California’s State Athletic Commission reportedly ordered REK to stop holding or promoting combat-sport events involving humans without the commission’s approval and licensing. That is a reported cease-and-desist notice—not a court ruling that the San Francisco human-versus-robot exhibition was illegal. The legal question of how California’s rules apply to a remotely operated robot has not been resolved in the sources reviewed.
What happened in the man-versus-robot fight?
Reports place the event in San Francisco on September 18, 2026. The human participant was influencer Frankie LaPenna, and the humanoid robot was REK’s Rekbot. Circulated footage reportedly showed the robot kicking LaPenna down. REK later reportedly said LaPenna prevailed over the full encounter, so the available accounts do not establish a settled result.

The bout was described as teleoperated: a human pilot directed the robot using VR equipment, while software helped it maintain balance and stability. The reporting does not identify which headset, if any, was used at this event, or establish that the robot autonomously chose its attacks.

What did California reportedly order REK to stop?
Tom’s Hardware reproduced language attributed to the California State Athletic Commission (CSAC) that told REK to cease and desist from holding, promoting, or advertising a boxing or mixed martial arts contest, match, or exhibition involving a human in California without prior commission approval, and from promoting or participating in such an event without a license under Business and Professions Code section 18640. This is the wording as reproduced in Tom’s Hardware’s report; the specific notice was not independently verified against an official commission document.
The state’s official description of CSAC says the commission regulates professional and amateur boxing, kickboxing, and mixed martial arts statewide through licensing and event supervision. That confirms the commission’s general role, but it does not itself explain how the rules apply to a match in which a human fights a remotely operated robot.

Does the notice mean a court ruled the fight illegal?
No. A cease-and-desist notice is an agency demand to stop specified conduct; it is not a court judgment. The reporting describes the commission’s position and the action it took, but the sources reviewed do not identify a final court ruling on this exhibition or an authoritative commission explanation resolving the human-versus-remotely-operated-robot question. It would therefore overstate the evidence to say a court declared this particular fight illegal.
Nor does the reported notice establish that every robot-versus-robot event is banned. Its reproduced wording concerns contests, matches, or exhibitions involving a human in California, along with promotion or participation without the required approval or license.
