The practical choice depends on your identity-verification situation: Login.gov is maintained by the U.S. government, while ID.me is operated by a non-government provider and is the route VA identifies for people without a U.S. Social Security number. ID.me may also be the better fit if you live outside the United States, lack a current state-issued ID, or have certain phone-ownership limitations. If you prefer a government-maintained account and can meet Login.gov’s document and device requirements, choose Login.gov. Your choice does not change eligibility for VA benefits or health care.
The short answer: which account should you choose?
Start at VA.gov and select the sign-in option that matches the documents, phone, location, and verification method available to you. Do not create an account at a provider’s website first unless VA’s current instructions direct you there; beginning at VA.gov helps ensure that you are using the correct VA sign-in flow.

| Your situation | Most practical route under VA guidance | Why |
|---|---|---|
| You want an account maintained by the U.S. government | Login.gov | Login.gov is the government-maintained option accepted by VA. |
| You do not have a U.S. Social Security number | ID.me | VA says identity verification requires ID.me in this situation, with a valid U.S. passport among the identity documents it describes. |
| You live outside the United States | ID.me | VA identifies ID.me as the option for people outside the U.S. |
| You do not have a current state-issued ID | ID.me | VA’s guidance points people without a current state-issued ID to ID.me’s available verification methods. |
| You cannot complete camera-based verification online | Login.gov in-person verification, or an ID.me in-person/video option | VA describes in-person alternatives for both providers, subject to current availability and eligibility. |
| You simply want to manage VA benefits online and qualify for either service | Either Login.gov or ID.me | VA accepts both and says account choice does not affect benefit or health-care eligibility. |
VA does not publish comparative measurements showing that one provider is always faster, easier, more private, or more secure. Requirements and available verification methods—not a universal quality ranking—should drive the decision.
What Login.gov and ID.me are
Login.gov
Login.gov is a federal sign-in and identity-verification service maintained by the U.S. government. When you choose it through VA.gov, you create or use a Login.gov account and then return to VA services after authentication. A Login.gov account is not the same thing as a VA benefit determination; it is the credential used to prove that you are the person requesting access.

VA’s described online verification process requires a current, valid state-issued photo ID or a U.S. passport book, a Social Security number, a U.S. phone number, and a camera-equipped smartphone or tablet. If you cannot use a camera-equipped device, VA describes in-person verification at a participating U.S. Postal Service location. A letter-based option may be available for someone without a U.S. phone number, but the exact choices shown during setup control what you can use.
ID.me
ID.me is a non-government account provider accepted by VA. It offers online, video-call, and in-person identity-verification paths, with the exact path depending on your documents and circumstances. VA’s general instructions describe online verification using a Social Security number, qualifying identification, multifactor authentication, and a camera-equipped smartphone or tablet. You can also use a computer to upload images of your identification.
The self-service ID.me path accepts a valid, unexpired U.S. driver’s license, state identification card, passport, or passport card. Other documents may be accepted through a video call or in-person process. VA specifically says that people without a U.S. Social Security number must use ID.me and show a valid U.S. passport as one of the identity documents.
How security and identity verification work
Both providers use two related safeguards. First, identity verification checks documents and personal information so someone else cannot create an account in your name. Second, multifactor authentication (MFA) requires an additional sign-in factor—such as a code delivered through an approved method—after the account is created. VA says these measures are intended to prevent unauthorized access to personal information and benefits.
Verification is normally a one-time step. You may have to verify again if you lose access to your MFA method, recreate an account, or VA requires reverification. VA estimates that account setup and verification often take about 10 minutes; that is an estimate, not a guarantee, and a document problem or manual review can take longer.

Which provider fits common circumstances?
Choose Login.gov when its requirements fit
Login.gov is a sensible choice if you have a Social Security number, a current state-issued ID or U.S. passport book, a U.S. phone number, and a camera-equipped smartphone or tablet for the online process. It is also the natural choice if maintaining your account through a U.S. government service is important to you.
Choose ID.me when VA says it is required or more practical
Use ID.me if you do not have a U.S. Social Security number. VA also identifies it for people living outside the United States, people without a current state-issued ID, and some people whose phone plan is not in their own name. ID.me may be practical when you need to submit identification from a computer, complete a video call, or use an in-person verification route.

You do not have to keep retrying a camera-based process that cannot recognize your document or face. Login.gov offers in-person verification at participating USPS locations. VA also describes in-person options for ID.me. Availability, appointment requirements, accepted documents, and locations can change, so follow the options displayed in the current VA sign-in flow.
What a verified account lets you do
A verified Login.gov or ID.me account can provide access across VA.gov, VA mobile apps such as VA: Health and Benefits, and other VA online services. Depending on your eligibility and the service, you can:
- Apply for VA benefits.
- Check the status of a claim.
- Update contact information.
- Address benefit overpayments or copay bills.
- Refill prescriptions.
- Message a VA health-care team.
- Schedule some appointments.
- Review certain lab and test results or other available health information.
Some accounts can also be used with other government services. The services visible after sign-in depend on your VA records and the particular application; creating an account does not automatically grant a benefit or change a claim decision.

