Neither channel is universally better. Linear TV is usually the stronger starting point for broad, scheduled reach around premium live or tentpole programming. Connected TV (CTV) is usually stronger when you need audience or geographic precision, programmatic buying, incremental reach beyond traditional television, faster optimization, or outcome-oriented reporting. For many campaigns, the most defensible plan combines both, measures deduplicated reach, and evaluates business results with the same definitions.
What linear TV and connected TV actually mean
Linear TV
Linear TV is traditional broadcast or cable television delivered on a programmed schedule. Viewers receive the same scheduled channel lineup, and advertisers commonly plan purchases with ratings, gross rating points (GRPs), target rating points (TRPs), reach, frequency and cost per rating point. Buying can be national, local or market-specific, depending on the broadcaster, distributor and campaign.
As an Amazon Associate I earn from qualifying purchases.
Its defining advantage is coordinated exposure: a large audience can be watching the same program or live event at the same time. That makes linear particularly useful when the objective is broad awareness and the target is not narrow enough to benefit from highly specific digital segments.
Connected TV
Connected TV is video delivered through an internet-connected television or a streaming device. It includes ad-supported streaming services and digital-network television inventory. Depending on the platform and deal, CTV can use audience, geographic, contextual and device-level signals, with buying available through direct sales, private marketplaces, open exchanges and programmatic guaranteed arrangements.

CTV can report impressions at a more granular level than a traditional rating report, but the exact meaning of an impression, completed view, conversion, co-viewed exposure or reach varies by provider. A CTV plan is only as precise as its audience definitions, identity method, inventory controls and measurement rules.
Linear TV vs. CTV at a glance
| Decision factor | Linear TV | Connected TV |
|---|---|---|
| Reach pattern | Broad, scheduled reach; especially strong for mass audiences and live events | Incremental and addressable reach, including lighter television viewers |
| Targeting | Usually market, program, daypart and demographic based | Audience, geography, contextual and device-level options vary by platform |
| Buying | Upfront, scatter, sponsorship and local-spot approaches | Direct, private marketplace, open exchange and programmatic guaranteed options |
| Optimization | Fewer in-flight controls after spots are scheduled | More flexible pacing, audience and creative controls, subject to inventory and platform limits |
| Measurement | Ratings, GRPs/TRPs, reach and frequency; often reported after the campaign | Impressions, reach, frequency, conversions or lift; definitions and deduplication vary |
| Scale and context | Strong premium context and simultaneous mass attention | Growing premium inventory, but fragmented across apps, publishers and devices |
| Cost planning | Compare CPM, CPP/TRP, market scale and minimum buys | Compare CPM, cost per completed view, target reach and incremental reach; a low entry price does not guarantee efficient scale |
What the market data says now
The direction of travel is clear, but the figures describe different markets and forecast periods, so they should not be treated as a single universal benchmark.
| Measure | Reported figure | Source and qualification |
|---|---|---|
| CTV ad spend | $20.3 billion in 2023; $23.6 billion in 2024; $26.6 billion projected for 2025 | IAB, 2025; the 2024 figure represented 16% year-over-year growth, and the 2025 figure was a projection |
| Share of TV/video ad spend | Digital video projected to capture nearly 60% in 2025 | IAB, 2025 projection |
| Marketers planning to increase OTT/CTV spending | 56% globally in 2025, up from 53% in 2024 | Nielsen, 2025 |
| CTV buyers prioritizing business outcomes | 54% | IAB, 2024 buyer research |
| CTV buying transacted programmatically | Three-quarters | IAB, 2024; the estimate covers the buying reported by respondents |
IAB and PwC projected combined TV and CTV spending to grow by more than $12 billion from 2023 to 2027, with CTV/OTT expected to be the fastest-growing media channel in 2024. Growth does not make every CTV impression efficient, however. Inventory quality, audience overlap, frequency and measurement still determine whether additional spend creates useful reach.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhen linear TV is the better starting point
You need broad national or local awareness
Linear TV is a logical first channel when the target is a large share of a population rather than a tightly defined segment. Market-level buying, established ratings and familiar GRP/TRP planning can make it easier to set a broad-reach objective. This is particularly relevant for products or public messages that need recognition across many demographic groups.
The moment matters as much as the audience
Premium live programming and other tentpole events can deliver simultaneous attention that is difficult to reproduce with many separate streaming placements. If the campaign depends on being present during a shared cultural or sporting moment, linear inventory may provide the most suitable context and scale.
Your planning team already works in market-level TV terms
Linear buying can fit organizations that have reliable market estimates, established local sellers and a process built around ratings, reach, frequency and cost per rating point. That operational familiarity is valuable when a campaign has limited time for platform setup or when measurement must be comparable with previous television activity.
Narrow targeting would exclude useful prospects
Audience segments can improve precision, but they can also reduce scale. If the product has broad potential demand, an overly narrow CTV definition may pay to find a small audience that linear TV could reach more efficiently. Start with the size of the opportunity, not with the availability of a segment.
Before committing, validate the expected reach and frequency with an independent measurement source. A seller’s projected rating is a forecast, not proof that the campaign will deliver the planned audience.
When CTV is the better starting point
You need specific audience or geographic segments
CTV can use audience, geography, contextual and device-level options that are not available in the same form through a conventional spot schedule. This is useful for a defined customer profile, a set of service areas or a campaign that must avoid wasting impressions outside eligible locations. Availability and granularity differ by platform, so require the exact segment definition and estimated scale before buying.

