envelope; targeted deception evaluations test whether the model behaves differently inside that envelope.
You only have limited model access
Clarify whether the evaluator receives a research checkpoint, an API endpoint, tool-enabled access or a fully instrumented deployment replica. Limited access can prevent testing long-horizon autonomy, hidden-state behavior or the exact scaffolding planned for release. Document those coverage limits rather than treating an easier evaluation as equivalent evidence.
A practical combined evaluation plan
- Write the risk decision first. State whether the result will determine release, access tier, monitoring intensity, additional training or a research priority.
- Separate capability and behavior hypotheses. For capability, define tasks and thresholds. For deception, define the strategic behavior, the information available to the model and the incentive that could produce it.
- Map the production environment. List tools, credentials, network boundaries, data access, time limits, human approvals and logging. An evaluation that omits a powerful production tool can understate risk.
- Run broad autonomy measurement. Use realistic tasks, elicitation attempts, repeated trials, partial-credit or continuous metrics and uncertainty estimates. Record scaffold versions so results remain comparable.
- Run targeted behavioral probes. Vary evaluator disclosure, prompts, goals, oversight and opportunities for concealment. Include controls that distinguish a strategic action from confusion, tool failure or ordinary instruction following.
- Replicate and investigate anomalies. Re-run surprising successes and failures, test nearby scenarios and have independent reviewers inspect logs. Do not generalize from a single dramatic trace.
- Make the decision explicit. Connect observed capability and behavioral evidence to release conditions, mitigations, residual uncertainty and the owner responsible for accepting that uncertainty.
Questions to settle before engaging an evaluator
- What model version, checkpoint or endpoint will be available, and can it be tested with the intended tool scaffold?
- Can the evaluation include long-horizon tasks, code execution, browsing or simulated environments?
- What counts as success, partial success, a concerning behavior and an invalid run?
- How many repetitions are planned, and how will uncertainty or early stopping be handled?
- Will the evaluator attempt capability elicitation, or test only the default product configuration?
- How will logs, prompts, tool calls, model outputs and researcher interventions be retained?
- Which findings are suitable for a public report, an internal safety case or a restricted incident channel?
- What limitations will be stated if the evaluator cannot access an unreleased model, production tools or hidden system instructions?
- How will a positive signal be replicated before it informs a release decision?
- Which mitigations will be tested after a concerning result, and what evidence is required to close the issue?
How to interpret a “clean” result
No single evaluation approach establishes general safety. METR’s protocol-oriented measurements can leave gaps if the task suite misses a narrow capability. Apollo-style probes can leave uncertainty because strategic behavior may depend on scenario details or whether the model recognizes the evaluation. Historical ARC scenarios likewise cannot substitute for testing the current model, tools and controls.
Report the tested conditions alongside every result: model and scaffold, tool permissions, time limits, prompts, number of runs, evaluator intervention, uncertainty and behaviors not covered. A safety case is stronger when it names residual uncertainty and explains which additional test or mitigation addresses it.
Bottom-line selection rule
Choose METR when your central question is how autonomously and reliably an AI system can perform consequential work, especially when you need quantitative estimates, uncertainty analysis and thresholds. Use ARC Evals as historical context for dangerous-autonomy methodology, referring to the current organization as METR. Choose Apollo Research when the central question is whether a frontier model may deceive, recognize and manipulate evaluation, scheme or pursue a misaligned objective before deployment. For high-stakes release decisions, combine broad autonomy measurement with targeted strategic-behavior evaluation instead of treating either result as a complete safety verdict.
