To keep OneDrive transferring files while Windows 11 marks the current connection as metered, open the OneDrive cloud menu, choose Help & Settings (or the gear), select Settings and Sync and backup, then turn off Pause syncing when this device is on a metered network. The exact wording or location can differ between OneDrive builds.
This OneDrive switch is separate from Windows 11’s Metered connection classification. Windows labels a network as metered to encourage lower data use; OneDrive then decides whether to pause its own synchronization. You can leave the network classified as metered and still allow OneDrive to sync, but the transferred data will count against a limited allowance.

What the two metered-network controls actually do
OneDrive stops or continues its own file transfers. Windows decides whether the active Wi-Fi, Ethernet or cellular connection is treated as metered. They interact, but changing one does not automatically change the other.

Think of the controls as a classification and a response. Windows is saying, “This connection may be limited.” OneDrive is deciding, “Should my own queue stop because of that warning?” Turning off OneDrive’s pause response does not make Windows or other applications ignore the warning. Conversely, marking a network metered does not guarantee that OneDrive will stop if its pause option has been disabled or an administrator policy tells it to continue.
Turn on OneDrive syncing over a metered connection
1. Open the OneDrive menu
- Look at the Windows 11 taskbar notification area for the OneDrive cloud icon.
- If you do not see it, select the hidden-icons arrow to expand the notification area.
- Select the cloud icon, then select the gear or Help & Settings.
The personal and work or school OneDrive clients use similar controls, although labels can move as Microsoft updates the app. If several cloud icons appear, open the account whose files you want to keep syncing; a personal account and a work or school account can have different settings and policies.
2. Change the automatic-pause option
- Select Settings.
- Open Sync and backup.
- Find Pause syncing when this device is on a metered network.
- Turn that option off, then close the settings window.
A Microsoft Community Support Specialist gave this route in a Windows OneDrive answer dated May 27, 2024. It is practical guidance rather than a guarantee that every current build uses exactly the same labels, so search the Sync and backup page for “metered” if the wording differs. A release can move the option or use slightly different capitalization without changing the underlying behavior.
3. Confirm that synchronization resumes
Return to the OneDrive cloud menu. A normal syncing status, an upload or download count, or a message that files are up to date indicates that the client is no longer stopped solely because of the metered classification. If it remains paused, select Resume syncing or Sync Anyway from the notification and check the troubleshooting section below.
Test with a small, known file rather than immediately starting a large folder transfer. Save a small document in a OneDrive folder, watch the cloud status, and verify that it reaches the other signed-in device or the web view. This confirms that the setting took effect without committing the entire data allowance to a first synchronization.
Mark the current Windows 11 network as metered
You do not have to mark a connection as metered in order to allow OneDrive syncing. This step is for cases where you want Windows to recognize a limited plan while OneDrive is explicitly allowed to transfer files.
Wi-Fi
- Open Settings from the Start menu or press
Windows + I. - Go to Network & internet > Wi-Fi.
- Select the connected wireless network.
- Enable Metered connection.
Ethernet
- Open Settings > Network & internet > Ethernet.
- Select the Ethernet connection currently in use.
- Enable Metered connection.
Cellular
Windows treats cellular connections as metered by default. If a cellular adapter is active, OneDrive can therefore encounter the pause rule without any Wi-Fi or Ethernet change.

Windows describes metering as a way to help control usage on limited plans. It does not impose a universal OneDrive data limit, and the available evidence does not establish a reliable number of megabytes per hour or per file. Actual use depends on which files change, their sizes, and whether other devices are also syncing.
The setting is tied to the network profile, not permanently to the computer. A home Wi-Fi network can be unmetered while a phone hotspot is metered, and an Ethernet connection can have its own classification. Check the currently connected network before troubleshooting OneDrive: you may be changing the status of a different saved network than the one carrying the traffic.
Decide whether continuous syncing is worth the data cost
Allowing OneDrive to sync keeps new and changed files available across devices without waiting for an unmetered connection. The trade-off is that every upload and download uses the allowance of the current plan. Large folders, photo libraries, operating-system images and repeated edits can consume substantially more data than a small document change.

- Keep automatic pausing when the connection is a phone hotspot, has a strict cap, charges overages, or is shared with other users and services.
- Use a temporary pause when you need to conserve data for a specific period but do not want to change the permanent rule.
Because there is no dependable fixed usage estimate, check the allowance supplied by your carrier or network provider and watch Windows’ connection-usage information while a large sync is running. OneDrive traffic is not limited to the files you are actively editing: a new device can download online-only content, and changes made while another device was offline can create uploads when connectivity returns.