You need incremental reach beyond television-heavy households
CTV can reach lighter linear-TV viewers and people who consume video primarily through streaming devices. The value is not the platform label; it is the additional people reached after overlap with the linear schedule is removed. Ask for incremental reach against the same target definition rather than adding each platform’s reported reach together.
You want faster pacing and in-flight control
Programmatic and direct CTV deals can offer more flexibility over pacing, audience selection and creative rotation than a spot schedule that is already locked. Those controls remain subject to available inventory, platform rules and delivery constraints. A campaign should not assume that every setting can be changed instantly or that a segment will remain available at the original price.

IAB’s 2024 buyer research found that business outcomes were the top KPI for 54% of CTV buyers. CTV can support conversion, lift or other outcome reporting, but the result depends on the attribution design. A platform-reported conversion is not automatically comparable with a linear response study, a site-analytics event or another platform’s conversion.
The same IAB research found that two-thirds of buyers saw measurement problems. Treat measurement design as a purchase requirement, not as a report you request after the campaign.
Is CTV cheaper than linear TV?
There is no universal cheaper channel. The answer changes with geography, audience size, inventory quality, minimum buys, frequency requirements and the outcome being valued.
- For linear TV, compare CPM, cost per rating point (CPP/TRP), market scale, minimum commitments and the resulting distribution of reach and frequency.
- For CTV, compare CPM, cost per completed view, cost to reach the target and incremental reach after overlap with linear TV is removed.
- Include operational costs such as audience data, verification, measurement and creative versioning when they are part of the plan.
- Do not treat a low CTV entry price as proof of efficiency. Fragmented inventory can require more impressions or more suppliers to achieve useful scale.
A fair comparison uses the same geography, audience definition, campaign dates, budget assumptions and frequency goal. Comparing a national linear plan with a small, tightly targeted CTV test will produce a price difference, but not an apples-to-apples answer.

