Matthew Johnson was sentenced to 28 months in prison in December 2025 after making false home-insurance claims involving collectible LEGO sets and other goods. His case sits alongside a rise in the value of detected insurance fraud in the UK: figures attributed to the Association of British Insurers (ABI) put the total at £1.34 billion in 2025, even as the number of detected claims fell.
Who was the LEGO insurance fraudster?

Between May 2021 and January 2022, Johnson made false claims to AXA Insurance about alleged burglaries at properties in Shetland and Goole, East Yorkshire. The claims included MacBooks, televisions, gaming consoles, fishing equipment and large quantities of collectible LEGO sets. Police said he received more than £14,000 across four claims.
How investigators uncovered the false claims
AXA became concerned about receipts appearing in more than one claim and invoices that seemed altered to fit the address insured under a policy. Manufacturers and retailers confirmed that documents were fraudulent: some invoices had been falsified, while others referred to products that were not on sale when the alleged thefts took place. When officers searched Johnson’s home in June 2023, they found LEGO matching items described as stolen displayed in his living room. Police also reported finding digital evidence, including fake invoices, insurance-policy screenshots and identity documents in multiple names.
One further claim used the name Gavin Beadle and a different Goole address. Police said the banking details associated with it led back to Johnson. The Passport Office and DVLA confirmed that identity documents used to support the claim were fraudulent.

What the UK’s 2025 detected-fraud figures show
The Guardian reported figures attributed to the ABI for fraudulent claims insurers detected in 2025. They show a higher total value but fewer detected cases than in 2024; these measures describe different aspects of identified fraud and should not be treated as interchangeable. The £1.34bn and 93,900 figures are not estimates of all fraud that occurred. They count claims insurers identified as fraudulent, so they cannot establish the total amount or number of undetected fraudulent claims. The figures above are attributed to the ABI as reported by The Guardian; the underlying ABI statistical release was not independently accessed for this account.

The Guardian also reported that more than 250 bogus claims were detected daily and described a £300,000 travel-insurance fraud involving multiple false identities, fabricated medical documents and bogus websites. Those are figures and claims reported by The Guardian from ABI and police statements, not separate independent measurements.

The case involved more than collectible LEGO: it combined several high-value goods, multiple claims, reused or altered paperwork and, according to police, false identities. Detective Constable Richard Fox of the City of London Police Insurance Fraud Enforcement Department said: “This case highlights the meticulous work our officers carry out to expose and dismantle complex insurance fraud. Johnson created a web of false identities, forged documents, and fabricated claims to exploit the system for personal gain.” City of London Police
