Neither is automatically safer. A managed AI-agent service can remove some runtime-operations work, while a bring-your-own-agent (BYOA) deployment gives your team more control over code, infrastructure, and integrations. In both cases, your business remains accountable for the agent’s identity, permissions, data access, tool calls, oversight, and business impact. The safer choice is the model your organization can govern, monitor, and shut down reliably for the agent’s actual level of access.
Use the label only as a starting point. Ask which components the provider operates, which controls your team must configure, who can see the logs, how identities and credentials are issued, and what happens when the agent makes a harmful or unauthorized decision.

What managed and BYOA agents mean
A managed agent service is hosted and operated partly or largely by a provider. The provider may run model endpoints, orchestration, scaling, patching, or portions of the tool-runtime layer. The exact boundary differs by service and contract; the word managed does not identify a standard security package.

You may choose the model, orchestration code, hosting environment, connectors, identity integration, policy engine, and telemetry. That control can support unusual requirements, but it also makes your team responsible for securing and maintaining more layers.

Neither description tells you whether an agent can read a customer database, change production records, send payments, or only summarize documents. Risk follows those capabilities, not the deployment label.
The shared-responsibility reality
Microsoft’s guidance recommends an enforceable baseline for every agent that aligns with existing identity, data-governance, and security practices. A provider can secure its service components, but your administrators still decide which users can invoke an agent, what data it can retrieve, which tools it can call, and which actions require approval.
For a managed service, divide responsibilities into three layers:

Find and replace yours safely.Free scan · under a minute- Provider-operated layers: the service infrastructure, platform patching, availability controls, and any security features explicitly included in the service documentation.
- Customer-configured layers: agent instructions, identities, role assignments, connector settings, data scopes, tool allowlists, retention choices, and approval workflows.
- Business-accountability layers: deciding whether a use case is acceptable, meeting regulatory and contractual duties, investigating incidents, and stopping an agent when its behavior is unsafe.
In BYOA, your team operates or assembles more of the first layer as well as the second and third. A hosted virtual machine does not make a BYOA design managed; your organization still owns the agent runtime, dependencies, credentials, logging, and response process unless a contract clearly assigns a specific duty elsewhere.

Why an agent identity is a security boundary
An agent is not merely a chat interface. It can authenticate to systems, obtain records, and trigger actions. NIST advises treating agents as first-class entities with unique identifiers, credentials, and entitlements bound to the identity of the user or system operating the agent. That lets security teams answer two separate questions: who requested the work, and which agent identity actually accessed a system or performed an action.
Give every production agent its own identity rather than sharing a human administrator’s account or a generic integration credential. Bind the agent’s authority to the initiating user, workload, or approved business process where the platform supports that relationship. Use short-lived or centrally managed credentials, rotate them, and record which identity was used for every tool call.
Local or self-managed deployments deserve extra scrutiny. NIST notes that they can make centralized identity harder and can encourage static credentials stored in files. A secret in an environment file, notebook, container image, or source repository is not an identity strategy. Keep credentials in a managed secret system, prevent developers and agents from reading more secret material than necessary, and alert on unusual use.
Threats both deployment models must handle
Agent-specific attacks can occur inside a provider’s platform or in your own runtime. Microsoft describes every agent-to-tool, agent-to-service, and agent-to-agent interaction as an expansion of the attack surface. The following risks should be assessed for either model.

Indirect prompt injection and hijacking
Retrieved web pages, documents, tickets, emails, and tool results can contain instructions that conflict with the user’s request. Treat external content as data, not as trusted policy. Keep system policy separate from retrieved text, constrain the tools available in each step, and require deterministic validation before an action is executed.
Sensitive-data leakage
An agent may expose information in a response, a tool parameter, a log, a prompt trace, or a downstream service. Minimize the data supplied to each step, enforce tenant and record-level boundaries, redact secrets, and define retention for prompts, outputs, and traces. Verify how a managed provider handles stored content rather than assuming that hosting transfers your data obligations.
Unintended or excessive actions
A plausible-looking plan can still delete records, send a message to the wrong recipient, or alter a financial or production system. Separate read and write permissions, use narrowly scoped service accounts, validate parameters outside the model, and place meaningful human approval before irreversible or high-impact operations.

Models, plugins, connectors, packages, prompt templates, and external data sources are dependencies. A managed service may update some of them; a BYOA team selects and updates more of them. Inventory every dependency, pin or approve versions where practical, review changes, and monitor behavior after updates.

