Local AI is usually the stronger privacy choice because prompts, files, and outputs can remain on your device. Cloud AI is often the better choice for occasional or bursty use, frontier-scale models, and shared team access. Neither is automatically cheaper or greener: the result depends on workload volume, model size, hardware utilization, electricity price, grid carbon intensity, network transfer, and the cloud provider’s terms.

Use local inference when data cannot leave the machine, offline operation or predictable latency matters, and you can secure and maintain suitable hardware. Use cloud inference when buying and running that hardware would leave it idle, or when you need capabilities unavailable on your device. A hybrid design—local sensitive processing plus minimized cloud requests—often provides the best balance.

The short answer

Question Local or on-device AI Cloud AI
Where processing happens On your computer, phone, or other local device. Microsoft says Foundry Local runs entirely on-device and that inference input and output never leave the machine. On a provider’s remote servers. Prompts, files, logs, and outputs are governed by the provider’s privacy, retention, security, and deletion terms.
Privacy boundary Tighter by default because inference data can stay within the device boundary. You still must secure the operating system, model files, applications, backups, and any optional telemetry. Requires trust and contractual safeguards. Check whether data is retained, reviewed, used for training, transferred across regions, or deleted when an account ends.
Cost pattern Up-front hardware purchase or upgrade, then electricity, maintenance, and eventual replacement. Recurring subscription or usage charges. Shared infrastructure can reduce the cost for organizations with modest or irregular demand.
Capability Limited by local memory, processor or accelerator performance, model size, and software support. Can expose larger models, longer context windows, specialized accelerators, and frequent provider-side updates.
Latency and availability Predictable response times and operation without an internet connection after models are installed. Depends on network quality, service availability, account limits, and provider load.
Energy accounting Electricity is consumed by your device, with utilization often varying widely between tasks. Electricity is concentrated in data centers, which also incur cooling and networking overhead. Data-center efficiency and the local grid mix matter.

There is no universal local-versus-cloud break-even price or energy figure. A defensible comparison must specify the model, hardware, utilization, region, electricity tariff, carbon intensity, network assumptions, and cloud tariff.

Privacy: what actually stays private?

Local inference keeps the inference exchange on the device

With a genuinely local model, the text or files sent to the model are processed by your own device rather than uploaded to a provider. Microsoft’s Windows AI documentation describes Foundry Local as running entirely on-device: inference input and output never leave the machine. It says network traffic is limited to the initial model download and optional catalog-metadata refreshes.

That boundary is valuable for confidential notes, source code, health information, customer records, or work performed in locations without connectivity. It also lets an organization apply its existing device controls—disk encryption, login policies, endpoint monitoring, and network isolation—to the inference workstation.

“Local” does not remove every privacy obligation. The application that launches the model may have optional diagnostics, update checks, crash reports, or synchronization features. Model files and chat histories can also be copied into backups or shared folders. Confirm what the software stores, disable unnecessary telemetry, restrict local accounts, encrypt storage, and define a deletion process.

Cloud privacy is a matter of terms, configuration, and enforcement

A cloud request crosses your organization’s boundary. Before uploading sensitive material, inspect the provider’s privacy policy and service agreement for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Whether prompts, uploaded files, generated outputs, and metadata are retained, and for how long.
  • Whether people or automated systems may review content for abuse handling, quality, or troubleshooting.
  • Whether data may be used to train or improve models, and whether an opt-out is available.
  • The region where data is processed and stored, including cross-border transfers.
  • Deletion timing, backup expiration, account termination, and the provider’s data-disposition process.
  • Encryption, access controls, audit logs, incident notification, and subcontractor responsibilities.

NIST’s public-cloud guidance emphasizes that privacy and security risk depends heavily on service-agreement terms, including the privacy policy, retention period, termination conditions, and disposition of data. The same guidance notes that smaller organizations may gain economies of scale by using a public cloud instead of operating equivalent infrastructure themselves.

Can a cloud provider train on your prompts?

Do not infer the answer from a product’s marketing name. Read the specific plan and API terms that apply to your account. Some services separate consumer and business data practices; others offer a setting or contract that excludes customer content from model training. Confirm the setting, its default state, and whether it covers prompts, files, outputs, and support logs.

The U.S. Federal Trade Commission states, “There is no AI exemption from the laws on the books.” It also explains that model-as-a-service companies must honor privacy commitments, and that using or retaining consumer data for another purpose without clear notice and affirmative express consent can create legal risk. Those legal principles do not replace your own due diligence: keep a record of the terms, configure the account correctly, and send only the minimum data needed.

Security responsibilities differ

Local deployment makes you responsible for patching the operating system, drivers, model runtime, and any web interface; controlling physical and network access; protecting model and conversation files; maintaining backups; and securely wiping storage when equipment is retired.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cloud deployment shifts much of the physical security, hardware maintenance, and platform patching to the provider, but you remain responsible for identity management, permissions, prompt handling, data classification, and configuration. A provider’s security certification cannot compensate for an account with excessive privileges or an employee who pastes an entire confidential database into a prompt.

Cost: when is local AI cheaper?

