Marketing Campaigns Are Moving Closer to Business Metrics

Marketing measurement is shifting from asking how many people saw or clicked a campaign to asking what business result it changed—and whether that evidence should change next year’s budget. It is a management direction, not a completed transition: teams still face gaps in data, trust, and cross-functional alignment.

Why campaign activity is not the same as business impact

Impressions, clicks, responses, and conversions can show whether a campaign ran as intended and how people interacted with it. They do not, on their own, establish that the campaign caused an additional sale, subscription, or other business result.

Last-touch attribution illustrates the distinction. It can credit the action immediately before a conversion, but that assignment does not show whether the customer would have converted anyway. Boston Consulting Group (BCG) frames the more consequential question as whether a program changed behavior relative to doing nothing. That distinction matters when a CMO must decide whether to increase, reduce, or redirect spending.

Operational measures remain useful: a sudden drop in reach or response may identify a delivery problem worth fixing. They become misleading only when treated as proof of causal impact or as a complete basis for a budget decision.

Build a measurement chain from the business goal

Start with the result the organization needs, then work backward to the customer behavior that could produce it and the marketing activity that might influence that behavior. Google’s vendor guidance recommends aligning business goals with marketing activity, stating the expected return at each funnel stage, and recording targets before a campaign begins.

  1. Business objective: Name the result that matters, such as profitable growth or customer retention. Define the measure and period so the team can tell what success means.
  2. Customer behavior: Specify the change that could contribute to that result—for example, more eligible customers completing a purchase or renewing.
  3. Marketing outcome: Identify the response marketing is expected to influence, such as qualified consideration or completed sign-ups.
  4. Primary KPI: Choose a measure close enough to the intended outcome to guide the decision, and set its target before launch.
  5. Diagnostics and delivery checks: Track reach, engagement, and other operational measures to explain performance or spot execution problems. Keep them distinct from evidence that the campaign caused the business result.

The chain prevents a common mismatch: a team can meet a campaign target while missing the business objective, or observe a business result without knowing whether marketing contributed to it.

Choose a measurement method for the decision

Attribution, incrementality testing, marketing mix modeling (MMM), and delivery metrics answer different questions. Google’s vendor guidance describes a modern framework that combines attribution, experiments, and MMM rather than treating one as a universal substitute for the others.

Campaign and delivery metrics Did the campaign reach, engage, or convert people according to its operational measures? Observed activity and response; useful for diagnostics, but not causal proof. Usually available from campaign and platform reporting. Granularity is often campaign- or channel-level; data needs and cost vary by setup.
Attribution Which touchpoints receive credit for an observed conversion? Assigns value across interactions in a journey. Useful for tracing touchpoints and optimizing within a platform or journey, but assigned credit is not automatically causal. Requires interaction and conversion data. It can support journey-level analysis; data integration and model choices affect feasibility.
Incrementality testing Did marketing cause additional outcomes beyond what would have happened otherwise? A structured test, often using a randomized holdout, compares exposed and unexposed groups to estimate lift. It can support causal conclusions for the tested intervention and population. Requires a suitable test design, enough scale to detect a meaningful difference, and buy-in for withholding marketing from a holdout group. Small samples or limited budgets can restrict conclusions about individual actions.
Marketing mix modeling (MMM) How do historical marketing efforts relate to business outcomes across channels and other factors? Models relationships using historical data and external sources. It can inform broader channel and budget planning, but its results depend on the data and modeling assumptions. Requires usable historical marketing and business data, often across channels, as well as external factors relevant to the outcome. It is less suited to proving the effect of one isolated customer-level action.

Google Analytics documentation and Google’s measurement guidance describe combining these approaches; neither source establishes that every organization needs the same mix. Gartner’s February 2026 research abstract recommends combining attribution and testing for B2C marketing. The practical choice depends on the decision, data, scale, cost, and consequences of being wrong.

Account for the cost and limits of tests

A holdout makes a comparison possible by deliberately not showing marketing to some eligible customers. That creates an opportunity cost: the organization forgoes potential exposure for the holdout group during the test. A test may also be too small to distinguish a real effect from noise, especially when the team wants to evaluate several individual actions separately.

Before running a test, define the intervention, comparison group, outcome, and period that matter for the decision. If scale or budget cannot support a useful test, do not turn an inconclusive result into a claim that marketing had no effect. Use the available evidence cautiously and consider whether broader historical modeling or a better-powered test can answer the larger allocation question.

Why the shift is difficult to put into practice

Measurement depends on more than analytics software. Teams need business and marketing data that can be connected, shared definitions for outcomes, and people who can use the findings across functions.

  • Trust in measurement: In the BCG/Google Global Measurement Study (N=3,140), as cited by Google in 2025, 40% of global organizations completely trusted the performance of their current measurement solutions. This is a finding from that study population, not a universal estimate of every organization.
  • Organizational alignment: In initial findings from the CMO Council’s ongoing 2026 Marketing Transformation Performance Audit and Scorecard, more than 200 marketing leaders had participated by July 22, 2026. Of those surveyed, 37% said marketing was still viewed internally as a tactical support function, and 31% cited silos that hinder cross-functional collaboration. The same assessment found that only 1 in 4 chief marketers reported being highly advanced, adaptable, and agile in embracing emerging marketing technology.
  • Accessible data: NIQ’s 2025 CMO Outlook survey, published in its 2026 guide, found that 37% of CMOs said they had a centralized data lake easily accessible to stakeholders. A shared data store can help, but it does not by itself ensure consistent definitions or sound decisions.
  • Budget scrutiny: In that same NIQ survey, 84% of CMOs cited marketing ROI as their most popular metric for allocating budget across media portfolios. That shows the salience of ROI in respondents’ allocation practices; it does not establish that ROI is measured consistently or that a particular method caused better allocation.

These figures come from different studies and populations and should not be combined as if they were one measure of industry-wide readiness. They point to different parts of the operating challenge: confidence in measurement, organizational cooperation, accessible data, and pressure to justify spending.

Make the next budget decision more evidence-led

  1. Write down the decision first. State what could change—such as increasing a channel’s budget—and what evidence would justify that change.
  2. Set the outcome and targets before launch. Record the business objective, the relevant customer behavior, the primary KPI, and delivery diagnostics. This makes it harder to redefine success after results are visible.
  3. Choose evidence proportionate to the stakes. Use delivery data to manage execution, attribution to understand credited touchpoints, tests to estimate causal lift, and MMM to assess broader historical relationships. Important allocation changes warrant stronger evidence than routine campaign adjustments.
  4. Check whether the data and organization can support the answer. Align marketing, analytics, finance, and other relevant teams on definitions and access. Choose a test scale and timeframe that can answer the decision, or state the limits clearly.
  5. Review at the right cadence. Use operational metrics to catch delivery issues while a campaign is running; evaluate causal or modeled evidence when it is available and relevant to the next allocation decision.

In NIQ’s 2026 guide, Coty executive Mark Cooper described budget allocation as “much more fact-based” and said “every single dollar is interrogated much more than it ever used to be.” That captures the pressure on marketing teams, but the goal is not to make every campaign decision look perfectly measurable. It is to match the evidence to the decision, distinguish observed activity from causal impact, and make the limits clear.