Linear reach is broad and scheduled
Linear TV can deliver a large, simultaneous audience through a relatively small number of scheduled placements. Its reach is strongest when the target watches the selected programs or dayparts and when the campaign can afford the market scale required to achieve meaningful frequency.
CTV reach is addressable and often incremental
CTV can find people who match a segment or who are underrepresented in a linear schedule. Because inventory is distributed across apps, publishers and devices, the plan must control overlap and frequency or the same household may receive repeated exposure while other households remain unreached.
The evidence favors diversification in many campaigns
Nielsen’s 2024 cross-media analysis found that campaigns placing more than 85% of budget in one channel reached at most 17% of the target audience in the analyzed results. Diversified campaigns across CTV, desktop and mobile reached 90% in that analysis. These are analyzed campaign outcomes, not a guarantee for every market or budget, but they show why a single-channel reach report can be misleading.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Can CTV target customers more precisely?
Often, yes, but precision has several parts. A platform may offer a customer or demographic audience, a geographic boundary, contextual placement or a device-level signal. Ask which signal is being used, how recently it was observed, how the audience is modeled, and what minimum size is required.
- Audience: confirm the traits or behaviors included and whether the audience is deterministic, modeled or blended.
- Geography: specify the address, postal, city, market or regional definition and how location is inferred.
- Context: define the content categories and exclusions rather than assuming every app uses the same classification.
- Device and household: establish whether frequency is controlled at a device, household or person level.
- Privacy and availability: verify that the segment is permitted and available in the relevant region at launch.
Precision is useful only when it is large enough to deliver the required reach and when the measurement can prove that the intended audience was actually reached. A highly specific segment with insufficient scale may be less effective than a broader linear or CTV audience.
Why a combined plan often wins
Linear TV can establish broad awareness and premium context, while CTV can extend that exposure to lighter television viewers or refine delivery by audience and geography. The combination is not automatically better; it becomes better when each channel has a defined job and the results are measured together.
Assign roles before assigning dollars
- Use linear TV for broad, scheduled reach, live events or market-level presence.
- Use CTV for incremental reach, defined audiences, geographic refinement, flexible pacing or outcome-oriented tests.
- Use a shared frequency policy so a household is not overexposed simply because it appears in separate platform reports.
- Suppress or sequence audiences where the buying systems allow it, and document what cannot be deduplicated.
Measure incremental contribution
Google Cross-Media Reach can deduplicate reach across campaigns, evaluate on-target demographics and estimate incremental reach against traditional linear TV when licensed third-party data is available. Google cautions that planning forecasts do not guarantee performance. Nielsen says cross-media systems should be independent and transparent, cover the relevant market, use person-level calibration and account for co-viewing.
When a cross-media product is unavailable in the campaign’s market, use a documented independent method and state exactly what is and is not deduplicated. A blended plan should never present the sum of separate platform audiences as unique reach.
A practical decision workflow
- Define the business objective. Choose awareness, consideration, leads, sales, store visits or another outcome. The objective determines whether broad reach, incremental reach, response speed or a combination matters most.
- Set the boundaries. Record geography, audience size, campaign dates, required reach, acceptable frequency and any market or inventory restrictions.
- Model three scenarios. Estimate linear-only, CTV-only and blended plans with the same target definition, budget and timing assumptions. Include the expected reach, frequency distribution and operational requirements for each.
- Compare like with like. Review on-target reach, incremental reach, CPM, CPP/TRP or cost per target reach, inventory quality, minimum buys and the ability to change delivery after launch.
- Predefine measurement. Select the outcome, lift or attribution method before launch. Write down impression, completed-view, conversion and attribution-window definitions, along with the treatment of co-viewing, fraud and invalid traffic.
- Test when uncertainty is high. Use a controlled test or phased allocation, then reallocate based on independent, deduplicated results rather than a single platform’s reported conversions.
How to measure each channel without mixing incompatible numbers
Linear TV measurement
Linear plans are commonly evaluated with ratings, GRPs or TRPs, reach, frequency and cost per rating point. These measures describe delivered or estimated exposure to a defined market and demographic, but the reporting timing and methodology vary. Establish whether the number is a projection, a post-campaign estimate or an independently verified result.
CTV measurement
CTV reports may include impressions, reach, frequency, completed views, conversions or lift. Before launch, document whether an impression is counted when an ad begins, when it is viewable or under another rule; whether a completed view requires the entire creative; and whether reach is device-, household- or person-based.
Outcome and attribution rules
Choose the attribution window and conversion event in advance. Keep platform-reported conversions separate from independently measured lift or sales unless the methods have been reconciled. If multiple vendors claim the same conversion, define a priority or deduplication rule before evaluating performance.

Co-viewing, fraud and invalid traffic
Television is often viewed by more than one person, while digital delivery can involve multiple devices in a household. Require the measurement partner to explain how co-viewing is handled and how invalid traffic or fraudulent inventory is detected. Without those definitions, an impression count cannot be interpreted as a person reached.

