Identify who depends on the insured, the income and services that would disappear, debts and other costs, resources already available, how long the need will last, and a premium the household can maintain. Then compare policies on duration, guarantees, affordability, cash-value mechanics, and replacement risk. This is general U.S. consumer information, not an individualized recommendation; state rules and policy contracts differ.
Start with the six questions the NAIC puts to consumers
The National Association of Insurance Commissioners (NAIC) frames a needs conversation around six plain-language questions. Use them as an interview guide and document the answers before discussing a benefit amount:
As an Amazon Associate I earn from qualifying purchases.
- “Does anyone depend on me financially?”
- “How much of the family income do I provide?”
- “How will my family pay my final expenses and repay debts after my death?”
- “Do I have life insurance through my employer, and is it enough to meet my financial obligations?”
- “Will these financial obligations change over time?”
- “In how many years do you anticipate the need for death benefits?”
These prompts appear in the NAIC Life Insurance Buyer’s Guide and the NAIC life insurance consumer page. They prevent a common error: treating the policy amount as the starting point instead of the result of a documented need.
1. Who depends on this person, and what support do they provide?
List financial dependents
Record everyone who would lose financial support if the insured died: children, a spouse or partner, dependent parents, and other relatives. Note each person’s age, expected period of dependence, current income, disability or special-care needs, and whether another adult could replace the support. A child who needs support for several years creates a different exposure from a permanently dependent adult.

Measure income, not just job title
Ask how much of household income comes from the insured and which parts are reliable. Separate salary, bonuses, commissions, self-employment income, and benefits. A household may need to replace only the insured’s contribution, not total household earnings, but the answer depends on the surviving household’s budget and earning capacity.
Count unpaid services
Income is not the only contribution. Price the services the insured provides: childcare, transportation, home maintenance, elder care, scheduling, and household administration. If a surviving parent must buy childcare or reduce work hours, those costs belong in the needs discussion even when no paycheck disappears.
2. What costs and obligations would remain?
Separate immediate costs from continuing support
Build two lists. Immediate costs may include funeral and burial expenses, medical bills, legal or administrative costs, and urgent debt payments. Continuing costs can include housing, utilities, food, transportation, childcare, education, insurance premiums, and replacement services. Label each item as one-time, monthly, annual, or uncertain; this makes the time horizon visible instead of hiding every obligation in one lump sum.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsReview debts and major commitments
Include mortgages, home-equity balances, credit cards, personal loans, auto loans, education loans, business obligations, and co-signed debt. Confirm whose death would trigger repayment, whether a lender requires insurance, and whether assets or another borrower would cover the balance. Do not assume every debt should be paid off immediately if the household could manage it through existing resources.
Plan for children and education
Estimate the cost of replacing childcare and supporting children through the period the insured expected to provide care. If education funding is a goal, define whether the target is tuition only, tuition plus living costs, or a contribution to an existing savings plan. State assumptions about the number of years and who would control the funds.

Ask about estate obligations without assuming they apply
The NAIC identifies possible estate taxes among the issues to consider. Whether any estate tax or other transfer cost applies depends on the estate, ownership structure, beneficiary designations, and governing law. Flag the issue for qualified tax or legal advice rather than inserting a generic tax amount into the coverage recommendation.
NAIC’s consumer guidance discusses final expenses, debt repayment, family support, childcare, monthly bills, education, and possible estate taxes at this consumer page and in its life insurance purchase tips.

Inventory every source of funds
List savings and cash reserves, investments, retirement accounts, existing individual life insurance, employer coverage, and other assets that could meet post-death expenses. For each resource, record its current value, accessibility, ownership, beneficiary, tax treatment as understood by the household, and whether using it would undermine another goal such as retirement.
Verify employer coverage instead of relying on a benefits summary
Obtain the certificate or plan materials and confirm the death benefit, eligibility, exclusions, reduction schedule, and end date. Ask whether the coverage is tied to employment, whether it can be converted or ported after leaving, what deadline applies, and what premium would be charged. Employer insurance may be less than the household needs and may not be portable.
Check existing individual policies
For each policy, capture the insured amount, policy type, premium schedule, guarantee period, expiration or maturity terms, cash value, loans, withdrawals, riders, beneficiaries, and any lapse risk. A replacement proposal must account for what would be surrendered or reset, including a new contestability period, surrender charges, or changed pricing after a health change.

Do not cancel an existing policy until the replacement policy has been issued, accepted, and is in force. Health or other underwriting changes can make new coverage more expensive or unavailable. The NAIC explains these cautions in the Buyer’s Guide and its October 12, 2026 consumer article, “What type of life insurance is right for you?”
4. How long will the need last?
Match duration to the obligation
Ask when each need ends: when children become financially independent, a mortgage is repaid, an education obligation is funded, or a surviving partner can restore income. A household may have several overlapping periods rather than one lifelong requirement. Document the earliest and latest dates that a death benefit would be needed and which obligations are expected to decline.
When term coverage may fit
Term life insurance covers a stated period. It can fit a limited-time obligation such as a mortgage or the years children need support. NAIC describes term coverage as generally having lower early premiums and no cash value. Confirm the term length, renewal rules, premium increases, conversion rights, and the date coverage ends; “20-year term,” for example, does not mean the premium is guaranteed beyond the contract’s stated schedule.
When a lifetime policy may be considered
Cash-value insurance is designed to remain in force as long as required premiums and contract conditions are met and includes a savings component. It generally costs more than term coverage. The relevant question is not whether lifetime insurance is automatically better, but whether a lasting need, available budget, and the policy’s guarantees justify the structure. Review the actual contract and illustration for guaranteed and non-guaranteed values.