Agent sprawl
Unregistered agents accumulate access and become difficult to retire. Maintain an inventory with an owner, purpose, environment, identity, connected systems, data classification, approval level, and retirement date. Disable abandoned identities and connectors instead of leaving them dormant.
Insufficient human oversight
Automation is not supervision. Define which actions an agent may complete autonomously, which require a named approver, and which are prohibited. Approval must show the proposed action and relevant evidence, not merely offer a generic confirm button. Operators need a reliable interrupt or shutdown mechanism.
Managed versus BYOA: a practical comparison
| Decision axis | Managed agent service | Bring-your-own-agent | What to verify |
|---|---|---|---|
| Runtime operations | The provider operates some service components; the scope varies. | Your organization operates or assembles more of the runtime and its dependencies. | Which layers are patched, logged, backed up, and monitored by each party, and who handles an incident. |
| Identity and permissions | You still have to understand the agent identity and its downstream privileges. | You design identity, credentials, and downstream access, with extra care for local credentials and central visibility. | Unique agent identities, managed or short-lived credentials, least privilege, scoped service accounts, and auditable attribution. |
| Data and tool access | Provider features may help enforce boundaries, but your configuration determines effective access. | You select and operate integrations and enforcement mechanisms. | Data minimization, connector behavior, read/write separation, tool allowlists, parameter validation, and tenant isolation. |
| Oversight and observability | Confirm what logs and monitoring the service supplies and what your team can inspect or export. | You must provide telemetry, detection, retention, and response processes. | Human approval for high-impact actions, interruption capability, complete audit trails, and incident handling. |
| Expertise and customization | Less runtime engineering may be needed, but platform configuration and governance remain necessary. | More implementation control comes with greater security-engineering and operations responsibility. | Whether the team has AI-security, identity, cloud, and autonomous-systems expertise. |
| Provider and supply-chain dependence | You rely on the provider’s services, models, tools, and update process. | You select more components but must inventory, validate, version, and monitor them. | Dependencies, update controls, data terms, resilience, security commitments, portability, and exit options. |
This is a responsibility map, not a claim that every service supplies a particular feature. Ask for current documentation and contract language for each cell.
Controls that should sit outside the model
A model’s reasoning and prompt instructions are useful for planning, but they are not an authorization boundary. AWS security guidance recommends deterministic, infrastructure-level enforcement external to the agent’s reasoning loop. If a model says it followed a rule, that does not prove that a network, identity, or data-control system enforced the rule.
Best Value
- Identity control: authenticate the caller and agent separately; issue only the permissions required for the approved task.
- Network and service control: restrict which hosts, APIs, queues, and databases the runtime can reach. Deny by default and allow only named destinations.
- Tool control: maintain an allowlist of callable tools, schemas, methods, and environments. Reject unknown tools and malformed parameters before execution.
- Data control: enforce repository, tenant, record, and field-level permissions in the data service itself. Do not rely on the model to omit a restricted field.
- Write control: separate read and write credentials where the workflow permits it. Put transactions, deletions, external messages, and privilege changes behind explicit policy checks.
- Rate and quota control: cap calls, spend, records affected, and execution time so a loop or hijack cannot run without bounds.
- Audit control: record the requesting user, agent identity, tool, parameters after safe redaction, result status, policy decision, and approver.
How to evaluate a managed service
Before connecting business data, request concrete answers rather than accepting a general security description.
- Draw the responsibility boundary. List the model endpoint, orchestration layer, tool runtime, network path, identity provider, data stores, logging system, and support channel. Mark who patches, configures, monitors, and responds for each.
- Inspect identity behavior. Confirm whether each agent receives a distinct identity, how user context is propagated, whether credentials are short-lived, and how access is revoked. Determine whether service accounts can be scoped to particular tools and environments.
- Test authorization independently. Ask how the platform enforces tenant separation, record-level permissions, read/write separation, and tool allowlists. Verify that a prompt cannot grant itself a permission that the underlying service denies.
- Review logging and evidence. Establish which events are captured, how long they are retained, whether your team can export them, and whether logs identify the user, agent, tool, parameters, and policy decision. Check for access to logs during a provider outage or account dispute.
- Define approval and interruption. Identify high-impact actions and verify that approvals are enforceable, attributable, and visible to reviewers. Confirm how operators pause an agent, revoke tokens, disable connectors, and preserve evidence.