Continuous syncing is therefore a convenience decision, not a data-saving feature. Keeping Windows’ metered classification enabled still helps Windows and compatible apps reduce their own usage, but it does not create a separate OneDrive budget. If the allowance is close to its cap, pause OneDrive before opening or editing a large collection of cloud-only files.
Use a temporary pause instead of changing the permanent rule
OneDrive’s taskbar menu includes a separate Pause syncing control. Microsoft Support lists pauses of 2 hours, 8 hours or 24 hours. Select the cloud icon, choose Pause syncing, and pick a duration. Open the same menu and choose Resume syncing to restart early, or wait for the selected period to expire.
This temporary control is different from the metered-network switch: it pauses transfers regardless of whether Windows considers the network metered. Changing the metered option is appropriate when you want the same behavior every time this type of connection is detected. A temporary pause is better for a meeting, a travel day, a billing-period limit or any other short interval when you want the normal rule restored automatically.
Do not confuse a temporary pause with an error. Files can show as waiting while the timer is active, then begin moving when you resume. If they remain pending after the timer ends, inspect the cloud menu for a separate account, storage or file-status message.

An organization can manage OneDrive with Group Policy or Microsoft Intune. The relevant policy is named Continue syncing on metered networks.
| Policy state | OneDrive behavior | User experience |
|---|---|---|
| Enabled | Syncing continues while the device is on a metered network | The user may be unable to override the organization’s choice |
| Disabled or not configured | OneDrive uses its automatic metered-network pause behavior | OneDrive can pause and notify the user; local controls may remain available unless another policy restricts them |
Microsoft’s policy documentation states: “If you enable this setting, syncing continues when devices are on a metered network.” A policy can also make a local switch unavailable or greyed out. Windows notes that an organization may prevent users from changing the metered-connection classification itself.
Policy behavior explains why two Windows 11 computers can show different results with apparently identical settings. On a managed computer, the administrator’s configuration is evaluated in addition to the consumer-facing OneDrive page. A local change may be ignored, revert after policy refresh, or never be offered. The work or school account can also be managed differently from a personal account on the same machine.
If the option is missing, locked, or repeatedly reverts after you change it, contact the organization’s IT administrator rather than trying to bypass the setting. Ask whether the Continue syncing on metered networks policy is intentionally enabled or disabled and whether a device-management profile controls the network classification. Tell IT whether the connection is Wi-Fi, Ethernet or cellular and whether the concern is compliance, bandwidth or a data cap.

The OneDrive icon is not visible
- Expand the taskbar’s hidden-icons menu.
- Use Windows Search to open OneDrive, then wait for the cloud icon to appear.
- If OneDrive is not installed or is not running, your organization may have removed or restricted it; check with IT on a managed PC.
An absent icon does not prove that the metered setting is wrong. The client must be running and signed in before it can evaluate the connection or display a queue. If Windows Search opens a setup or sign-in screen, finish that process or use the account that owns the files you are checking.

The metered option is not listed
OneDrive’s consumer interface changes between releases. Install available OneDrive updates, reopen Settings, and inspect Sync and backup for a similarly worded metered-network option. The policy-controlled client can also hide the user-facing switch.
Do not substitute the Windows Metered connection switch for the OneDrive pause switch. The former changes how Windows classifies the network; it does not, by itself, select whether OneDrive pauses. Conversely, turning off the OneDrive pause option does not turn off Windows metering.
The option is greyed out
A Group Policy or Intune profile is the most likely explanation on a work or school account. Only the administrator can change a locked policy. On a personal device, confirm that you are editing the intended OneDrive account if multiple accounts are signed in.
OneDrive paused and shows a notification
- Select the notification or the OneDrive cloud icon.
- Choose Sync Anyway or Resume syncing, if offered.
- If you want this to happen automatically in the future, turn off Pause syncing when this device is on a metered network in Settings > Sync and backup.
Sync Anyway is an immediate decision for the current pause. Turning off the automatic-pause option changes the default for later detections as well. If you only need one transfer, use the notification action and leave the permanent option unchanged.
Files remain pending after you allow syncing
Allowing metered transfers only removes that particular pause condition. Check for other status messages such as a signed-out account, a full storage quota, a file-name or path restriction, or a separate manual pause. The cloud menu’s status text identifies which condition is currently blocking the queue.
Also check whether the file is actually inside a folder selected for synchronization and whether the account shown in the cloud menu is the account that owns it. A metered-network change cannot resolve an authentication prompt, a storage limit or a file that OneDrive has excluded for another reason.
Sync resumes but uses too much data
Pause the client, then reduce its transfer rate if your OneDrive build exposes network-rate settings. Microsoft Support describes fixed upload and download limits and an Adjust automatically upload choice. The names and availability of these controls vary by version, and an organization may manage them. If you cannot find them, use the temporary pause choices or ask IT for the permitted bandwidth settings.
Limit OneDrive’s bandwidth when controls are available
Some OneDrive versions provide upload and download rate controls. A fixed limit can prevent synchronization from consuming all available bandwidth, while Adjust automatically lets OneDrive vary upload speed. Because Microsoft does not expose the same controls in every build or account type, do not assume their presence or a particular menu path. Look in OneDrive Settings for network, upload or download-rate options, and follow any administrator guidance on a managed device.
A bandwidth limit controls transfer speed, not the total amount of data that eventually moves. A large queue may therefore take longer while using roughly the same total allowance. Rate limiting is useful when you need other people or applications to remain responsive, but it is not a substitute for pausing a transfer you cannot afford.

