LF Europe Roadshow: Regulation was a one-day Linux Foundation Europe event held on October 29, 2025, in Ghent, Belgium. It examined how European policy affects open-source adoption, cybersecurity, sustainability and governance, with the Cyber Resilience Act (CRA) as the central subject of its security program. The event has ended; readers can still consult the archived schedule and any presentation materials speakers supplied.
What was LF Europe Roadshow: Regulation?
The Roadshow was designed as a bridge between open-source maintainers, developers, software manufacturers, enterprises, policymakers, legal specialists, security professionals and community leaders. Its premise was that regulation should be discussed with the people who build and maintain the software affected by it—not treated solely as a compliance exercise.

The event was a forum for discussion and practical exploration, not a regulator and not a source of binding legal interpretations. Its call for participation described regulation’s effects on open-source adoption, security and sustainability, while the program also addressed governance, artificial intelligence, digital sovereignty and international collaboration.
The event’s stated audience and policy framing are described on the official Linux Foundation event page and the 2025 call-for-participation page.

Why regulation was the theme
Open source is embedded in products and public infrastructure across Europe, but the people involved occupy very different positions. A volunteer maintainer, a company distributing a finished product, an enterprise consuming a dependency and a policymaker designing obligations do not have the same resources or responsibilities.
The Roadshow treated regulation as an ecosystem issue with several competing goals:
Rank #2
- 2x10W speakers
- Anti-glare
- Security Lock
- Cable Lock Slot
- Wide Viewing Angle
- Adoption: rules can influence whether organizations are willing and able to use community-developed components.
- Security: vulnerability handling, secure development and supply-chain evidence require cooperation between projects and downstream organizations.
- Sustainability: compliance work consumes maintainer time and can expose funding and capacity gaps in widely used digital commons.
- Digital sovereignty: European institutions want resilient capabilities while software communities, companies and contributors operate across borders.
- Governance: effective policy needs to account for project stewardship, licensing and community decision-making rather than treating every open-source project as a conventional commercial product.
The event therefore did not present “regulation” as the name of one law. It used the term for a policy conversation, with the CRA providing its most concrete cybersecurity focus.
The Cyber Resilience Act track
The European Cyber Resilience Act was the clearest regulatory centerpiece. Linux Foundation Europe described sessions on practical CRA implementation, secure maintenance, licensing and compliance, and challenges faced by manufacturers and open-source stewards. OpenSSF, identified as the platinum sponsor, hosted a track titled “CRA in Practice: Secure Maintenance.”
OpenSSF’s event description is available at its Roadshow page. Its preview also highlighted sessions on secure-maintenance challenges, CRA readiness and cybersecurity strategy amid global digital regulation, including steps stakeholders could take toward readiness in 2026. The preview named Christopher Robinson, then OpenSSF’s Chief Security Architect, as a closing keynote speaker; see OpenSSF’s event preview.
Rank #3
- Service: 1 year technical support
What the track was intended to make practical
- How maintainers and project stewards can think about secure maintenance and vulnerability response.
- How manufacturers can organize product-security processes and supporting evidence.
- Where licensing questions intersect with, but remain distinct from, cybersecurity obligations.
- How organizations can assess readiness without assuming that one tool or checklist fits every project.
- How roles differ when a company consumes a project, distributes software or incorporates it into a regulated product.
“CRA readiness” in the event program should not be read as a certification, regulator approval or definitive legal opinion. Actual duties depend on the applicable product, distribution model, legal role and current implementation of the law. Conference discussion cannot replace current legal and regulatory advice.

A parallel track placed the CRA discussion in a wider open-source context. The official program identified:
- Linux Foundation project showcases.
- Open source in artificial intelligence.
- Funding and sustaining digital commons.
- Digital sovereignty.
- Global collaboration.
This broader scope matters. A session about AI governance, for example, was not necessarily a CRA session; nor does a discussion of digital sovereignty establish a single European policy position. The supported themes show an event connecting security regulation with the economic, institutional and international conditions that allow open source to remain usable.

Who was most likely to benefit?
| Audience | Most relevant questions |
|---|---|
| Open-source maintainer | Secure maintenance, vulnerability response, stewardship, governance and downstream use |
| Software manufacturer | CRA readiness, product-security processes, dependency evidence and release responsibilities |
| Enterprise engineering or procurement team | Supply-chain risk, licensing records, vulnerability information and supplier assurance |
| Legal or compliance team | Licensing, role boundaries and jurisdiction-specific interpretation |
| Security practitioner | Vulnerability disclosure, secure development, SBOM-related evidence and implementation planning |
| Policymaker or public-sector technology team | Open-source sustainability, governance, digital sovereignty and workable obligations |
| Executive or strategy leader | Resilience, funding of shared infrastructure and the strategic role of open source in Europe |
The Roadshow was positioned for a wider audience of developers, policymakers and community leaders. That distinguishes it from the adjacent Linux Foundation Europe Member Summit, which OpenSSF described as members-only.
How it fit into the Belgium event sequence
The Roadshow sat between two more restricted events in a three-day sequence:

What materials remain available?
Start with the official event page and its archived schedule. The page indicates that speaker-provided presentations may be available there. Because it does not confirm a complete video archive, treat any slides or recordings as session-specific rather than assuming every talk was published.
For continuing work, readers can also follow OpenSSF for public resources on secure development, vulnerability disclosure, software supply chains and CRA-related policy activity, and Linux Foundation Europe for future events and ecosystem initiatives.
What the event did not establish
- It did not create European law or issue binding compliance guidance.
- It did not establish that every open-source maintainer has the same CRA obligations.
- It did not provide a universal compliance checklist or require a particular commercial platform.
- It did not make licensing compliance and cybersecurity compliance interchangeable.
- It did not prove that an SBOM, scanner or vulnerability process alone establishes compliance.
- It did not mean that attending, joining OpenSSF or sponsoring a Linux Foundation event produces legal compliance.
A project may be open source without being a commercial product. Conversely, a company can incorporate open-source code into a product and assume responsibilities that do not belong to the upstream volunteer community. Those distinctions need to be assessed for the specific project, product and jurisdiction.

A practical follow-up checklist
The Roadshow’s themes can be translated into a sensible starting point for organizations, without treating this list as legal advice:
- Identify where your organization consumes, modifies, distributes or sells open-source software.
- Map the roles of project, maintainer, steward, manufacturer, distributor and product owner.
- Inventory dependencies and record ownership, versions and downstream destinations.
- Review vulnerability-disclosure, triage, patching and communication procedures.
- Keep licensing records separate from security evidence, while connecting both to the relevant release or product.
- Document the evidence your customers, auditors or internal teams may need about components and remediation.
- Monitor current CRA implementation guidance, standards and official European sources as they develop.
- Obtain role-specific advice from qualified legal, product-security and compliance professionals.
This process helps an organization ask the right questions; it does not determine whether a particular product or project is legally in scope.
Bottom line
LF Europe Roadshow: Regulation was a past, one-day Ghent event that connected open-source communities with European policy and implementation concerns. The CRA-focused OpenSSF track supplied the practical center—secure maintenance, readiness, licensing and manufacturer challenges—while Linux Foundation Europe broadened the discussion to AI, digital commons, sovereignty and global collaboration. Its lasting value is as a map of the questions stakeholders need to resolve, not as a substitute for current legal guidance or a completed compliance program.