- Examine data handling. Document where prompts, retrieved content, outputs, and traces are stored, who can access them, and what deletion and retention controls exist. Match those terms to your contracts and regulatory obligations.
- Assess change and dependency management. Ask how model, connector, plugin, and runtime updates are announced, tested, rolled back, and recorded. Determine whether you can pin a version or stage an update before production use.
- Plan exit and failure recovery. Confirm how to export configurations, logs, and data, replace a provider component, and continue critical work if the service is unavailable. Include a tested credential-revocation procedure.
How to build a BYOA agent safely
Microsoft advises using an infrastructure-as-a-service approach only when the organization has deep expertise in AI security, identity, and autonomous-systems risk. A capable software team is not automatically prepared to operate an autonomous system with production authority.
- Classify the use case. Document the business owner, users, data classes, tools, allowed outcomes, prohibited outcomes, maximum impact, and whether the agent acts synchronously or in the background.
- Choose an execution boundary. Isolate the runtime from general developer workstations and production control planes. Use separate development, test, and production identities and networks.
- Implement workload identity first. Register the agent with a unique identifier, use a managed secret mechanism, and bind permissions to the initiating user or approved workflow. Prohibit credentials in source code, prompts, notebooks, and images.
- Build deterministic policy gates. Put authorization, schema validation, network restrictions, quotas, and approval checks in middleware or the target service. The model should propose an action; policy code should decide whether it can run.
- Constrain tools and data. Expose only the minimum functions and fields needed. Use separate read and write paths, fixed parameter types, and explicit destination allowlists. Treat every retrieved artifact as untrusted input.
- Add human control points. Require named approval for irreversible, high-value, legally sensitive, or externally visible actions. Provide a kill switch that does not depend on the agent cooperating.
- Instrument every step. Capture traceable events for planning, tool selection, policy decisions, execution, and results. Redact secrets and sensitive payloads while retaining enough evidence for investigation.
- Test adversarially. Try malicious documents, conflicting instructions, oversized inputs, replayed approvals, expired credentials, unavailable tools, and partial failures. Verify that denial is safe and that retries cannot duplicate an action.
- Operate a lifecycle. Assign an owner, review access periodically, patch dependencies, approve model or prompt changes, rotate credentials, and retire the agent and its identities when the use case ends.
A decision framework for choosing the model
Choose managed hosting when your main gap is operating the runtime and the service gives you inspectable identity, policy, logging, approval, and exit controls that fit your requirements. It is not a shortcut around governance; it is a way to outsource selected operational layers.
Choose BYOA when you need implementation or data-plane control that the managed service cannot provide and you can staff the required security and operations work. The business should be able to demonstrate central identity, deterministic policy enforcement, complete telemetry, incident response, and a maintained dependency inventory before granting production access.
A hybrid design is often practical: use a managed model or orchestration component while keeping sensitive tools behind your own policy gateway, or run a self-managed agent with a provider-hosted model that has no direct access to business systems. The security result depends on the interfaces and controls at those boundaries, not on the hybrid label.
Questions to answer before production approval
- Who owns this agent, and who can revoke it immediately?
- What exact user, workload, and agent identities appear in downstream audit logs?
- Which data can it read, which tools can it call, and which actions can it write or trigger?
- What prevents retrieved content or a tool result from changing its authority?
- Which actions require human approval, and can an operator interrupt execution?
- Where are prompts, outputs, traces, credentials, and tool results stored and for how long?
- How are model, plugin, connector, and prompt changes reviewed and rolled back?
- What happens during provider, network, identity, or dependency failure?
- Can the organization export evidence and move the workflow elsewhere?
- Does the team have the AI-security, identity, cloud, and autonomous-systems expertise required by the chosen operating model?
What the evidence can—and cannot—establish
Official guidance from Microsoft, NIST, AWS, and OWASP describes risks and recommended controls, but it does not establish a comparable safety score, incident rate, or universal winner for managed versus BYOA deployments. Provider features, geographic availability, certifications, data terms, and liability allocations are service-specific and can change. Verify them in current documentation and contracts for the service under consideration.
The defensible conclusion is conditional: a managed service can reduce infrastructure burden, while BYOA can increase control. Either can be unsafe when identities are shared, permissions are broad, external content is trusted, actions are unreviewed, or logs and response procedures are missing. Select the model your organization can enforce and operate over the agent’s entire lifecycle.
