What does the $481 million figure mean?
It is a ceiling implied by the state’s announced terms, not a confirmed payment or appropriation. Maryland and Baltimore County said they had committed to match up to 13% of Anduril’s anticipated private investment through existing incentive programs and new appropriations. Applying 13% to $3.7 billion gives $481 million, but the state announcement did not declare that exact amount as a finalized award. Maryland’s October 6 announcement says new appropriations require approval from both the General Assembly and Baltimore County Council.

Contemporaneous reporting also described a proposed county manufacturing personal-property tax credit of up to $210 million over 30 years. That proposal is not the same thing as an approved cash grant, and Anduril had not confirmed that $481 million was an accurate total. The final state/county allocation, legislation, approvals, and appropriations remain unsettled. WBAL-TV’s report discusses the potential support and the proposed county tax credit.

Three different sums—and three different kinds of money
The headline figures refer to separate commitments or possibilities. They should not be added together as though they were a single public expenditure.

What Anduril plans to build at Sparrows Point
Anduril calls Arsenal-2 a “software-defined shipyard.” The planned facility would cover two million square feet at Tradepoint Atlantic, within the Sparrows Point complex in Baltimore County, and expand the U.S. submarine industrial base. Components first, not whole submarines
The initial work is expected to include submarine components such as torpedo tubes. USNI News reports that Anduril has discussed modules and eventually full hull sections as longer-term goals, but the company is not planning to build complete submarines at the Maryland site. When is production expected to begin?
Anduril expects production at Sparrows Point to begin in 2030, according to USNI News. The company plans earlier production at its Costa Mesa, California facility; the Maryland site is therefore not described as the first place the work will start. How many jobs and how much economic activity are projected?
Maryland’s announcement projects more than 3,100 new permanent direct jobs and says the project is expected to support over 14,000 jobs in total. It also estimates more than $2 billion in annual economic output and $312 million in wages each year. The state also said it plans capital support for a workforce-training Center of Excellence. The site for that center has not yet been determined, and its support is part of the broader announcement rather than a completed facility.

What is known about the political event?
President Donald Trump attended the October 6 announcement. The Associated Press reported that Maryland Gov. Wes Moore did not attend. Moore’s spokesperson said he was blocked from speaking; a White House spokesperson said Moore was invited and characterized his absence as a boycott.