5. What premium is sustainable, and which policy features matter?
Test the budget under ordinary and difficult conditions
Ask what premium can be paid during unemployment, parental leave, illness, or a temporary income drop. Identify the payment frequency, grace period, late-payment consequences, and whether the premium is fixed, scheduled to increase, or subject to policy performance. A benefit that cannot be kept in force does not solve the identified need.
Distinguish guarantees from projections
Mark each item in the policy illustration as guaranteed or non-guaranteed: premium, death benefit, cash value, dividends, credited interest, loan assumptions, and lapse support. Explain what happens if actual performance is lower than illustrated. Do not describe projected values as promised outcomes.
Understand cash-value mechanics
Ask how premiums are allocated, when cash value develops, how loans and withdrawals affect the death benefit and lapse risk, and what surrender charges apply. A policy’s “cash value” is not automatically available dollar-for-dollar without costs or tax consequences. The governing contract, not a generic product description, controls.
NAIC’s consumer guidance on policy types and affordability is available at content.naic.org/consumer/life-insurance.htm and in the October 12, 2026 article linked above.

Best Value
| Section | Record | Questions to resolve |
|---|---|---|
| Support and services | Dependents, income supplied, unpaid care, replacement services, years of support | Who relies on the insured, and what would have to be purchased or replaced? |
| Costs and obligations | Final expenses, debts, housing, childcare, education, monthly bills, possible estate costs | Which items are one-time, which continue, and when might each end? |
| Available resources | Savings, investments, existing policies, employer benefit, other assets | What amount is actually available, for how long, and under whose control? |
| Coverage period | Start date, end date, overlapping needs, expected changes | Is a set term sufficient, or is there a documented lifelong need? |
| Policy and budget | Premium path, guarantees, cash value, exclusions, riders, affordability | Can the household sustain the contract and understand its non-guaranteed elements? |
Only after this worksheet is complete should an adviser discuss a proposed benefit. The reviewed NAIC materials do not establish one universal calculation or an official income multiplier, so a fixed “times salary” rule should not be presented as an NAIC finding.
Compare policy options on the same decision axes
When two or more policies are under consideration, compare like with like. A lower initial premium may buy a shorter guarantee or fewer benefits; a larger projected cash value may depend on assumptions that are not guaranteed.
| Axis | What to compare | Evidence to request |
|---|---|---|
| Duration | Does coverage last through the documented period of need? Is lifetime protection intended? | Contract term, expiration, renewal and conversion provisions |
| Premium path | What is due now and later, and can the household sustain it? | Guaranteed premium schedule, payment frequency, grace period |
| Guarantees and uncertainty | Which benefit, premium, and value figures are guaranteed? | Policy pages and a clearly labeled illustration |
| Cash-value mechanics | How do values, loans, withdrawals, charges, and lapse provisions work? | Year-by-year guaranteed and non-guaranteed columns; loan provisions |
| Replacement risk | What is lost or reset if an existing policy is replaced? | Current contract, surrender schedule, new underwriting and contestability terms |
| Insurer and comparison | Are similar policies being compared across financially stable insurers? | State insurance department resources, insurer disclosures, and licensed advice |
Compare similar policies rather than contrasting a short-term benefit with a lifetime contract as if they were interchangeable. Ask a licensed agent or your state insurance department about jurisdiction-specific requirements and complaint or licensing information.
Common mistakes and how to correct them
- Starting with a multiplier: Rebuild the recommendation from dependents, costs, resources, and duration; no universal NAIC multiplier is established.
- Counting employer insurance as permanent: Verify portability, conversion, benefit reductions, and the cost after employment ends.
- Ignoring unpaid work: Estimate childcare and household services that a survivor would need to buy or provide.
- Mixing one-time and ongoing needs: Label each expense and assign an end date where possible.
- Treating an illustration as a promise: Separate guaranteed figures from assumptions and explain adverse outcomes.
- Replacing too early: Keep existing coverage until new insurance is issued and in force; a health change can alter eligibility or price.
- Assuming a policy is identical in every state: Check the delivered contract and state-specific rules; policy wording controls.
A practical conversation sequence
- Set the scope: Explain that the discussion is general planning information and that final terms depend on the insurer, contract, and state.
- Map people and contributions: List dependents, income, unpaid services, and the years each contribution is expected.
- List obligations: Record final expenses, debts, monthly costs, childcare, education, and any estate issue requiring specialist advice.
- Verify resources: Gather policy documents, employer certificates, account statements, beneficiary designations, and portability terms.
- Set the time horizon: Tie each need to a likely end date and identify which needs could persist for life.
- Set the premium boundary: Test affordability against income disruption and changing household circumstances.
- Compare contracts: Review duration, guarantees, cash value, exclusions, riders, replacement effects, and insurer information.
- Document open questions: Refer tax, legal, medical-underwriting, or state-specific issues to the appropriate licensed professional before a recommendation is implemented.
What to bring to a licensed review
- Recent household income and spending information, including childcare and care costs.
- Mortgage, loan, credit, education, and business-debt statements.
- Employer benefits certificate and human-resources contact details for portability or conversion questions.
- Current individual policy declarations, annual statements, illustrations, loan balances, and beneficiary records.
- Savings, investment, and retirement balances, with notes on assets that should remain reserved for another purpose.
- Dates when children, debts, or other dependents are expected to become financially independent.
A comparison service or licensed life insurance agency can be a next step if the worksheet shows an unmet need. It should follow the analysis, not replace it; the household should understand why coverage is needed, for how long, and which contract features are being purchased.
Bottom line
Recommend coverage only after the answers are visible: who depends on the insured, what income and services must be replaced, which costs continue, what resources already exist, how long each obligation lasts, and what premium remains sustainable. The resulting policy choice should explain its guarantees, uncertainties, duration, and replacement consequences in the language of the actual contract.