Local cost is front-loaded

The local total cost of ownership includes the purchase or upgrade price, financing or depreciation, electricity, cooling, storage, repairs, software support, and eventual replacement. If you already own a computer with enough memory and an adequate accelerator, the marginal cost of trying a small model may be low. Buying a new machine solely for AI creates a much larger up-front commitment.

Electricity is calculated from the device’s actual power draw, hours of use, and local tariff. A workstation that is powerful enough for a large model may consume substantial power even when the model is waiting, while a small laptop may be efficient but too slow for the workload. Measure or obtain the device’s typical draw rather than using its maximum rated wattage as an operating average.

Cloud cost follows usage or a subscription

Cloud services usually charge per request, token, image, audio minute, compute time, or subscription period. Occasional users can avoid buying hardware and pay only when they need advanced capability. Teams can share access, and the provider can keep accelerators busy across many customers, an economy of scale highlighted in NIST’s cloud guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cloud bills can still include minimum commitments, overage rates, storage, data-transfer charges, premium model tiers, and separate charges for retrieval or fine-tuning. Set usage limits and alerts, identify which applications are making requests, and price the complete workflow rather than the model call alone.

Use a workload-specific break-even calculation

There is no consumer-wide break-even number. Build two estimates using the same period, such as one year:

  1. Define the workload. Count requests, input and output tokens, files, images, audio minutes, concurrency, and the required response time.
  2. Price local ownership. Add annualized hardware cost, electricity at your tariff, cooling or workspace costs, maintenance, storage, and replacement reserves.
  3. Price cloud usage. Add subscription or usage charges, storage, data transfer, retrieval, and any team or administrative fees.
  4. Adjust for utilization. A local machine used for ten minutes a day spreads its purchase cost over very little work; a machine serving frequent jobs spreads that cost over many inferences. Cloud infrastructure is shared and can remain economical for bursty demand.
  5. Include capability. If the local model cannot meet quality, context, or latency requirements, a nominally lower local price does not deliver an equivalent service.

The cheaper option is the one that meets the same quality, privacy, and availability requirements at the lower total cost—not necessarily the one with the lower advertised price.

Energy and emissions: does local AI use less electricity?

The global trend is driven by data centers

The International Energy Agency reports that data centers used 415 terawatt-hours of electricity in 2024, about 1.5% of global electricity consumption. Its base case projects data-center electricity use to reach about 945 terawatt-hours in 2030—nearly double the 2024 level. AI training and deployment occur mainly in data centers, and servers account for around 60% of electricity demand in modern data centers on average, with variation by facility type and efficiency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those figures describe the sector, not the energy per response from a particular model. They show why efficiency matters, but they cannot tell you whether your personal laptop or a remote data center uses less electricity for one task.

Local shifts energy to the device

A local request consumes electricity in the CPU, GPU or neural accelerator, memory, storage, cooling system, and display or host computer. The additional energy per request may be small for a lightweight model, but an underutilized high-performance machine can draw power while doing little work. If the device is already powered on for other tasks, the incremental energy attributable to inference may be much lower than its full operating draw.

Cloud concentrates energy, but may use infrastructure more efficiently

A cloud request uses server power plus memory, networking, storage, and cooling in a data center. Large facilities can use specialized accelerators, high utilization, and efficient cooling systems that an individual cannot economically replicate. They also move data over networks and may run multiple copies of a model for availability. The net result depends on the provider’s hardware generation, utilization, cooling efficiency, and electricity mix.

Compare energy on a like-for-like basis

  • Define the unit: compare watt-hours per completed task, not merely a device’s peak wattage or a data center’s annual total.
  • Match the model and output: a small local model and a frontier cloud model may produce different quality, context, and token counts.
  • Measure utilization: include idle time for local hardware and shared accelerator utilization in the cloud estimate where the provider discloses it.
  • Include overhead: account for cooling, memory, storage, networking, and data transfer.
  • Apply regional carbon intensity: one kilowatt-hour has different emissions on different grids and at different times.
  • Consider embodied impacts: manufacturing and replacing a dedicated AI computer adds impacts that an electricity-only comparison omits.

It is therefore not accurate to say that local AI is always greener or that cloud AI is always greener. A frequently used local device can avoid repeated network and data-center work; a lightly used, power-hungry workstation may be worse than shared cloud infrastructure. The only defensible answer is workload- and region-specific.

Capability, latency, and reliability

Requirement Local implication Cloud implication
Model size and quality Constrained by RAM or VRAM, storage, thermal limits, and supported runtimes. Quantized or smaller models may be necessary. Providers can offer larger or specialized models without you purchasing the accelerators, but availability and pricing can change.
Context length Long documents consume local memory and may reduce speed or exceed limits. Some plans expose larger context windows, subject to model and account limits.
Latency Can be stable and predictable once the model is loaded; performance depends on the device and concurrent applications. Includes network round-trip time, queueing, rate limits, and service load.
Offline operation Works without a connection after model and runtime installation. Requires network access and a functioning provider endpoint.
Updates You choose when to download, test, and roll out new models or drivers. The provider can update models and infrastructure quickly; behavior may change without local hardware work.
Scaling Limited by the device’s concurrency and thermal capacity; additional users may require more machines. Can scale across shared infrastructure, subject to quotas, regional capacity, and cost.

