Insurance Journal reported the appointment on October 15, 2026.
Who is Michael Crowley?
Crowley brings a decade of risk-management experience at Meta, where he led insurance and risk programs for major infrastructure projects. His work included an owner-controlled insurance program for Meta data centers covering more than $200 billion in construction values, according to Insurance Journal’s account of the appointment. That figure is an attributed program value, not an independently audited measure of the broader data-center market.

Before Meta, Crowley worked in data-center construction sourcing at Facebook and Amazon Web Services. His background therefore spans procurement, project delivery, insurance and enterprise risk rather than a single operating function.
What his new Marsh role covers

Why digital infrastructure needs a specialist risk approach
Demand for computing capacity, connectivity and artificial-intelligence infrastructure is increasing at a pace that can exceed the ability of traditional risk processes to keep up. Marsh says its clients are measuring success through speed to market, capital efficiency and resilience—objectives that can conflict when projects are rushed or responsibilities are unclear.

Digital assets also depend on one another. A data center may require a particular utility connection, a small group of specialist contractors, scarce processors and cloud or software platforms. A failure in one part of that chain can affect many facilities and customers at once. Risk decisions made during design or contracting can therefore determine the scale and cost of an incident years later.

Construction and design
Large facilities combine complex electrical, cooling, fire-protection and networking systems. Errors in design, installation or commissioning can create physical damage, delayed revenue and disputes over which party must pay. Project insurance and contract wording need to reflect the actual sequence of handoffs and testing, not just the headline construction budget.

Power and energy
Reliable electricity is a core operating dependency. Grid interconnection delays, fuel or generation constraints, extreme weather and changes in energy regulation can affect both a project’s schedule and its long-term economics. Energy risk must be considered alongside property coverage and business-interruption assumptions.
Cyber and technology concentration
Marsh’s global digital-infrastructure risk overview highlights cyber exposure and dependence on scarce graphics-processing units and foundational artificial-intelligence models. A concentrated supplier base can turn a component shortage or technology failure into a systemic interruption, even when a facility itself is undamaged.

Contracts and counterparties
Cloud, hosting and network operations rely on detailed service-level agreements, warranties, indemnities and limitation-of-liability clauses. Risk managers must test whether those provisions match the insurance available, the parties’ balance sheets and the real consequences of an outage or delayed delivery.

Regulation and finance
Digital-infrastructure projects face changing requirements for data handling, cybersecurity, energy use, reporting and physical security. Interest rates, project financing terms and investor expectations can amplify the effect of an operational or regulatory setback. Marsh says enterprise, contractual and cyber-risk programs need to adapt as technologies and operating models change.

Marsh said Crowley is the latest digital-infrastructure veteran to join its team as clients confront an unusually rapid pace of risk. The firm claims that its practice serves 75% of the 25 largest data-center companies and 10 of the largest global technology companies by revenue. Those are Marsh’s company claims for 2026, not independently verified market-share statistics.
The appointment does not announce a new insurance product, pricing schedule or public referral program. Its immediate significance is organizational: Marsh is adding a senior specialist with owner-side data-center experience to connect risk decisions made by developers, builders, operators, investors and suppliers.