OneDrive evaluates the connection classification it detects. If you turn off the pause option while connected to a metered hotspot, transfers can begin immediately. When you later move to another network, Windows applies that network’s own metered status. The OneDrive preference remains your chosen default until you change it, but an administrator policy can override it.

For a phone hotspot, check the hotspot’s plan before allowing a large initial sync. OneDrive may need to download files that are online-only on the PC and upload edits made while offline; both directions consume data. When switching back to home Wi-Fi, verify that the new network is classified as expected rather than assuming the previous network’s status followed you.
If you routinely alternate between a capped hotspot and an unlimited connection, leaving Windows metering enabled for the hotspot and using OneDrive’s permanent pause preference gives you a predictable choice: either allow transfers deliberately with Sync Anyway or turn off the pause rule only when you accept the cost. A network change does not erase a manually selected OneDrive preference.
Common mistakes to avoid
- Turning off Windows metering and expecting OneDrive to sync: this changes the network classification, but OneDrive can still be paused manually or by policy.
- Turning off the OneDrive pause switch and assuming all apps are unrestricted: the switch affects OneDrive’s own transfers only.
- Using a bandwidth limit as a data cap: a slower transfer can still move the same total files.
- Ignoring the first large queue: a new PC or an online-only library can download far more than a small edit.
- Trying to override a managed setting: a greyed-out or reverting option requires an administrator decision.
- Confusing a timed pause with a metered pause: the 2-, 8- and 24-hour controls pause OneDrive for a duration on any connection.
Quick checklist
- Open the OneDrive cloud icon in the taskbar notification area.
- Select Help & Settings or the gear, then Settings.
- Open Sync and backup.
- Turn off Pause syncing when this device is on a metered network.
- Use Sync Anyway or Resume syncing if a current notification has already paused the client.
- Keep Windows’ Metered connection setting enabled when you want Windows to treat the plan as limited.
- On a managed device, ask IT about the Continue syncing on metered networks policy if the switch is absent or locked.
- Use a 2-, 8- or 24-hour pause, or an available bandwidth limit, when you need to reduce immediate network impact.
- Watch the cloud menu after changing the setting and test with a small file before starting a large transfer.
Frequently Asked Questions
Why does OneDrive stop syncing when I use a metered network?
OneDrive normally pauses its own transfers when Windows identifies the active connection as metered, then shows a notification. Select Sync Anyway or Resume syncing for the current session, or turn off Pause syncing when this device is on a metered network under Settings > Sync and backup.
Do I need to disable Windows’ Metered connection setting?
No. You can leave Windows’ Metered connection enabled so Windows continues to recognize the plan as limited while allowing OneDrive to sync by disabling OneDrive’s separate automatic-pause option.
What if the OneDrive metered option is missing or greyed out?
The label can vary by OneDrive version, so look for a similarly worded option on Sync and backup. On a work or school device, Group Policy or Microsoft Intune may control it. Ask IT about the Continue syncing on metered networks policy rather than trying to bypass a lock.
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteWindows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallWill enabling sync over a metered connection use my data allowance?
Yes. Uploads and downloads made by OneDrive count against the current connection’s allowance. There is no universal per-hour or per-file estimate; usage depends on the files that change, their sizes and whether the computer must download online-only content.
How can I pause OneDrive temporarily?
Open the OneDrive cloud menu, choose Pause syncing and select 2 hours, 8 hours or 24 hours. Resume syncing from the same menu when you want to restart sooner. This pause is separate from the metered-network rule.
Can I limit OneDrive’s transfer speed?
Some OneDrive builds expose fixed upload and download limits and an Adjust automatically upload choice. Availability and labels vary, and an organization may manage these controls. A speed limit reduces transfer rate but does not reduce the total amount of data eventually transferred.
Why is OneDrive still pending after I allowed metered syncing?
The metered pause may not be the remaining blocker. Check the cloud menu for sign-in problems, a full storage quota, a file-name or path restriction, a manual pause or another status message. Also confirm that you are viewing the correct OneDrive account.
Does the setting apply to every network I use?
The OneDrive preference remains your default, while Windows assigns metered status separately to each Wi-Fi, Ethernet or cellular connection. A policy can override the preference on a managed device.
The Bottom Line
To let OneDrive sync on a metered Windows 11 connection, open the OneDrive cloud menu, go to Settings > Sync and backup, and turn off Pause syncing when this device is on a metered network. Keep Windows’ metered classification if you want its broader data-use safeguards, but monitor your allowance because OneDrive transfers still consume it. Use Sync Anyway, a timed pause or available rate limits for one-off situations, and contact IT when Group Policy or Intune controls the choice.
