A period of no economic growth is a downside possibility, not what the latest central forecasts predict. The Federal Reserve’s September 2026 projections show positive U.S. growth, while the International Monetary Fund’s July 2026 outlook also projects positive—but uneven—global growth. Both outlooks can change as economic conditions shift.
What “no growth” would mean
No growth means economic output is broadly unchanged over the period being measured. It is different from slower growth: if output still rises, growth remains positive even when the pace disappoints. A forecast of zero growth would also differ from a recession, which is commonly associated with a broader decline in economic activity; the figures below are annual projections, not a declaration that a recession is underway.
What the latest U.S. outlook says
In its September 16, 2026 Summary of Economic Projections, Federal Open Market Committee participants put median U.S. real GDP growth at 2.3% in 2026 and 2.4% in 2027. The same table shows 2.2% for 2028 and 2.1% for 2029. These are projections, not reported results. The projections do not describe a zero-growth baseline. The table also puts median PCE inflation at 3.7% for 2026 and 2.3% for 2027; median unemployment is 4.1% in the fourth quarter of 2026 and 4.1% in the fourth quarter of 2027. Inflation and unemployment are different measures from real GDP growth, so they should not be read as evidence that output is stagnant.

Why a projection is conditional
FOMC participants’ estimates reflect their individual assessments of appropriate monetary policy and other influences on the economy. The Federal Reserve explains that projections are based on information available at the meeting and each participant’s assessment of an appropriate policy path and other factors affecting outcomes. They are not a promise, nor a single unconditional prediction. New data or a changed outlook can alter the path.
What the global outlook says
The IMF’s July 8, 2026 World Economic Outlook update projects global growth of 3.0% in 2026 and 3.4% in 2027. It describes the outlook as uneven across countries, rather than suggesting that every economy or sector will expand at the same rate. The IMF identifies forces pulling in different directions. War weighs on energy importers and vulnerable economies, while technology-linked demand—particularly related to AI—supports countries integrated into the global technology value chain. It also says global disinflation has stalled. These conditions create uncertainty and unequal outcomes; they do not establish that the world economy is headed for zero growth.
What could push growth lower
The IMF flags renewed conflict and financial-market repricing among the downside risks. A renewed conflict could worsen pressure on energy-importing economies, while abrupt repricing in financial markets could tighten conditions and weigh on activity. The available outlook identifies these as risks, not certainties or quantified predictions of a no-growth outcome.

Growth could also differ from central projections as new information changes assumptions about policy and other economic factors. For the U.S., the FOMC’s projections explicitly depend on participants’ views of appropriate monetary policy; for the global economy, the IMF’s uneven country-level picture means aggregate growth can coexist with serious weakness in particular economies or sectors.

Based on these official outlooks, no: neither the latest U.S. median projection nor the IMF’s global baseline is for zero growth. The more accurate conclusion is that positive growth is projected, while downside risks and uneven conditions leave room for a weaker outcome. A slowdown is not the same thing as no growth, and a global average does not describe every country’s experience.
