The recommendation reflects a practical concern: concentrated AI demand, cooling requirements and water constraints could affect grid stability unless power, water and digital-infrastructure planning are redesigned together.
Why AI data centres are different from ordinary commercial customers
AI facilities combine thousands of high-density accelerators in a small number of sites. Their baseline consumption is substantial, while training and inference workloads can create rapid changes in demand. WEF’s analysis says conventional planning that treats a data centre like a normal commercial connection does not fully account for those concentrated and workload-driven swings.

In an analysis published on 1 May 2026, WEF energy transition lead Jessica Obeid and Hassan Abulenein, its manager for the Middle East and North Africa, wrote: “Data centres should be recognized as critical, dynamic loads that materially affect grid stability, rather than treated as standard commercial customers.” That classification would bring hyperscale facilities into reliability, interconnection and emergency-planning decisions earlier, rather than leaving utilities to manage their effects after connection.

The scale of MENA’s planning gap
WEF estimates that the region’s installed electricity capacity would need to rise by 40% by 2030 to meet expected requirements, while current trajectories point to only about 15% growth. AI campuses are not the only source of demand, but their large, clustered connections can make that shortfall more difficult to manage.

The region also has a potential timing advantage. WEF’s October 2026 work says new data centres could potentially connect to MENA grids in two to five years, compared with more than 10 years in mature markets. Faster deployment could attract investment and help close the digital-infrastructure gap, but only if generation, transmission, water supply and permitting advance at the same pace.
WEF places the potential economic and sustainability value of MENA’s AI expansion at more than $1 trillion by 2030. That is a potential value estimate from WEF, not a guaranteed regional outcome; it depends on infrastructure and governance choices made now.
Cooling turns AI growth into an energy-and-water problem
High-performance AI hardware converts much of its electrical input into heat. WEF says cooling can account for more than 40% of total data-centre electricity consumption globally. MENA’s extreme summer temperatures increase the cooling burden, and the same electricity and water systems may also be needed for desalination and household air conditioning.

A new hyperscale campus therefore competes with existing seasonal demand at precisely the time when grids are under their greatest stress. Water-intensive cooling can add another constraint in locations already dependent on desalination or facing scarcity.

- High Security: The locked glass door ensures the security of data and equipment. Wall mount rack enclosure server cabinet is ideal for use in public places such as offices, effectively protecting the security of your devices.
- Hassle-free Installation: Fully adjustable square-hole mounting rails of the wall mount server cabinet facilitate device installation. Wiring holes on the top, bottom, and rear panels provide you with easy cable routing.
What efficient facilities should measure
WEF identifies a power usage effectiveness (PUE) below 1.3 as typical of facilities at the upper end of its resource–intelligence matrix. PUE compares total facility energy with the energy used by computing equipment; a lower figure indicates that less overhead is spent on cooling and other infrastructure. It is an efficiency indicator, not a complete measure of a site’s water use, carbon intensity or resilience.
WEF’s resource–intelligence matrix
The framework assesses a facility on two dimensions:
| Dimension | What it examines | High-performing approach |
|---|---|---|
| Energy optimization | How electricity is sourced, diversified and secured | Renewable or diversified supply, storage or hybrid generation, and transparent reliability planning |
| Intelligence optimization | How data, automation and predictive analytics manage demand | Real-time optimization, predictive maintenance and participation in demand-response markets |
WEF’s comparison also considers cooling and water efficiency, grid flexibility, resilience and regulatory readiness. The strongest projects combine climate-adapted cooling, reliable and diversified power, transparent reporting and the ability to adjust consumption when the grid needs support.

What governments and utilities need to change
Classify hyperscale sites as critical, dynamic loads
Interconnection studies should model AI workload variability, not just a fixed maximum demand. Reliability rules can then account for ramp rates, redundancy, backup generation, storage and the consequences of curtailing or interrupting different workloads.

Plan electricity, water and land together
Permitting agencies should coordinate energy, water, digital policy and land-use decisions. Approving a site without confirming transmission capacity, cooling-water availability and seasonal resource constraints can create bottlenecks after construction has begun.
Use diversified and behind-the-meter supply where it helps
Behind-the-meter solar paired with storage, hybrid generation and other diversified sources can improve reliability and reduce pressure on constrained interconnections. These systems do not remove the need for a robust grid connection; they should be evaluated for their actual contribution to firm capacity, emissions and operational resilience.
Adopt cooling suited to hot, water-stressed climates
Operators should assess closed-loop or dry-cooling systems and the use of treated wastewater where feasible, instead of assuming conventional evaporative cooling is suitable everywhere. The right choice depends on local temperature, humidity, water quality, efficiency and lifecycle impacts.
Make demand flexible and visible
AI-enabled controls can shift non-urgent training workloads, optimize inference demand and identify equipment problems before they cause failures. Utilities can use demand-response markets to reward verified load reductions, provided measurement, cybersecurity and service-quality rules are clear.

How operators should choose sites
Site selection is an infrastructure decision, not simply a real-estate decision. WEF recommends evaluating:
- Grid robustness, available transmission and the time required for interconnection upgrades.
- Access to renewable or otherwise diversified electricity supplies.
- Seasonal opportunities for free cooling and the performance of mechanical systems during extreme heat.
- Water availability, desalination requirements and options for treated wastewater or closed-loop operation.
- Existing energy infrastructure, emergency response arrangements and the regulatory path for expansion.
Early disclosure of expected load profiles, cooling design, water demand and flexibility capabilities can help utilities distinguish a controllable project from one that would add an unmanaged peak.
What the policy shift means for MENA’s AI build-out
Recognizing AI data centres as critical loads does not mean blocking new facilities or reserving all capacity for them. It means connecting projects through a planning process that reflects their system-wide effects. MENA’s possible two-to-five-year connection window is an opportunity only if authorities use it to coordinate generation, networks, cooling, water and digital regulation.
WEF’s central message is that the region should treat hyperscale AI infrastructure as a coupled energy, water and digital system. Facilities that optimize both their resource use and their operational intelligence can support growth while giving grids more flexibility; projects that ignore those constraints risk intensifying shortages during the region’s hottest and most demanding periods.
