The strongest Linux hardening profile combines strict kernel memory permissions, signed and restricted kernel extensions, lockdown, minimal capabilities, workload-specific seccomp and Landlock policies, controlled namespaces, and address-hiding defaults. These measures reduce the kernel attack surface and make exploitation harder, but none of them alone guarantees prevention of local root or a virtual-machine escape.

Use the settings below as a layered baseline. Verify the running kernel, boot chain, distribution defaults, CPU protections, and hypervisor configuration instead of assuming that a documented option is enabled on every system.

What kernel hardening can and cannot protect

The Linux kernel threat model assumes that a process without the required capability must not be able to change kernel configuration, modify kernel memory or state, grant itself capabilities, or consume resources without bound. It also treats hardware and isolation mechanisms as boundaries: a kernel checklist cannot establish a probability of VM escape or prove that a hypervisor will contain a guest compromise.

That distinction matters when choosing controls. A local-root attack usually starts with a vulnerable kernel interface, a powerful capability, an information leak, or an overly broad service policy. A VM escape can additionally involve the hypervisor, virtual-device emulation, the host kernel, CPU features, IOMMU behavior, firmware, and patch status. Harden each layer that you control, and keep the kernel and hypervisor on supported, patched branches.

The hardening layers at a glance

Layer Primary purpose What it does not do
Strict memory permissions and CPU protections Keep kernel code, read-only data, and writable data in safer permission classes; block inappropriate kernel execution or access to user memory. They do not repair a vulnerability or stop an exploit that already has a valid write or disclosure primitive.
Lockdown, signed modules, and restricted kexec Protect the running kernel image and sensitive kernel data from direct and indirect modification. Lockdown is not a hypervisor boundary and does not remove every privileged kernel interface.
Seccomp and Landlock Reduce the system calls and filesystem paths available to a particular application. They do not replace patching, capability minimization, device policy, or an LSM policy.
Capabilities and namespaces Limit which privileged operations a service or user can perform and contain namespace-local authority. A namespace capability is still authority inside that namespace, and misconfigured adjacent interfaces can provide escape paths.
KASLR and information-hiding controls Make address-dependent exploitation and kernel-memory reconnaissance harder. They cannot compensate for a reliable address leak or an underlying memory-safety flaw.
Hypervisor, host, and hardware controls Protect the VM boundary with independent isolation, patching, and device-assignment policy. Guest-kernel settings alone cannot guarantee containment.

Start with a verified baseline

Hardening decisions should describe the exact kernel and boot environment, not a distribution name alone. Kernel configuration, available knobs, CPU features, Secure Boot state, and hypervisor behavior vary by release and platform.

  1. Identify the running kernel. Record the output of uname -r, the distribution release, architecture, and whether the machine is a guest or a bare-metal host.
  2. Inspect the configuration that built that kernel. On systems that expose it, review /boot/config-$(uname -r) for CONFIG_STRICT_KERNEL_RWX, CONFIG_STRICT_MODULE_RWX, CONFIG_SECURITY_LOCKDOWN_LSM, CONFIG_MODULE_SIG_FORCE, and CONFIG_USER_NS. If the file is unavailable, obtain the vendor configuration through its documented package or support channel rather than guessing from a generic kernel.
  3. Check boot-time policy. Review the actual kernel command line and Secure Boot state. Lockdown activation and integrity requirements depend on how the kernel was booted and which LSMs were initialized.
  4. Record operational dependencies. List services that load out-of-tree modules, use kexec or hibernation, access debugfs or perf, create user namespaces, or require broad filesystem and device access. These dependencies determine whether a control can be enabled immediately or needs a migration plan.

Keep this inventory with change records. A setting that is safe on a stateless application node may be disruptive on a storage, graphics, or incident-response system.

Enable strict kernel memory and execution protections

Strict kernel and module permissions

CONFIG_STRICT_KERNEL_RWX and CONFIG_STRICT_MODULE_RWX aim to keep executable code from being writable, writable data from being executable, and read-only data from being both writable and executable. These permissions reduce the usefulness of many arbitrary-write primitives. Preserve them unless a documented compatibility requirement exists, and treat every exception as an explicit risk decision with an owner and review date.

Use hardware execution and access controls

On x86, SMEP helps prevent the kernel from executing code in user memory, while SMAP helps prevent inappropriate kernel access to user memory. On ARM, PXN and PAN provide analogous execution and access restrictions. Whether they are available and enabled depends on the processor, kernel build, boot parameters, and virtualization layer. Verify the effective state reported by the platform; do not infer it from CPU marketing features.

Patch governance is part of hardening

The maintained-kernel threat model excludes obsolete and end-of-life branches. Memory permissions and CPU mitigations cannot compensate for a known vulnerability in an unmaintained kernel. Define a supported-kernel policy, test updates against the services that depend on kernel behavior, and retain a rollback path that does not require disabling the protections permanently.

