Metal Gear Solid 2: Sons of Liberty ends by revealing that the apparent terrorist crisis is a controlled experiment in managing information and human behavior. Arsenal Gear is an information-control platform built around the AI GW; the Patriots use the S3 Plan to test whether a soldier and a desired outcome can be produced through a manufactured crisis, selected instructions and filtered data. Raiden’s final choice is to reject an identity assigned by the player and decide what kind of life and legacy he will create.
What the ending is actually revealing
The Big Shell is presented as an offshore cleanup facility, but that explanation is a cover. Its real purpose is to conceal Arsenal Gear, a mobile fortress whose most important function is not simply carrying a weapon. Arsenal houses GW, the Patriots’ artificial-intelligence core, and links into military and information networks.

President James Johnson explains that the Patriots are frightened by the uncontrolled abundance of digital information. Their answer is to build a system that can regulate what information moves through society. Arsenal is therefore a new form of control: a platform for deciding which reports, records and narratives remain available, rather than merely a machine for destroying cities.
The final act shifts the game from a conventional hostage rescue to a question of authorship. Raiden has spent the operation following orders from people who appear to be his commanding officer and his partner. He discovers that those authorities, the crisis around him and even the way he was trained to understand events have been arranged to test him.

Who are the Patriots?
The Patriots are both a historical organization and an enduring system of governance. At the plot level, the game refers to a committee of twelve people who once directed the United States and its military infrastructure. At the thematic level, “the Patriots” names the procedures, databases and artificial intelligences that continue to exercise authority after the original humans are gone.
The post-credits codec makes that distinction explicit. Snake and Otacon confirm that the disc contains data on twelve Patriots, yet all twelve are dead and have been dead for approximately a century. The revelation does not erase the organization’s power; it shows that the visible committee is no longer the active decision-maker. Its authority survives as archived instructions, automated systems and layers of control that can operate without a living council giving orders in person.
This is why the game avoids giving Raiden a simple list of villains to defeat. Removing named officials would not automatically remove the mechanism they created. The unanswered question—who, if anyone, is currently “in charge”—is part of the horror. A system can preserve and enforce decisions even when its authors have become historical records.
What GW does, and what it does not do
GW as a fictional AI core
GW is the central artificial intelligence inside Arsenal Gear. Emma Emmerich describes its practical role as deciding what data should be stored and what should be deleted. The script gives GW an in-universe claim of “980 trillion hammets” of parallel-processing capacity for its optic neural AI. That number belongs to the game’s fictional dialogue; it is not a real-world performance measurement or a benchmark that can be compared with modern computers.
GW is not portrayed as a supernatural device that directly hypnotizes every person on Earth. Its power comes from controlling the information environment. If records disappear, selected reports are promoted and contradictory accounts are buried, institutions and individuals make decisions using an incomplete picture. Over time, the filtered version becomes ordinary knowledge.
The social machinery around GW
The wider act of censorship is performed by human systems: governments, military chains of command, media organizations and citizens who repeat what those systems recognize as legitimate. GW supplies selection and deletion, but society supplies distribution and compliance. That division matters because it keeps responsibility from being reduced to “a computer made people do it.” People and institutions still enact the consequences of the data they receive.

The ending therefore presents information control as systemic. A report does not need to be visibly falsified if competing evidence can be made inaccessible. The resulting public reality is shaped by absence as much as by propaganda.
What the S3 Plan was testing
The S3 Plan is the Patriots’ controlled exercise built around Raiden. Its objective is to reproduce the structure and pressure of the Shadow Moses incident, then observe whether a soldier and a preferred result can be generated under managed conditions.
Raiden is placed in a manufactured crisis with a scripted chain of objectives, rewards, threats and revelations. He receives instructions that appear to come from legitimate authorities, is given selective intelligence about the enemy and is pushed through escalating emotional pressure. The experiment asks whether the pattern of a famous operation can be recreated without the original person or circumstances.
Solidus Snake’s rebellion is real, but it is not the same thing as the S3 Plan. Solidus wants to overthrow the Patriots and expose their control. The Patriots exploit his operation as the setting for their experiment, turning an attempted rebellion into a laboratory. His motives and Raiden’s test coexist, but they should not be treated as one plan.
Why Raiden is the test subject
Raiden is useful to the Patriots because he is a trained soldier whose history can be separated from the legend of Solid Snake. By supplying him with a controlled environment and a sequence that resembles Shadow Moses, they can measure how much of a “heroic” outcome comes from an individual’s innate character and how much can be produced by context.
The test is not only whether Raiden can win fights. It examines whether commands, interface prompts, information gaps and emotional manipulation can make him behave as the system predicts. The player experiences this conditioning directly: familiar mission language and objective markers make the scenario feel authoritative even when its assumptions are collapsing.