Choose the smallest model that meets the quality requirement. Running a larger model locally solely to avoid a cloud request can increase purchase cost, latency, and energy without improving the result for routine tasks.

When local AI is the better choice

  • Confidentiality is non-negotiable: regulated records, unreleased source code, private research, or customer data must remain inside a controlled environment.
  • You need offline or predictable latency: field work, travel, industrial networks, or applications that cannot tolerate an internet outage benefit from local execution.
  • Usage is frequent and steady: repeated inference can amortize hardware cost, especially when a suitable computer is already owned.
  • You can operate the system: someone must handle updates, access control, backups, monitoring, cooling, and eventual hardware replacement.

When cloud AI is the better choice

  • Demand is occasional or bursty: paying for usage can be more economical than buying a machine that sits idle.
  • You need frontier-scale capability: the required model, context length, modality, or accelerator may not fit on a personal computer.
  • Several people need access: centralized identity, billing, quotas, and collaboration can be simpler than distributing local installations.
  • You want minimal hardware administration: the provider handles data-center equipment, capacity, and much of the platform maintenance.

Before sending sensitive content, verify the provider’s privacy policy, training-use terms, retention and deletion rules, data region, access controls, and incident commitments. NIST and FTC guidance both place these service terms at the center of cloud risk.

Why a hybrid design often works

Hybrid processing separates the data that must stay private from the computation that benefits from a larger model. A local component can classify documents, remove names and account numbers, retrieve only the relevant passages, or create a short summary. The cloud request then contains the minimum sanitized context needed for the difficult step. The local system can merge the cloud result with private records without uploading the originals.

  1. Classify each input by sensitivity and regulatory requirements.
  2. Keep prohibited data, credentials, and direct identifiers on the local system.
  3. Minimize and sanitize content before any external request.
  4. Use a cloud model only when its quality or scale justifies the remaining exposure.
  5. Log the decision, request purpose, provider terms, and deletion outcome.
  6. Provide a local fallback for outages or tasks that cannot leave the device.

Hybrid architecture is not automatically private: sanitized text can still reveal confidential facts, and metadata may identify a person or project. Treat the cloud boundary as a real disclosure and apply the same approval and logging process as any other external service.

Practical selection checklist

Choose local first if you can answer yes to most of these

  • Can the required model run within your device’s memory and performance limits?
  • Will the device be used often enough to justify its purchase and electricity?
  • Can you patch the operating system, drivers, runtime, and model safely?
  • Can you protect local files, backups, credentials, and physical access?
  • Must prompts and outputs remain offline or within a controlled network?

Choose cloud first if you can answer yes to most of these

  • Is demand irregular, seasonal, or too small to justify dedicated hardware?
  • Do you need a model or context window unavailable on local equipment?
  • Do multiple users need centralized access, quotas, and auditability?
  • Can you accept the provider’s region, retention, deletion, and training-use terms?
  • Can you enforce identity, least privilege, spending limits, and prompt-safety policies?

Run a pilot before committing

  1. Record a representative week or month of requests, including peak concurrency and output size.
  2. Test the same task set on the candidate local model and cloud model.
  3. Measure response time, failure rate, quality, memory use, device power, and cloud charges.
  4. Review privacy, retention, and deletion behavior with realistic—not synthetic—data that your policy allows.
  5. Calculate total cost and energy using your hardware, tariff, region, and utilization.
  6. Recheck the result when models, prices, hardware, or provider terms change.

Common mistakes and fixes

Assuming “local” means no data can ever leave

Fix: inspect network connections, update checks, diagnostics, synchronization, backups, and third-party extensions. Keep inference and stored artifacts on encrypted, access-controlled devices.

Comparing unlike models

Fix: test equivalent quality, context, output length, and modalities. A fast small local model is not a direct cost or energy substitute for a much larger cloud model.

Ignoring idle hardware

Fix: measure energy over the complete operating schedule, including standby and warm-up time, then allocate it across actual completed tasks.

Pricing only the advertised cloud token rate

Fix: include subscriptions, overages, storage, transfer, retrieval, administrative accounts, and the cost of reviewing or redacting data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Believing a privacy setting is permanent

Fix: document the exact plan and date, monitor policy changes, and retest deletion and training-use behavior after upgrades or contract changes.

Forgetting the operational burden of local systems

Fix: assign owners for patching, backups, access reviews, incident response, cooling, and hardware replacement. If nobody owns those tasks, the apparent privacy advantage can become a security weakness.

Bottom line

Local AI offers the clearest privacy boundary and reliable offline operation, but you pay in hardware ownership, electricity, and maintenance. Cloud AI offers shared infrastructure, frontier capability, and flexible scaling, but you must evaluate and enforce the provider’s data practices. For many readers, the practical answer is a workload split: keep sensitive, frequent, or offline tasks local; send occasional, demanding, or collaborative work to a cloud service only after its terms meet your requirements.