Use kernel lockdown to protect the running kernel

The kernel_lockdown(7) manual describes lockdown as a feature designed to prevent direct and indirect access to a running kernel image, unauthorized modification of that image, and access to security and cryptographic data in kernel memory, while still permitting driver modules to be loaded under its rules.

Lockdown was added in Linux 5.4. It requires CONFIG_SECURITY_LOCKDOWN_LSM and an LSM initialization that includes lockdown. In secure-boot lockdown mode, the documented restrictions include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Only validly signed kernel modules may be loaded.
  • Only validly signed binaries may be passed to kexec.
  • Unencrypted hibernation is disallowed.
  • Use of debugfs is not permitted.
  • Secure-Boot IMA rules are required.

Lockdown is most useful when the boot chain is trustworthy and signing keys are protected. Plan how you will sign proprietary or out-of-tree drivers, rotate keys, recover from a failed signature, and perform emergency forensics without weakening the policy. Ubuntu’s security documentation notes that Ubuntu 20.04 LTS enabled lockdown in integrity mode; other distributions and releases can choose different defaults.

Restrict modules, kexec, tracing, and debug interfaces

Kernel self-protection guidance recommends preventing unprivileged module loading. For stronger control, disable module loading after the required drivers are present with the modules_disabled setting, or require signatures with CONFIG_MODULE_SIG_FORCE. Setting module loading permanently for the current boot can prevent later driver installation and may affect recovery tooling, so apply it only after confirming that storage, networking, filesystems, and out-of-tree dependencies are already available.

Restrict debugfs, tracing, perf, and similar diagnostic facilities to trusted administrators. They are valuable for development and incident response, but can expose kernel addresses and data or provide powerful operations. Build an operational exception process: enable a facility for a defined maintenance window, capture the authorization, and return it to the hardened state afterward.

Reduce each workload’s system-call and filesystem reach

Seccomp: allow only the calls a service needs

Upstream documentation describes seccomp filtering as an opt-in way for a process to specify a filter for incoming system calls. Reducing available system calls reduces the kernel entry points exposed to that application. Treat a seccomp policy as workload-specific, not as a universal profile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Observe a service during startup, steady-state operation, upgrades, and failure handling to identify required calls.
  2. Build an allowlist that includes only those calls and the architectures the service actually uses.
  3. Test normal requests, graceful shutdown, logging, certificate renewal, child-process creation, and error paths.
  4. Monitor denials after deployment and review every newly required call before adding it.

A blanket profile copied between unrelated services can break functionality or create false confidence. Seccomp controls system-call entry; it does not decide which files, devices, credentials, or information a permitted call can reach. Pair it with capabilities, filesystem permissions, device policy, and an LSM for logical behavior and information-flow controls.

Landlock: constrain file hierarchy access

Landlock provides unprivileged, per-application filesystem access rules. Use it for applications that need only a defined portion of the file hierarchy, and compose it with seccomp or another LSM. Landlock does not replace kernel patching, capability reduction, device restrictions, or hypervisor isolation; it is an additional boundary for file access.

Minimize capabilities and review namespace creation

Drop capabilities by default

Run services with the smallest capability set that matches their function. Pay particular attention to:

  • CAP_SYS_ADMIN, a broad privilege that often indicates an overly powerful service design.
  • CAP_SYS_MODULE, which is associated with loading or managing kernel modules.
  • CAP_SYS_RAWIO, which can permit low-level hardware and memory access.
  • CAP_NET_ADMIN, which controls network configuration.
  • CAP_SYS_PTRACE, which controls observation of other users’ process activity.

Remove capabilities from the bounding and ambient sets where your service manager supports it, and ensure that a child process cannot reacquire them through an inherited execution path. Recheck capabilities after upgrades because helper programs and packaging changes can alter privilege requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand user namespaces before disabling them

With CONFIG_USER_NS enabled, an unprivileged user can create a user namespace in which it has namespace-local capabilities. Kernel checks restrict actions that would affect the initial namespace, including changing system time, loading modules, or mounting block devices. This makes user namespaces useful for isolation, but it also creates additional kernel paths and namespaced privilege checks.

If your workloads do not require unprivileged namespace creation, disabling or tightly restricting that path can reduce attack surface. The exact control is distribution-dependent, so use the supported mechanism for your release and verify that container, sandbox, build, and desktop workflows still function. If namespaces are required, combine them with seccomp, dropped capabilities, mount and device restrictions, and an LSM policy. Do not treat a namespace-local root identity as equivalent to harmless code.

