India’s formal flexi-staffing market grew in Q1 FY27 (April–June 2026), with manufacturing and consumer-facing sectors supplying much of the demand. The Indian Staffing Federation (ISF) reported 2.6% quarter-on-quarter growth and 7.5% year-on-year growth among its member firms. Technology staffing also expanded, but June’s rise in AI and machine-learning roles came alongside a reported decline in overall IT hiring.
Did flexi staffing recover in Q1 FY27?
Yes. ISF reported that employment through its member staffing firms rose 2.6% from the previous quarter and 7.5% from a year earlier in Q1 FY27. The Federation’s current staffing-industry research summary says its members represented 1.95 million formal flexi workers in the quarter and added 1.14 lakh net new formal flexi jobs over the four quarters.

The quarter-on-quarter figure describes the change from the preceding quarter; the year-on-year figure compares with the same quarter a year earlier. They are different comparisons, not competing estimates. The ISF reports that general staffing grew 2.6% quarter-on-quarter, while IT staffing grew 2% quarter-on-quarter and 7% year-on-year.
What does flexi staffing mean?
Flexi staffing is temporary hiring for a fixed period or until a project is completed, as defined in Business Standard’s account of the ISF report. The figures here concern formal flexi employment reported by ISF members, not every temporary worker or staffing provider in India.

Which sectors drove flexi-staffing growth in India?
Manufacturing and consumer-facing work led general staffing
Manufacturing was described as the largest volume driver. Reported areas of demand included auto components, electrical and electronics assembly, and food processing. Consumer, retail and telecom also supported general staffing, as did e-commerce, quick commerce, logistics and road transport. Those sectors showed strength even though April–June is outside the usual festive-season hiring cycle.
Business Standard’s report coverage said production, manufacturing and engineering hiring rose 14% in June 2026. That is a month-specific increase, not a growth rate for the full quarter. The report also noted that banking, financial services and insurance (BFSI) demand was cooling amid regulatory limits on outsourcing, while non-bank financial companies and fintechs continued to offer openings.
Other sector figures are also month-specific
Business Standard reported that healthcare, pharma and life-sciences hiring rose 22% in June 2026. Insurance hiring increased 16% in June, while banking hiring fell 15% in May. These comparisons describe individual months, so they should not be read as quarter-wide sector growth rates.
How did IT staffing perform in Q1 FY27?
ISF’s quarter-level measure shows IT staffing improved: it grew 2% quarter-on-quarter and 7% year-on-year. But the figures do not indicate a broad technology hiring boom. Business Standard’s account of the report said AI and machine-learning roles grew 25% year-on-year in June 2026 while overall IT hiring fell 3% that month.

The two June measures can move in opposite directions: specialist AI/ML hiring may increase while total IT hiring contracts. They cover different slices of technology demand, and the June comparisons should not be confused with ISF’s full-quarter IT staffing figures. The available figures do not establish that technology alone drove the overall market recovery.
The report also said global capability centres (GCCs) accounted for 45–67% of specialised staffing associates and revenue, and that GCC hiring had held up for several consecutive quarters. This statement is attributed to the report, not to a named individual.

How broad are the ISF figures?
The Q1 report surveyed more than 120 ISF member staffing companies across 15 sectors, collecting primary inputs through email surveys over 60 days, according to Business Standard. The published account does not state the survey response rate, detailed sample frame, weighting or exact method used to calculate net employment. Treat the growth rates and worker counts as ISF-member figures, not a census of India’s staffing market.
