Low-Income Mortgage Loans in 2026: Key Options and How to Choose

For many low-income buyers, the strongest starting comparison is Fannie Mae HomeReady, assistance from a state or local housing finance agency (HFA), and FHA financing. Eligible service members and veterans should also check a VA-backed purchase loan. There is no universal winner: the best fit depends on where you buy, household income, available assistance, eligibility, property rules, and the full costs in lender quotes—not just the down payment.

Which low-income mortgage options should you compare?

“Low income” does not mean the same thing across these programs. HomeReady and its very-low-income purchase credit use area median income (AMI) tests; FHA loan limits vary by location; and local HFA assistance follows local rules. Start by identifying your county and household circumstances, then compare programs you may qualify for.

Option What it may offer What to check
Fannie Mae HomeReady As little as 3% down; eligible gifts, grants, and Community Seconds may help with down payment and closing costs. Program guidance allows no minimum personal contribution. Additional rental or boarder income may be considered, and mortgage insurance can be cancellable subject to restrictions. Current local AMI, lender underwriting, mortgage-insurance terms, and eligibility for the separate very-low-income credit.
HomeReady very-low-income purchase credit A $2,500 credit for eligible purchases. Income and first-time-buyer criteria apply, and the lender must apply and deliver the credit under Fannie Mae rules; it is not an unconditional cash grant.
HFA Preferred and local HFA assistance A conventional option with as little as 3% down through participating HFA and lender partners; many HFAs also offer down-payment assistance. Agency and lender participation, local income and borrower criteria, assistance terms, and whether funds are available.
FHA Section 203 FHA-insured purchase financing for an owner-occupied primary residence through FHA-approved lenders in urban and rural areas. Geographic loan limit, upfront and annual mortgage-insurance premiums, and total quoted cost.
VA purchase loan For eligible borrowers, a purchase may require no down payment when the contract price does not exceed the appraised value; the program does not require monthly mortgage insurance. VA eligibility, appraisal, closing costs, and any one-time funding fee.

How does HomeReady work for a lower-income buyer?

HomeReady is a conventional mortgage option from Fannie Mae. Its consumer-facing eligibility criteria include household income at or below 80% of applicable AMI, use of the home as a principal residence, and a stated maximum debt-to-income ratio of 50%. Those criteria do not guarantee approval: lenders still apply underwriting requirements.

Fannie Mae says 2026 AMI data took effect in its Desktop Underwriter, HomeReady APIs, Loan Delivery, and lookup tool on June 13, 2026. Use the current location-specific lookup rather than relying on an old national income cutoff. Fannie Mae’s HomeReady program and consumer guidance describe the down-payment and eligibility features summarized above.

Could you qualify for the $2,500 credit?

Fannie Mae’s 2026 very-low-income purchase credit document sets the income ceiling at 50% of applicable AMI. Under the rule effective January 28, 2026, at least one borrower must be a first-time homebuyer. The full credit must benefit the borrower through eligible down-payment or closing-cost uses, and the lender must meet Fannie Mae’s application and delivery rules. Check the current program terms with a participating lender before counting on it in your budget.

When should you look at an HFA or local assistance?

Your state or local HFA may offer a useful route to a low-down-payment conventional mortgage and down-payment assistance. HFA Preferred is distributed through participating agencies and lenders, and assistance varies by location. The amount, income caps, funding availability, and qualifying rules are not uniform nationally.

Contact the HFA serving the area where you plan to buy and ask which lenders participate, what assistance is currently available, and whether it can be combined with the mortgage you are considering. Fannie Mae’s HFA Preferred guidance also describes a conditional $500 lender-level price-adjustment credit associated with qualifying housing counseling completed within the prior 12 months. That is lender-side and eligibility-dependent; it is not a guaranteed $500 payment to every borrower.

When might FHA or VA be a better fit?

FHA: consider the insurance and local limit together

FHA Section 203 provides mortgage insurance for eligible owner-occupied financing through FHA-approved lenders. The program includes upfront and annual mortgage-insurance premiums, so compare the full cost rather than treating a down-payment figure as the whole affordability test.

For calendar year 2026, HUD set the national one-unit loan-limit floor at $541,287 and ceiling at $1,249,125. The applicable limit depends on location; check the limit for the property’s county with an FHA-approved lender or HUD information before assuming a purchase price is within range.

VA: check eligibility, appraisal, and fees

VA-backed financing is for eligible borrowers, not an income-limited program. A zero-down purchase may be possible when the contract price does not exceed the appraised value. VA does not require monthly mortgage insurance, though a one-time funding fee may apply. Confirm eligibility and have the lender include any applicable fee and closing costs in the estimate.

How can you compare the real cost of each loan?

A low minimum down payment does not establish the lowest total cost. Ask lenders for written Loan Estimates using the same purchase scenario and quote date, then compare the cash needed to close and the ongoing payment alongside the rate.

  • Eligibility: Check borrower and household rules, including applicable AMI tests, first-time-buyer requirements, and VA eligibility where relevant.
  • Location and property: Confirm county loan limits, program availability, occupancy rules, and property eligibility.
  • Upfront funds: Compare required down payment, closing costs, and assistance you are actually approved to use.
  • Recurring costs: Include mortgage insurance or other recurring charges in the payment comparison; distinguish them from one-time fees.
  • Loan pricing: Compare interest rate, points, and closing costs from the same date. The published program rules do not establish borrower-specific rates or APRs, so there is no evidence-based universal rate ranking.
  • Time in the home: Consider your planned holding period when weighing upfront costs against recurring costs and loan features.

What should you do before choosing?

  1. Gather your situation: Identify your state and county, approximate household income, target purchase price, first-time-buyer status, and any VA eligibility.
  2. Check current program rules: Use Fannie Mae’s current AMI lookup for HomeReady and ask your local HFA about its programs, participating lenders, and available assistance.
  3. Request comparable quotes: Ask lenders for written Loan Estimates for HomeReady or an appropriate HFA option and FHA; add a VA estimate if eligible. Keep the purchase scenario and quote date consistent.
  4. Review the full budget: Compare cash to close and the recurring payment, including insurance and fees, rather than choosing by minimum down payment alone.
  5. Get help if needed: A HUD-certified housing counselor may help you understand the process and available assistance. Ask whether counseling affects any lender-level credit and confirm the terms with the lender.