What to prepare before creating an account
Login.gov checklist
- An email address to use as your Login.gov username.
- A strong password and access to the MFA method you select.
- Your Social Security number.
- A current, valid driver’s license or other state-issued photo ID, or a U.S. passport book.
- A U.S. phone number for the online flow, unless the available letter or in-person option fits your situation.
- A smartphone or tablet with a working camera if you plan to verify online.
Use an unexpired document whose details match the information you enter. Photograph the entire document in good light, without glare or cropped edges.
ID.me checklist
- Your Social Security number, when you have one.
- A valid, unexpired U.S. driver’s license, state ID, passport, or passport card for self-service verification.
- A camera-equipped smartphone or tablet for the standard online route, or a computer if you need to upload document images.
- Access to an MFA method that you can keep using after setup.
- If you have no U.S. Social Security number, a valid U.S. passport to use as one of the identity documents described by VA.
If your documents do not fit the self-service list, look for the video-call or in-person option rather than submitting an unrelated document repeatedly.
Step-by-step: sign in through VA.gov
1. Start at VA.gov
- Open VA.gov and select the sign-in option for VA services.
- Review the provider choices shown by VA. The labels should identify a Login.gov account and an ID.me account; do not assume either provider is VA itself.
- Choose the provider that matches your verification circumstances.
2. Create or use the selected account
- If you already have the selected account, enter its email address or username and password.
- If you are new to the provider, create the account with an email address you can access and set up MFA.
- Follow the provider’s prompts to confirm your email and authenticate the sign-in.
3. Complete identity verification
- Enter the requested personal information exactly as it appears on your official records.
- Use the provider’s camera or upload workflow to submit the required identification.
- Complete any liveness or face-matching step and MFA challenge shown on screen.
- Wait for the verification result, then return to VA.gov when prompted.
4. Confirm access to the VA service you need
- After you return to VA.gov, select the benefits, health, claims, prescriptions, messages, or other service you want.
- Check that your profile and contact details are correct before submitting an application or sending a message.
- Sign out on a shared or public device.
When you cannot complete verification online
No camera-equipped phone or tablet
Do not buy a device solely for this task. VA describes in-person verification at participating USPS locations for Login.gov and in-person options for ID.me. If a computer can upload document images, ID.me may also offer that route. Follow the current instructions for location, identification, and appointment requirements.
No U.S. phone number
Login.gov’s online process is described with a U.S. phone number, while VA notes that a letter may be available in some cases. If that does not work for your circumstances, check the ID.me path or an in-person method shown by VA. Do not substitute a temporary number you cannot keep for MFA; losing that number can lock you out later.
Your phone plan is not in your name
VA identifies ID.me as a possible route for some people whose phone plan is not in their name. Select ID.me from VA.gov and read the available verification choices rather than assuming Login.gov will accept the same arrangement.

You lack a current state-issued ID
VA points people without a current state-issued ID toward ID.me. A passport or another document accepted through ID.me’s self-service, video, or in-person process may work, but acceptance depends on the current instructions and document condition.
You live outside the United States
VA identifies ID.me for people outside the U.S. The documents, phone numbers, and MFA methods available to you may differ from those in the domestic online flow. Start from VA.gov so you see the route intended for your location.
You do not have a U.S. Social Security number
VA says ID.me is required. Its guidance says to show a valid U.S. passport as one of your identity documents. Login.gov is not the substitute route for this circumstance.
You lost access to MFA
Use the provider’s account-recovery process and be prepared to verify your identity again. If recovery fails, do not create multiple new accounts unless VA instructs you to; duplicate accounts can make it harder to identify the account connected to your VA records.
Can you use VA services without either account?
Yes. VA says people who do not set up an online account can still manage benefits and care by phone, mail, or in person. These channels are important if you cannot meet the digital identity requirements, do not have reliable internet or a suitable device, or prefer not to create an online account. The specific office, phone number, mailing address, and appointment process depend on the service, so use the contact instructions for the VA program involved.
Best Value
Choosing an offline channel does not reduce your eligibility. Account creation is an access method, not a condition for receiving a benefit or health care.
Privacy, support, and claims you should not infer
VA describes both Login.gov and ID.me as meeting current federal security standards. That statement does not establish that one provider has better uptime, shorter support queues, stronger privacy terms, or higher verification success rates. VA’s published guidance does not provide comparative performance measurements or user-satisfaction data for those questions.
Read the provider’s current notices and VA’s instructions before submitting personal information. Use only the sign-in path reached from VA.gov, check the web address carefully, and never share an MFA code with someone who contacts you unexpectedly. VA may require reverification, and provider requirements can change over time.
A decision checklist
- Start at VA.gov: use the current provider choices displayed there.
- Check your identity documents: current state ID or U.S. passport book supports the described Login.gov path; ID.me offers additional document and review routes.
- Check your Social Security number: no U.S. Social Security number means VA directs you to ID.me.
- Check your location: VA identifies ID.me for people outside the U.S.
- Check your phone and camera: if online verification is impractical, look for USPS, video, or in-person alternatives.
- Protect MFA access: use a method and phone number you can maintain.
- Remember the eligibility rule: the provider you choose does not decide whether you qualify for VA benefits or care.
Bottom line
Login.gov and ID.me both provide accepted, federally aligned access to VA online services. Choose Login.gov if you want the government-maintained option and can satisfy its stated verification requirements. Choose ID.me if you have no U.S. Social Security number, live outside the United States, lack a current state-issued ID, have the phone-plan issue VA describes, or need one of its video or in-person alternatives. If neither online route works, VA still provides phone, mail, and in-person ways to manage benefits and care.