Preserve KASLR and limit information exposure

Kernel address-space layout randomization (KASLR) randomizes the kernel base address on each boot, making attacks that rely on fixed addresses more difficult. Keep address-hiding defaults enabled, avoid exposing raw kernel addresses, and restrict sensitive procfs and debugfs facilities. Ubuntu’s security documentation describes KASLR as a per-boot randomization mechanism.

KASLR is a mitigation, not a fix. A vulnerability that discloses a reliable kernel address, or one that provides a dependable information-flow primitive, can defeat its benefit. Review logs, diagnostics, crash handlers, tracing interfaces, and monitoring agents for accidental address disclosure, and limit access to those outputs to trusted operators.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why these settings do not guarantee VM-escape prevention

Guest-kernel hardening reduces the local attack surface inside a guest. Host-kernel hardening reduces the host’s local attack surface. Neither proves that a malicious guest cannot exploit a flaw in the hypervisor or a virtual device. VM-escape assurance also depends on:

  • Hypervisor version, configuration, and patch latency.
  • Virtual network, storage, graphics, USB, and other device-emulation exposure.
  • Host-kernel and firmware security updates.
  • CPU virtualization features and IOMMU behavior.
  • Whether devices are directly assigned and how DMA is isolated.
  • Administrative separation between guest operators and host administrators.

Use the minimum virtual hardware required, patch the hypervisor and host as rigorously as the guest, and treat device passthrough and management interfaces as high-risk boundaries. A kernel-only checklist cannot supply a numeric VM-escape probability or a containment guarantee.

Choose a profile by risk and operating requirements

Profile Controls Best fit Main trade-off
Baseline hardened Supported kernel, strict RWX, CPU protections, KASLR, minimal capabilities, and restricted diagnostic access. Most general-purpose servers and workstations. Requires compatibility testing for older drivers and monitoring tools.
Signed-boot hardened Baseline plus Secure Boot, lockdown, signed modules, restricted kexec, and controlled hibernation. Hosts where kernel integrity and tamper resistance are priorities. Key management and out-of-tree driver workflows become operational dependencies.
Sandboxed workload Baseline plus workload-specific seccomp, Landlock, namespace limits, capability dropping, and device policy. Internet-facing services, build jobs, and untrusted-content processors. Policy design and regression testing are substantial; copied profiles are unsafe.
High-assurance virtualization All applicable guest and host controls plus minimized virtual devices, patched hypervisor, IOMMU-aware device policy, and strict administrative separation. Multi-tenant or hostile-workload environments. More operational complexity and less flexibility for passthrough and debugging.

A practical rollout sequence

  1. Patch first. Move to a maintained kernel and document the rollback image.
  2. Measure dependencies. Inventory modules, kexec, hibernation, debug and tracing use, namespace creation, capabilities, devices, and filesystem paths.
  3. Enable memory protections. Confirm strict RWX and hardware execution/access protections on the running platform.
  4. Harden the boot chain. Enable Secure Boot and lockdown where signing, recovery, and key-management procedures are ready.
  5. Close privileged interfaces. Restrict module loading, debugfs, tracing, perf, and raw address exposure.
  6. Reduce workload authority. Drop capabilities, constrain namespaces, add Landlock rules where useful, and deploy tested seccomp policies.
  7. Validate failure and recovery. Reboot, update drivers, rotate keys, restore a service, and perform an authorized debugging session before declaring the profile complete.
  8. Monitor continuously. Audit policy denials, unexpected module attempts, namespace creation, privilege changes, and hypervisor or host security advisories.

Common failure modes and fixes

  • A driver stops loading after lockdown: sign the module with an enrolled trusted key or replace it with a supported driver; do not disable lockdown as the default workaround.
  • A service fails after seccomp deployment: inspect the denied call during the failing lifecycle stage, confirm that it is necessary, and add the narrowest rule only after testing.
  • Containers stop starting after namespace restrictions: identify which workflow needs unprivileged namespaces, then either grant a narrowly scoped exception or redesign the workload to use a pre-created privileged boundary.
  • Incident responders lose diagnostic access: document a break-glass procedure with authorization, time limits, logging, and a required return to the hardened state.
  • A team claims VM escape is impossible because the guest is locked down: reassess the hypervisor, host kernel, virtual devices, firmware, IOMMU, and patch process; guest settings address only one layer.

Bottom line

For local-root resistance, preserve strict kernel and module memory permissions, CPU execution protections, KASLR and address-hiding defaults, maintained kernels, minimal capabilities, and tightly controlled privileged interfaces. Add lockdown and signed-boot policy when your module, kexec, hibernation, and recovery workflows support it. For application and container exposure, combine workload-specific seccomp and Landlock policies with namespace, filesystem, device, and capability controls. For VM-escape risk, extend the same discipline to the hypervisor, host kernel, hardware, virtual devices, and patch governance; no single Linux setting can provide that guarantee.
