Raghuvanshi at the state police headquarters in Mumbai on October 1, 2026, recognising his role in founding the C-60 anti-Maoist unit in Gadchiroli. Director General of Police Sadanand Date presented the honour, according to Hindustan Times.
Why K.P. Raghuvanshi was felicitated
The ceremony honoured Raghuvanshi and other officers who had served in Gadchiroli. Raghuvanshi was recognised for forming C-60, a specialist Maharashtra Police force established to operate against Maoist insurgents in the region. After the felicitation, he said, “I feel indebted to Maharashtra police for honouring me,” Hindustan Times reported on October 2, 2026.

When and how C-60 began
Hindustan Times reported that Raghuvanshi formed C-60 on December 1, 1990, while serving as Gadchiroli Superintendent of Police. The original unit comprised 60 commandos recruited locally. The report said local recruits were chosen for their familiarity with the terrain and their knowledge of Gondi and Madiya.
A second batch was created for South Gadchiroli in 1994. The report said C-60 personnel trained at specialist institutions including the National Security Guard campus at Manesar and the Jungle Warfare College at Kanker.

What C-60 does and where it operates
C-60 is a specialist Maharashtra Police force whose operations include dense forest and hilly terrain in Gadchiroli. A police officer cited by Hindustan Times described the district as having 76% dense forest cover. The report also said police operational resources in the area include drones, mine-protected vehicles, bomb-disposal squads and dog squads.
Reported current strength and Maoist activity
A police officer told Hindustan Times that C-60 had 29 teams and 961 personnel in Gadchiroli, and nine teams and 166 personnel in Gondia. These are staffing figures attributed to that officer in the October 2, 2026 report, rather than independently verified totals. The report separately said that by 2009 there were 379 armed Maoists in Gadchiroli and 57 in Gondia.
Police figures cited by Hindustan Times said 363 Maoists had been killed, 558 arrested and 861 surrendered. The report also said government records showed Gadchiroli free from armed Maoism in May 2026. That statement concerns the district at that time; it is not, by itself, a claim about the whole state or proof that C-60 alone produced the reported change.