Linear buying options
Linear inventory can be purchased through upfront commitments, scatter markets, sponsorships or local spots. Upfront and sponsorship approaches can secure premium programming but may reduce flexibility. Scatter and local approaches can fit shorter or market-specific campaigns, subject to available inventory and minimums.
CTV buying options
CTV can be bought directly from a publisher or service, through a private marketplace, on an open exchange or as programmatic guaranteed inventory. Direct and guaranteed arrangements may provide clearer placement or delivery terms; open access may provide broader supply but requires stronger controls for quality, frequency and transparency.
Optimization limits
CTV generally offers more in-flight controls than a scheduled linear buy, but the controls are not unlimited. Audience availability, platform policies, deal terms and creative approvals can restrict changes. Linear placements may be difficult to alter after scheduling, so build contingency plans before the first spot runs.
Common failure modes and how to prevent them
Choosing the channel before defining the objective
A campaign can buy impressive reach and still miss its business goal. Start with the outcome and then decide whether broad simultaneous exposure, incremental reach, precision or response speed is the binding requirement.
Calling platform totals “combined reach”
Separate reports often count the same people differently. Require deduplication or label the result as unduplicated platform delivery rather than unique people reached.
Optimizing to cheap impressions
A low CPM can hide weak on-target delivery, excessive frequency, poor context or invalid traffic. Compare the cost of reaching the intended audience and the incremental people added, not just the price of an impression.
Accepting a forecast as a guarantee
Planning tools estimate what may happen under stated assumptions. Google notes that forecasts do not guarantee performance. Reconcile planned and delivered reach after the campaign and record the assumptions that changed.
Recommended Free Tools
Using incompatible conversion definitions
One platform’s seven-day view-through conversion and another system’s click-based event are not automatically comparable. Align event definitions, attribution windows and deduplication rules before the campaign starts.

Ignoring frequency distribution
An average frequency can conceal a group receiving many exposures while another group receives none. Review the distribution, set a practical cap where possible and evaluate incremental reach at each additional level of spend.
Overlooking inventory and context
CTV supply is fragmented across apps, publishers and devices. Request placement transparency, content controls and invalid-traffic procedures, and confirm that premium inventory claims apply to the specific deal rather than to the platform as a whole.
Geography, availability and planning tools
Platform features, audience availability, privacy rules and measurement methods change quickly by region. Google TV planning documentation listed availability in the United States, Japan, Vietnam, France and Germany at the time it was accessed; confirm current availability before relying on a specific planning workflow. A tool available in one market may not offer the same reach estimates, audience segments or third-party measurement in another.

Market-level spend figures also mix global and U.S.-focused reporting. Examples of the right starting point
Broad launch with a large addressable market
Begin with linear TV when the campaign needs rapid awareness across a national or broad local audience and has a relevant premium live or tentpole environment. Add CTV where analysis shows that lighter television viewers or specific markets remain under-reached.
Defined service areas or customer segments
Begin with CTV when the campaign is limited to selected geographies or a clearly described audience. Confirm that the segment is large enough, document the location and identity rules, and use independent measurement to verify on-target delivery.
Outcome-led campaign with uncertain media mix
Use a phased test that compares linear, CTV and a blend under the same measurement design. Hold the attribution window, conversion definition and geography constant, then shift budget only after deduplicated reach and outcome results are available.
Event-driven message
Prioritize linear TV when simultaneous attention during a live event is central to the strategy. Use CTV to extend the message before or after the event, or to reach viewers who are not present in the linear schedule.
Campaign checklist
- Objective written as a business result, not only a media metric
- Geography, audience definition, dates and required reach documented
- Linear-only, CTV-only and blended scenarios modeled on equal assumptions
- Incremental reach and frequency distribution included in the comparison
- Buying method, minimums, inventory quality and change rights confirmed
- Impression, completed-view, conversion, co-viewing and invalid-traffic definitions approved
- Attribution window and deduplication method set before launch
- Independent or transparent cross-media measurement arranged where possible
- Forecast assumptions recorded and delivery reconciled after the campaign
- Test or phased reallocation plan prepared if the evidence is uncertain
Bottom line
Choose linear TV first for broad, scheduled mass reach, premium live programming and established market-level planning. Choose CTV first for addressable audiences, geographic precision, incremental reach, programmatic access, faster optimization or outcome-oriented reporting. If the campaign needs both scale and precision, split the roles rather than simply splitting the budget: set one reach and frequency target, deduplicate the audiences, and judge the mix by incremental reach and independently defined business outcomes.