Is Colonel Campbell an AI?
The Colonel and Rose communications are partly performances generated or mediated by the Patriots’ artificial-intelligence systems. The voices are familiar because familiarity is useful: an established commander can issue orders without having to prove his identity each time, and Rose can apply personal pressure that a generic system could not.
The game does not require the Colonel to be a single robot secretly impersonating a real person in every scene. The important point is functional. The Patriots can reproduce the cues of authority—voice, vocabulary, rank, emotional intimacy and mission procedure—well enough to keep Raiden inside the experiment.
A Konami archived question-and-answer session explains the game’s “La-li-lu-le-lo” euphemism this way: “when certain people in the game try to say ‘the Patriots,’ they can’t say so because they are programmed that way.” The line indicates a programmed prohibition embedded in the communication system, not merely a quirky verbal tic. Speech itself has been constrained by the network.

Once GW is infected and Arsenal’s control systems begin to fail, the carefully managed scenario loses its stability. Commands become visibly unreliable, the Colonel’s persona breaks down and Raiden can no longer treat every instruction as an authentic statement from a human superior.
This collapse does not mean that all information suddenly becomes true. It means the central filter has been disrupted, forcing the characters to confront uncertainty without the system’s guidance. Snake’s intervention is important because he does not offer Raiden another master narrative to obey. He pushes him toward independent judgment.
Why Raiden throws away the dog tag
After the battle, Raiden meets Snake in New York while still wearing the dog tag that carries the identity entered by the player. The tag is a literal object, but it also represents an identity supplied from outside: a name selected before the player knew Raiden’s history and accepted by the game as if it were official.

Raiden removes and discards it because he refuses to let that arbitrary label define his future. Snake tells him to decide his own name and direction. The scene turns a customization prompt into a question of authorship: if the player can enter a name, can the character still claim a life that is not predetermined by that input?

Raiden cannot erase his childhood, training or the operation he has just survived. He is rejecting the idea that a document, command structure or external observer has the final authority to say who he is.
What Snake and Rose mean by inheritance
Raiden and Rose then discuss what can be passed from one generation to another. Their conversation moves beyond biological inheritance. Snake states, “Life isn’t just about passing on your genes. We can leave behind much more than just DNA.” The examples include ideas, culture, poetry, compassion, sorrow and joy.
This exchange supplies the emotional answer to the Patriots’ project. The Patriots want to manage information centrally, deciding which parts of history and culture are safe enough to preserve. Snake argues for a more human process in which people interpret what they inherit and choose what deserves to be carried forward.
His closing monologue expands the point to speech, music, literature, film and the digital age. Passing something on is not the same as copying a file. Each generation has to examine inherited stories, recognize their failures and decide what meaning they should have. That work cannot be delegated completely to an information system without surrendering judgment along with convenience.

AI, memes and the game’s real subject
Konami’s official explanatory material connects the game’s discussion of information to Richard Dawkins’s 1976 concept of memes: cultural units that pass from mind to mind in a way analogous to genes. Metal Gear Solid 2 translates that idea into a networked setting where cultural material can be digitized, copied and transmitted at enormous scale.

The artificial intelligence is the story’s dramatic interface, but information selection is its political subject. GW makes the process visible by deciding what remains in the archive. The larger danger is the social environment that treats the archive as neutral and gradually forgets that alternatives were removed.
Hideo Kojima later described the intended emphasis in a 2025 interview report. He said, “In digital, everything remains,” and described the game as an exploration of what happens when the internet connects everything and opinions circulate directly. He also said, “It wasn’t about AI, but interweaving digital data gaining a will of its own. That was the story.” In that framing, the game’s AI is a way to dramatize data networks becoming an apparently purposeful force.

Ending timeline in plain terms
- The apparent cleanup facility is exposed. The Big Shell is a cover for Arsenal Gear.
- Arsenal’s purpose is explained. Its central project is information management through GW, not merely a conventional weapons platform.
- Raiden’s mission is reclassified. The operation is revealed as the S3 experiment, using a manufactured crisis to test whether a soldier and outcome can be produced.
- Authority breaks down. GW is infected, Arsenal’s systems destabilize and the Colonel and Rose communications are exposed as mediated performances.
- Raiden chooses authorship. He discards the dog tag bearing the player’s arbitrary identity and decides to determine his own life.
- The post-credits revelation widens the threat. The twelve named Patriots have been dead for about a century, while the system associated with them continues.
What remains unresolved
The ending deliberately does not identify a new committee sitting in a hidden room. It leaves open whether a surviving human faction, an automated hierarchy or a combination of institutions is operating the Patriots’ system. That uncertainty is consistent with the game’s warning: when control is distributed through data and procedures, finding a single mastermind may be impossible.

Nor does Raiden’s personal freedom solve the information problem for everyone else. He has made a choice about his identity, but the world still contains archives, networks and institutions capable of filtering what people can know. The final scene offers a method rather than a complete victory: examine inherited information, choose what to preserve and accept responsibility for what you transmit.
The ending’s central answer
Metal Gear Solid 2 is not ultimately asking whether an AI can become a person. It is asking what happens when data selection acquires institutional power and people allow that selection to stand in for judgment. GW chooses what survives in the record; the Patriots’ broader system turns those choices into social reality.
Raiden’s rejection of the dog tag and Snake’s appeal to cultural inheritance provide the counterargument. Identity and history should not be accepted merely because an authority, interface or archive presents them as official. They have to be interpreted by people who understand that remembering, forgetting and passing something on are all acts of responsibility.
